tag<\/a> Saudi Arabia puts on the normalisation of relations with Israel.<\/h5>\n<h5>In return for relations, Saudi Arabia has demanded legally binding security commitments from the United States, support for its nuclear programme, and unfettered access to sophisticated weaponry \u2013 conditions that would be challenged in Congress.<\/h5>\n<h5>The kingdom has also linked diplomatic relations to ambiguously defined progress in the Israeli-Palestinian conflict \u2013 a demand Mr. Netanyahu will have difficulty meeting with his current coalition government, the most ultra-nationalist and ultra-conservative in his country\u2019s history.<\/h5>\n<h5>Speaking to Fox News, Saudi Crown Prince Mohammed bin Salman described the Palestinian issue as \u201cvery important\u201d and one that \u201c<a href=\"https:\/\/substack.com\/redirect\/2c9dcc19-519c-4cb9-a48e-f8b3d23d5201?j=eyJ1IjoiaTFnbHcifQ.hNkFUDUJ81EEgzFqhUqzhhUjfr4B0_3EYirmtCQiF4Q\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/substack.com\/redirect\/2c9dcc19-519c-4cb9-a48e-f8b3d23d5201?j%3DeyJ1IjoiaTFnbHcifQ.hNkFUDUJ81EEgzFqhUqzhhUjfr4B0_3EYirmtCQiF4Q&amp;source=gmail&amp;ust=1696020039086000&amp;usg=AOvVaw1SZ6dnyYCHYPYWgsqUDMtS\">we need to solve<\/a>.\u201d<\/h5>\n<h5>Mr. Bin Salman shied away from spelling out what a solution would entail beyond saying he hoped it &#8220;will ease the life of the Palestinians.\u201d<\/h5>\n<h5>Within days of the interview, Saudi Foreign Minister Faisal bin Farhan told the United Nations General Assembly and a webinar normalising relations with Israel would require a plan to establish an <a href=\"https:\/\/substack.com\/redirect\/c2fe86fd-95e8-4d65-a6d7-94a14639c93e?j=eyJ1IjoiaTFnbHcifQ.hNkFUDUJ81EEgzFqhUqzhhUjfr4B0_3EYirmtCQiF4Q\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/substack.com\/redirect\/c2fe86fd-95e8-4d65-a6d7-94a14639c93e?j%3DeyJ1IjoiaTFnbHcifQ.hNkFUDUJ81EEgzFqhUqzhhUjfr4B0_3EYirmtCQiF4Q&amp;source=gmail&amp;ust=1696020039086000&amp;usg=AOvVaw3IINOj_QWa5lMiUpY-Hojn\">independent Palestinian state<\/a>.<\/h5>\n<h5>On the first visit to the West Bank by a senior Saudi official since the creation of the Palestine Authority in 1994, Ambassador Nayef al-Sudairi, the kingdom\u2019s first envoy to the Palestinian entity, said Saudi Arabia was \u201c<a href=\"https:\/\/substack.com\/redirect\/eed1f752-7f03-4dc9-a880-8c924ea7d696?j=eyJ1IjoiaTFnbHcifQ.hNkFUDUJ81EEgzFqhUqzhhUjfr4B0_3EYirmtCQiF4Q\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/substack.com\/redirect\/eed1f752-7f03-4dc9-a880-8c924ea7d696?j%3DeyJ1IjoiaTFnbHcifQ.hNkFUDUJ81EEgzFqhUqzhhUjfr4B0_3EYirmtCQiF4Q&amp;source=gmail&amp;ust=1696020039086000&amp;usg=AOvVaw3tb5Q4h89ob6r3M1r7-2II\">working towards establishing a Palestinian state with East Jerusalem as its capital<\/a>.\u201d<\/h5>\n<h5>Palestinian officials told their Saudi counterparts that as part of the kingdom\u2019s agreement to recognise the Jewish state, Israel would have to stop building new settlements, expand Palestinian control over security and construction in the West Bank, accept full Palestinian membership of the United Nations, and consent to the opening of a Palestine Liberation Organisation office in Washington and a US consulate in East Jerusalem.<\/h5>\n<h5>Nevertheless, senior Israeli officials asserted that Saudi Arabia was <a href=\"https:\/\/substack.com\/redirect\/415b3c81-af2c-4586-8f22-c3b42f41a112?j=eyJ1IjoiaTFnbHcifQ.hNkFUDUJ81EEgzFqhUqzhhUjfr4B0_3EYirmtCQiF4Q\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/substack.com\/redirect\/415b3c81-af2c-4586-8f22-c3b42f41a112?j%3DeyJ1IjoiaTFnbHcifQ.hNkFUDUJ81EEgzFqhUqzhhUjfr4B0_3EYirmtCQiF4Q&amp;source=gmail&amp;ust=1696020039086000&amp;usg=AOvVaw1KbsFC18INPGHTjj7kzZwC\">merely paying lip service<\/a> to the Palestinian issue in talks about Israel.<\/h5>\n<h5>A senior Palestinian official conceded \u201cthat what is being discussed <a href=\"https:\/\/substack.com\/redirect\/415b3c81-af2c-4586-8f22-c3b42f41a112?j=eyJ1IjoiaTFnbHcifQ.hNkFUDUJ81EEgzFqhUqzhhUjfr4B0_3EYirmtCQiF4Q\" target=\"_blank\" rel=\"noopener\" elements that are less than statehood.<\/a> We\u2019re talking about a pathway to getting there.\u201d<\/h5>\n<h5>The obstacles haven\u2019t prevented Messrs. Bin Salman and Netanyahu from raising heightened expectations recently by suggesting significant progress in agreeing on the terms of a US-Saudi-Israeli deal.<\/h5>\n<h5>Speaking to Fox News, Mr. Bin Salman said his country and Israel were <a href=\"https:\/\/substack.com\/redirect\/2c9dcc19-519c-4cb9-a48e-f8b3d23d5201?j=eyJ1IjoiaTFnbHcifQ.hNkFUDUJ81EEgzFqhUqzhhUjfr4B0_3EYirmtCQiF4Q\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/substack.com\/redirect\/2c9dcc19-519c-4cb9-a48e-f8b3d23d5201?j%3DeyJ1IjoiaTFnbHcifQ.hNkFUDUJ81EEgzFqhUqzhhUjfr4B0_3EYirmtCQiF4Q&amp;source=gmail&amp;ust=1696020039086000&amp;usg=AOvVaw1SZ6dnyYCHYPYWgsqUDMtS\">getting &#8220;closer&#8221; daily<\/a> to establish formal relations. Mr. Netanyahu was <a href=\"https:\/\/substack.com\/redirect\/45e7b5ce-e252-495d-a2c7-3a14eab5a1aa?j=eyJ1IjoiaTFnbHcifQ.hNkFUDUJ81EEgzFqhUqzhhUjfr4B0_3EYirmtCQiF4Q\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/substack.com\/redirect\/45e7b5ce-e252-495d-a2c7-3a14eab5a1aa?j%3DeyJ1IjoiaTFnbHcifQ.hNkFUDUJ81EEgzFqhUqzhhUjfr4B0_3EYirmtCQiF4Q&amp;source=gmail&amp;ust=1696020039086000&amp;usg=AOvVaw05HMWIDD0wVgGSwtoln-0y\">equally ebullient<\/a> at the UN General Assembly.<\/h5>\n<h5>Largely overlooked in public discussions about a possible Saudi-Israeli normalisation of relations is the fact that the Saudi demands signal that the kingdom, like the United Arab Emirates, which is requesting an <a href=\"https:\/\/substack.com\/redirect\/66c2bd4b-d1b9-40c4-afc6-f6666e959da4?j=eyJ1IjoiaTFnbHcifQ.hNkFUDUJ81EEgzFqhUqzhhUjfr4B0_3EYirmtCQiF4Q\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/substack.com\/redirect\/66c2bd4b-d1b9-40c4-afc6-f6666e959da4?j%3DeyJ1IjoiaTFnbHcifQ.hNkFUDUJ81EEgzFqhUqzhhUjfr4B0_3EYirmtCQiF4Q&amp;source=gmail&amp;ust=1696020039086000&amp;usg=AOvVaw0tU2f3em-3Vnro2kF6pw55\">\u201cironclad\u201d security arrangement<\/a> with the United States, prefers the US rather than China to be its security partner for the foreseeable future.<\/h5>\n<h5>\u201cIsn\u2019t it interesting? When you look at MbS\u2019 asks from us, they start with he wants a defense treaty with us\u2026 What that tells you is that at the end of the day, <a href=\"https:\/\/substack.com\/redirect\/78a8c591-0cb7-4118-a375-4d579d7a1801?j=eyJ1IjoiaTFnbHcifQ.hNkFUDUJ81EEgzFqhUqzhhUjfr4B0_3EYirmtCQiF4Q\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/substack.com\/redirect\/78a8c591-0cb7-4118-a375-4d579d7a1801?j%3DeyJ1IjoiaTFnbHcifQ.hNkFUDUJ81EEgzFqhUqzhhUjfr4B0_3EYirmtCQiF4Q&amp;source=gmail&amp;ust=1696020039086000&amp;usg=AOvVaw0kSW71nlbpeKS4HdecOYv0\">they don\u2019t think there is anybody else they can rely upon<\/a> if they really stranded,\u201d said Dennis Ross, a former US Middle East peace negotiator. Mr. Ross was referring to Mr. Bin Salman by his initials.<\/h5>\n<h5>Former US National Security Council official Kirsten Fontenrose argued that Mr. Bin Salman had created a situation where he could forcefully argue for a binding security arrangement even if efforts to forge a deal with Israel failed.<\/h5>\n<h5>\u201cMbS looks at this and says, \u2018Right now, it looks like the sticking point is Israeli politics. So, even if I don\u2019t get this, I look like the good guy\u2019,\u201d Ms. Fontenrose said.<\/h5>\n<h5>I expect there will be pressure from the Saudis moving forward, even if we don\u2019t get normalisation, to follow through\u2026 (saying), &#8216;Well, we have arrived so closely on some of these ideas on a US security pact, we\u2019ve done so much work on civilian nuclear cooperation, why don\u2019t we just continue this?\u201d Ms. Fontenrose added.<\/h5>\n<h5>Even so, it is hard to believe that Saudi Arabia and the UAE think they can retain the freedom to hedge their bets and expand relations with China, as well as Russia, particularly regarding the Ukraine war and Western sanctions, in ways that the United States would see as threatening its national security and undermining its policies.<\/h5>\n<h5>While the United States would likely not disrupt the Gulf states&#8217; economic and trade ties with China, the Gulf\u2019s largest trading partner, it would limit Saudi and UAE cooperation with China on geopolitical issues, nuclear development, technology collaboration, and arms acquisition.<\/h5>\n<h5>\u201cThe administration is asking for some things from the Saudis. They want them to continue to peg oil to the dollar, there was some talk that they may allow the Chinese to buy oil with the Chinese currency&#8230; What is being asked here is not to stop their commercial relationship but to create boundaries in some of the high-tech areas\u2026 It&#8217;s a two-way street,&#8221; Mr. Ross, the former US negotiator, said.<\/h5>\n<h5>The kingdom \u201ccannot have it both ways. If it wants that kind of commitment from the United States, <a href=\"https:\/\/substack.com\/redirect\/a56aa739-7019-4af9-9fb8-7f9bbc499532?j=eyJ1IjoiaTFnbHcifQ.hNkFUDUJ81EEgzFqhUqzhhUjfr4B0_3EYirmtCQiF4Q\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/substack.com\/redirect\/a56aa739-7019-4af9-9fb8-7f9bbc499532?j%3DeyJ1IjoiaTFnbHcifQ.hNkFUDUJ81EEgzFqhUqzhhUjfr4B0_3EYirmtCQiF4Q&amp;source=gmail&amp;ust=1696020039086000&amp;usg=AOvVaw2no7sUkSF7VX9A44Jit-qK\">it has to line up with the United States<\/a>\u2026 If our security relationship with Saudi Arabia is to be deepened because the Saudis want it, then there are certain obligations that come with that,\u201d said former US diplomat and prominent analyst Martin Indyk.<\/h5>\n<h5>Undoubtedly, Saudi Arabia and the UAE will test how far they can push the envelope if they come to a security understanding with the United States.<\/h5>\n<h5>Ultimately, however, they are likely also to find that a security arrangement would, at least in the Middle East, shift the geopolitical US-China power balance in the United States\u2019 favour.<\/h5>\n<h5><em>Dr. James M.
