The majority of the states are multi-ethnic countries. Azerbaijan is also not an exception in this regard. The country has always been in the center of the world over its strategic position, climate, natural resources, surface and underground resources.<\/strong><\/em><\/h4>\n<h4>Religious peace in Azerbaijan, unity among Muslims, and high\u2013level regulation of inter-religious relations are some of the factors that strengthen our country. Living together peacefully, mutual respect and tolerance, the comprehensive unity is a new religion spread by Azerbaijan to the world. The country is an intercultural platform that provides consistent dialogue on tolerance issues, a carrier of interfaith trust, harmony, and missionary.<\/h4>\n<h4>Today, Azerbaijan is globally known as one of the cradles of multiculturalism. Azerbaijan is also recognized as a center for intercultural and inter-religious dialogue for the world.<\/h4>\n<h4>The President of the Republic of Azerbaijan Ilham Aliyev has repeatedly emphasized in his speeches that multiculturalism in Azerbaijan is a policy that does not have any alternative.<\/h4>\n<h4>Azerbaijan is a state that reflects ethnic and religious diversity, is interested in preserving this diversity, and considers it a treasure. It is no coincidence that 2016 and 2017 were respectively declared the &#8220;Year of Multiculturalism&#8221; and &#8220;Year of Islamic Solidarity&#8221; in Azerbaijan.<\/h4>\n<h4>The policy of multiculturalism is extremely important for us as a form of intercultural and interfaith dialogue in foreign politics and on a global scale, just as it is important in domestic politics. On 15 May 2014, President of the Republic of Azerbaijan Ilham Aliyev signed the decree on the establishment of Baku International Multiculturalism Centre, which aims to promote the multicultural values of Azerbaijan, intercultural and interethnic friendship.<\/h4>\n<h4>As soon as it became independent, Azerbaijan ratified several international documents on protecting the rights of national minorities and religious communities existing in the country and included them in its domestic legislation and, most importantly, in its Constitution. When the Azerbaijani people&#8217;s National<\/h4>\n<h4>Leader Heydar Aliyev became the head of the country for the second time, he declared multicultural society as one of the priority areas of his policy. Today, the successor of this policy, President Ilham Aliyev, continues to promote the policy of multiculturalism worldwide.<\/h4>\n<h4><em><strong>The Executive Director of the International Center for Multiculturalism Ravan Hasanov said:<\/strong><\/em> &#8220;Multiculturalism is taught as a subject at all higher schools of Azerbaijan at bachelor and master levels. It is quite an important issue that children of different ethno-cultural and religious backgrounds have the same educational opportunities and study in the same class, and ethnic minorities are given the opportunity to study in their native languages as well.<\/h4>\n<h4>This issue has been successfully addressed in Azerbaijan through its national constitution and law on education, and has also been successfully implemented in practice. This topic is currently a subject of discussion in most countries.<\/h4>\n<h4>The availability of textbooks in the languages of ethnic minorities and the development of a pool of professional pedagogues are among the important factors. If we want to have a tolerant and multicultural generation in the future, a sensitive approach must be taken to these issues in education&#8221;.<\/h4>\n<h4>The reality confirms that systematic work has been done in this area in our country. The teaching of the Azerbaijani model of multiculturalism in 19 countries of the world is a clear result of the contribution of our people to the phenomenon of multiculturalism and the science of &#8220;philosophy of dialogue&#8221; in the broadest sense.<\/h4>\n<h4>It is known in Azerbaijan that the principles of intercultural dialogue, multiculturalism, as well as tolerance, based on Heydar Aliyev&#8217;s historical experience and applied in political management, have been developing for 18 years. Thus, this national idea, first of all, provides the realities of equal life for all Azerbaijani citizens, regardless of religion or ethnicity.<\/h4>\n<h4>Doctor of Philosophy of Multiculturalism and Tolerance of the Institute of Philosophy and Sociology of ANAS Khatira Guliyeva writes that this is primarily due to the Constitution of Azerbaijan, which ensures the equality of all citizens, regardless of ethnicity and affiliation, as well as legal acts to which the republic is a party\u2014the UN Universal Declaration of Human Rights, the Council of Europe Convention on the Protection of Fundamental Freedoms and Rights, International Covenant on Economic, Social and Cultural Rights, Final Act of the Conference on Security and Co-operation in Europe, Copenhagen Document of the OSCE Conference on Human Criteria, Council of Europe Framework Convention for the Protection of National Minorities, members of the Commonwealth of Independent States the Convention for the Protection of the Rights of National Minorities and the State Document on the National Policy of the Republic of Azerbaijan\u2014State for the Protection of the Rights and Freedoms of National Minorities, Minorities and Ethnic Groups, Development of Language and Culture Decree of the President of the Republic of Azerbaijan.<\/h4>\n<h4>All these confirm that the model of multiculturalism in the Independent Republic of Azerbaijan, to which the world leaders attach particular importance among the countries with significant power in the Caspian-Black Sea basin and the South Caucasus region, stems from the traditions of human dialogue, humanism and tolerance.<\/h4>\n<h4>At the same time, the model of Azerbaijan&#8217;s multiculturalism is primarily based on the ideology of Azerbaijanism, which is based on and applied by the great leader of our people, Heydar Aliyev, in political governance.<\/h4>\n<h4><em><strong>The profound thoughts of President Ilham Aliyev, expressed in the following quote, fully substantiate the essence of the model of multiculturalism of the Independent Republic of Azerbaijan<\/strong> <\/em>: &#8220;Multiculturalism is a way of life in Azerbaijan. True, this term is relatively new. But for centuries, there have been multicultural societies in Azerbaijan. Friendship and solidarity between nations are clear examples of this. We are still trying to make a positive impact on the processes in the region and the world on our own initiative&#8221;.<\/h4>\n<h4>International forms and conferences organized in Azerbaijan on intercultural dialogue and multiculturalism confirm that our people have such progressive human feelings as unity and solidarity. At the same time, the conventions to which our country has acceded are integrating into the world.<\/h4>\n<h4>These views, which Mr Ilham Aliyev emphasized at the official opening of the III World Forum on Intercultural Dialogue on &#8220;Sharing Culture for Common Security&#8221;, also demonstrate the attitude to the ideas of multiculturalism in Azerbaijan:<\/h4>\n<h4>&#8220;Today Azerbaijan is a respected member of the international community, we play a very positive role on the regional scale.Our initiatives are aimed at strengthening regional cooperation. Political, economic issues related to energy security, of course, are in the center of attention. Our initiatives and projects, which we initiated, go far beyond our region to connect countries and continents. If you look at issues related to energy security, Azerbaijan is already playing an important role for the energy security of Europe.&#8221;<\/h4>\n<h4>&#8220;If you look at the transportation infrastructure, we actually are restoring the historical Silk Road. Building a new railroad connection between Europe and Asia, actually, we invest in not only economic development and in better transportation facilities, but also in people-to-people contacts.&#8221;<\/h4>\n<h4>&#8220;Historical Silk Road was crossing Azerbaijan. So we are now restoring it with modern technologies and with the participation of our neighbors. So all our projects related to economic and social development strengthen regional cooperation and mutual understanding between the countries and the peoples.&#8221;<\/h4>\n<h4>&#8220;Azerbaijan has successfully developed over the past 15 years. The Azerbaijani people have shown unity and solidarity. Our national ideology plays a key role in our future activities. The ideology of Azerbaijanism is fully established in Azerbaijan, the Azerbaijani people are united around a single national idea, and our country is developing very successfully. Inter-religious and inter-ethnic relations in Azerbaijan are exemplary. Representatives of all nations and religions in Azerbaijan live in a friendly atmosphere as a family and will continue to do so. Our policy and the will of society will determine the steps to be taken in this direction&#8221;.<\/h4>\n<h4>Azerbaijan is a multi-ethnic and multi-religious country where a state policy of tolerance for different ethnicities, religions and harmonious co-existence is implemented.<\/h4>\n<h4><em><strong>The national leader Heydar Aliyev said at the meeting with the representatives of the ethnic minorities:<\/strong><\/em> &#8220;When we talk about Azerbaijan, we mean its resources and beautiful nature. But in addition to all this, the main treasure of the republic is the people from different nationalities and religious identities who live in these lands.
