President Kassym-Jomart Tokayev is determined to bring large scale reforms in his country and he presented his reforms program in his address to the nation on 15 March 2022. His address was a guideline for all parliamentarians, institutuions, departments and last but not the least every single commoner countryman of Kazakhstan. The President outlined a complete well thought and composed program for the large-scale transformation of the country.<\/h4>\n

Conceptual framework for new political reforms is self explanatory. One can conclude reading the points only that the New Kazakhstan will be more democratic, with extra liberalization, basic rights, human rights of the public are more secured than ever before.<\/strong><\/em><\/h4>\n

1- The final transition from a super-presidential form of government to a presidential republic with a strong Parliament<\/h4>\n

2- Practical implementation of the formula “A strong President – influential Parliament – An accountable Government”<\/h4>\n

3- A logical continuation of the previous 4 policy reform packages aimed at developing the ” listening state” concept<\/h4>\n

4- The reform are systemic and complex. They affect virtually all major political institutions.<\/h4>\n

5- The scale of the reforms involves making changes to more than 30 articles of the Constitution, seven constitutional laws and more than 15 laws.<\/h4>\n

6- The reforms set new moral and ethical standards both for the authorities at all levels and for the society.<\/h4>\n

The Presidential Program has not been shaped at the administration level only. It takes into account the views and suggestion of public figures, experts and NGOs. Discussion were held with members of the National Council of Public Trust and in the regions. The program incorporates recommendations from deputies of Parliament, the Constitutional Council, Central Election Commission and the Supreme Court. The inclusiveness and having ideas and feed back from all stake holders brings the most comprehensive document covering all aspects of good governance.<\/strong> <\/em><\/h4>\n

The most important features and directions of political reforms are :<\/h4>\n

1- Limiting the powers of the President<\/h4>\n

2- Introduction of a mixed proportional majoritarian electoral system<\/h4>\n

3- Reforming the process of formation and functions of the Parliament<\/h4>\n

4-Strengthening the role of the maslikhats<\/h4>\n

5- Simplifying the registration procedure for political parties. Expanding opportunities for the party system<\/h4>\n

6- Improving the electoral process<\/h4>\n

7- Independence and transparency of the judiciary<\/h4>\n

8- Strengthening the role of civil society institutions and the media<\/h4>\n

9- Protection of fundamental human rights<\/h4>\n

The President especially noted in his address :<\/h4>\n

\u201cThe significance of today\u2019s address is special. Its scope of work is not limited to one year. It is broad in scope and content. Our goals are high. Together with you we began creating a New Kazakhstan.\u201d<\/strong><\/em><\/h4>\n

President\u00a0 Tokayev, showing way forward to the nation highlighted the importance of peace and stability in the light of unfortunate events of\u00a0 January 2022. He emphasized on the dire need of unwavering unity and working together for New Kazakhstan.<\/h4>\n
