{"id":19911,"date":"2023-04-08T20:23:04","date_gmt":"2023-04-08T20:23:04","guid":{"rendered":"https:\/\/pakistanintheworld.pk\/live\/?p=19911"},"modified":"2023-04-08T20:23:36","modified_gmt":"2023-04-08T20:23:36","slug":"international-vector-of-constitutional-reforms-in-uzbekistan-an-expert-opinion","status":"publish","type":"post","link":"https:\/\/pakistanintheworld.pk\/live\/international-vector-of-constitutional-reforms-in-uzbekistan-an-expert-opinion\/","title":{"rendered":"International vector of constitutional reforms in Uzbekistan: An Expert Opinion"},"content":{"rendered":"<p>&nbsp;<\/p>\n<h5><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-full wp-image-19912\" src=\"https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2023\/04\/Uzbekistan-Referendum.jpg\" alt=\"\" width=\"512\" height=\"347\" srcset=\"https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2023\/04\/Uzbekistan-Referendum.jpg 512w, https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2023\/04\/Uzbekistan-Referendum-300x203.jpg 300w\" sizes=\"(max-width: 512px) 100vw, 512px\" \/><em><strong>Dr. Mehmood Ul Hassan Khan<\/strong><\/em><\/h5>\n<h5>Executive Director: The Center for South Asia &amp;amp; International Studies (CSAIS) Regional Expert: Uzbekistan &amp;amp; Central Asia<\/h5>\n<h5><em><strong>The upcoming referendum in Uzbekistan has great strategic significance for its national <\/strong><\/em><em><strong>politics, future government\u2019s outlook, composition, utility, scope &amp;amp; importance through <\/strong><\/em><em><strong>the renewed, revised, redrafted and re-included principles of administrative &amp;amp; financial <\/strong><\/em><em><strong>transparency, political openness, inclusiveness, modernization and qualitative life in the <\/strong><\/em><em><strong>country.<\/strong><\/em><\/h5>\n<h5>It would be a first giant step toward greater systematic and people, business and<br \/>\ninvestment friendly socio-economic development, economic sustainability, political<br \/>\ncontinuity and further persuasions of massive politicization &amp;amp; democratization and spirits of good governance in Uzbekistan.<\/h5>\n<h5>The proposed referendum will be held on April 30, 2023 in the country which will<br \/>\nrevolutionize the basic concepts and modules of human capital development, provision<br \/>\nand protection of basic human rights and necessities of daily life, respect of human and<br \/>\nhumanity, minorities, existence of genuine political opposition, meaningful and effective<br \/>\nconflict resolution in region and beyond, achieving the dreams of greater regional<br \/>\nconnectivity and last but not least persuasions of people\u2019s friendly structural reforms, institutionalization of public &amp;amp; economic diplomacy and pragmatic foreign policy after the successful holding and approval of amendments in the constitution.<\/h5>\n<h5><em><strong>Moreover, strategic road map of incumbent president Shavkat Mirziyoyev\u2019s holistic and <\/strong><\/em><em><strong>comprehensive regional integration, trans-regional trade, water diplomacy, immense <\/strong><\/em><em><strong>socio-economic prosperity, free trade, incentivized custom duties, collective fight <\/strong><\/em><em><strong>against looming threat of climate change, terrorism, human and drug trafficking, regional <\/strong><\/em><em><strong>security, peace, stability and harmony would be further enhanced with all the regional <\/strong><\/em><em><strong>countries.<\/strong><\/em><\/h5>\n<h5>Furthermore, Shavkat Mirziyoyev\u2019s structural reforms in term of massive regional<br \/>\nindustrialization, tourism cooperation, hospitality industry, cultural activities and<br \/>\nbusiness coordination will be further flourished in the region and beyond.<\/h5>\n<h5>Hopefully, the outcome of referendum will further gear-up Shavkat Mirziyoyev\u2019s initiated<br \/>\ntrans-regional railway project connecting Pakistan and Afghanistan in the days to come<br \/>\nthus, long awaited dreams of greater regional connectivity between Central Asia and<br \/>\nSouth Asia would be further brightened and consolidated in the days to come.<\/h5>\n<h5>At international level, the results of referendum would be useful to pursue and join WTO<br \/>\nand further opening-up of the macro-economy of Uzbekistan at the international level in<br \/>\nterm of seeking more and more inflows of FDIs, FPIs and banking &amp;amp; finance integration<br \/>\nwhich would further diversify its national economy, productive channels, vibrancy of the<br \/>\ncivil society, technological connectivity and last but not least, constructive role in the<br \/>\nregional peace especially in Afghanistan etc.<\/h5>\n<h5>Undoubtedly, it would further strengthen Uzbekistan role in the further development of<br \/>\nTurkic organization. It would also enhance its positive, productive and participatory role<br \/>\nin the greater Eurasia region in the days to come.<\/h5>\n<h5><em><strong>It would further speed-up BRI projects in the country due to which Uzbekistan<\/strong><\/em><br \/>\n<em><strong>geographical comparative advantage i.e. Middle Corridor status would be further<\/strong><\/em><br \/>\n<em><strong>expanded thus it would be further connected with Middle East, South Asia, South<\/strong><\/em><br \/>\n<em><strong>Caucasus and East Europe in the days to come because successful referendum would <\/strong><\/em><em><strong>instrumental to greater political maturity, continuity, stability and sustainability useful for <\/strong><\/em><em><strong>economic policies, plans and projects to be achieved afterwards.<\/strong><\/em><\/h5>\n<h5>The approval of the draft new Constitution concerning human rights and freedoms,<br \/>\npersonal inviolability of citizens and their private life in criminal proceedings, conditions<br \/>\nof detention will be highly appreciated by the International Labor Organization (ILO) and<br \/>\nhuman rights NGOs which would be useful for the further dissemination of its soft image<br \/>\nand peaceful persuasions. Moreover, torture, violence, ill-treatment, and the death<br \/>\npenalty are to be prohibited which is commendable.<\/h5>\n<h5>Moreover, the draft Constitution prohibits forced labor, any form of child labor. In 2021,<br \/>\nUzbekistan eliminated forced and child labor from the production cycle in cotton growing<br \/>\nwhich would be value addition for its SME and cottage industry and textile &amp;amp; garment<br \/>\nsectors in the days to come. Ultimately the success of referendum would further foster<br \/>\nmodernization of the agrarian economy in the country.<\/h5>\n<h5>The results of referendum would further speed-up spirits of modernization, political<br \/>\nopenness, political stability and last but not least, political diversity in the country<br \/>\nthrough existence of genuine opposition, institutionalization of checks &amp;amp; balances and<br \/>\nseparation of power and good governance. It would put an end to the chances of any<br \/>\ncolor revolution in the country.<\/h5>\n<h5><em><strong>The Preamble of the draft new Constitution upholds that \u201cUzbekistan\u2019s desire to<\/strong><\/em><br \/>\n<em><strong>strengthen and develop friendly relations with the world community, primarily with<\/strong><\/em><br \/>\n<em><strong>neighboring states, on the basis of cooperation, mutual support, peace and harmony<\/strong><\/em><br \/>\n<em><strong>which would hopefully further streamlined after the referendum.<\/strong><\/em><\/h5>\n<h5>To conclude, the referendum would further ensure security, stability, and sustainable<br \/>\nsocio-economic development of Central Asia. It would resolve sensitive border<br \/>\nproblems in the region and it would also further improve conditions for the free<\/h5>\n<h5>movement of citizens, active cultural and tourist exchanges between all the regional<br \/>\ncountries.<\/h5>\n<h5>I hope that joint industrial cooperation projects will be further accelerated and launched.<br \/>\nNew value chains will be created. Regional banking &amp;amp; finance cooperation will be further enhanced and therefore, investment banks of Uzbekistan with Kyrgyzstan and<br \/>\nTajikistan will be further consolidated for the regional promotion of industrial,<br \/>\nagricultural sector, energy, infrastructure, automotive and other areas.<\/h5>\n<h5>In this connection, water energy, which was previously a \u201cbone of contention\u201d, will be<br \/>\nthe subject of regional cooperation in the future. Thus, in January 2023, Uzbekistan,<br \/>\nKyrgyzstan and Kazakhstan signed a roadmap for the implementation of the Kambarata<br \/>\nHPP-1 construction project.<\/h5>\n<h5>Uzbekistan has started trans-regional and economic zones with almost all countries of<br \/>\nthe region. Due to which its intra-regional trade has been doubled over the past five<br \/>\nyears, and the total GDP of the countries of the region has increased to over $358<br \/>\nbillion.<\/h5>\n<h5><em><strong>Interestingly, Uzbekistan\u2019s bilateral relations with the regional countries will be further of <\/strong><\/em><em><strong>elevated to the level of strategic partnership (Kyrgyzstan, Turkmenistan) and alliance <\/strong><\/em><em><strong>(Kazakhstan, Tajikistan). In this connection, regional cultural and humanitarian <\/strong><\/em><em><strong>cooperation will be further strengthened in the days to come. Furthermore, the holistic <\/strong><\/em><em><strong>concept of regional connectivity in term of \u201cCentral Asia Plus\u201d will be further enhanced.<\/strong><\/em><\/h5>\n<h5>Modern human civilization and history of democracy upholds the strategic importance of<br \/>\npolitical stability and economic sustainability and both are complimentary and<br \/>\nmandatory.
