Tajikistan is capable of helping out the countries of the region that are facing crisis. Pakistan is also making all efforts to overcome energy crisis that time and again become a hurdle in manufacturing, agriculture and business sectors\u2019 development.<\/p>\n<p>Pakistan signed an agreement with Tajikistan for transfer of 1000 MW electricity through Kyrgyz Republic and Afghanistan in Nov 2015. It is called Central Asia South Asia 1000 (CASA-1000). Unfortunately deteriorating security situation in Afghanistan and some other factors did not allow the start of work on this important project that was to connect four countries in electricity transmission line.<\/p>\n<p>The Government of the country, alongside with construction of new hydropower plants, pays an utmost attention to rehabilitation of existing capacities.This year Tajikistan made a firm step not only towards energy security but also for the first time during the last two years ensured uninterrupted supply of electricity in the country within 27 years of state independence and exported 3 billion kW\/hour of electricity.<\/p>\n<p>Currently, international organizations rank Tajikistan 6<sup>th<\/sup>\u00a0in the world in terms of generation of environmentally clean electricity. The original potential of this country is measured and expected by the leadership to be ranked as the 2<sup>nd<\/sup>\u00a0or 3<sup>rd<\/sup>\u00a0country in the world for generation of electricity from renewable sources after launching new assets, including Roghun HPP. This would serve as an input of Tajikistan in addressing one of the global issues \u2013 reduction of carbon emissions and decrease of negative implications of global warming.<\/p>\n<p>&nbsp;<\/p>\n<p>President Imomali Rahmon in his state of the nation address on December 26, 2018, very rightly noted that \u201cThe launch of the first unit of Roghun Hydropower Plant, a life-changing facility of the century and a significant factor for bright future of Tajikistan, thanks to which the long-awaited aspirations of the noble and industrious Tajik people have come true, is a milestone event in the history of independent Tajikistan and a firm step of our country toward the achievement of our first national strategic objective, i.e. \u2013 energy security.\u201d<\/p>\n<p>\u201cWe have identified the energy security and energy efficiency, ensuring Tajikistan\u2019s connectivity and its transformation into a transit country, food security and access of the country\u2019s population to quality food, as well as productive employment as our strategic objectives, and we have been implementing our agenda on transition from agrarian to industrial economy\u201d ,the President further observed.<\/p>\n<p>Tajikistan during the last 10 years has increased the country\u2019s energy generation capacity by 1520 MW and installed and launched more than 1300 km of electricity transmission lines.<\/p>\n<p>From the beginning of the \u2018<em>Rogun<\/em>\u2019 HPP construction, Tajikistan spent 24 billion TJS that encourages from all sources of funding, including 3.9 billion TJS in 2018 alone for this facility, and in 2019 approximately 4 billion TJS can be allocated for this purpose and to put into operation the second unit of this hydropower plant.Tajikistan commissioned \u201cTojikiston\u201d HPP with the capacity of 1500 kW in Sep 2018, in the high mountainous region of Murghab with the total cost of 80 mln TJS, which made it possible to fully meet the electricity demand in Gorno-Badakhshan Autonomous province.<img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-full wp-image-2605\" src=\"https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2019\/03\/Tajikistan-Tazeen-Akhtar.jpg\" alt=\"\" width=\"655\" height=\"448\" srcset=\"https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2019\/03\/Tajikistan-Tazeen-Akhtar.jpg 655w, https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2019\/03\/Tajikistan-Tazeen-Akhtar-300x205.jpg 300w, https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2019\/03\/Tajikistan-Tazeen-Akhtar-218x150.jpg 218w, https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2019\/03\/Tajikistan-Tazeen-Akhtar-614x420.jpg 614w\" sizes=\"(max-width: 655px) 100vw, 655px\" \/><\/p>\n<p>The feasibility study for two other hydropower plants of \u201cSanobod\u201d and \u201cSebzor\u201d with the total capacity of 211 MW is in place and process of negotiations with development partners to seek for funding for the construction of these assets has been initiated.<\/p>\n<p>Rehabilitation of the existing assets is also a priority of Tajikistan because they have been operating for a long period already, and if they are not rehabilitated, their generation capacity will go down. Rehabilitation of \u201cSarband\u201d HPP amounting 1.3 billion TJS is ongoing and the reconstruction of \u201cQairoqqum\u201d HPP with the cost of 1.9 billion TJS and the first phase of reconstruction of \u201cNorak\u201d HPP with the cost of 3.5 billion TJS will commence in 2019. The President hopes that after these HPPs are fully renovated, their capacity will increase by 840 MW in total compared to their present generation.<\/p>\n<p>The construction of \u201cRoghun\u201d HPP alone will make it possible to extend the life of \u201cNorak\u201d HPP for centuries. This means the inflow of sediment clean water into the reservoir of Norak HPP and it will not fill up with mud and clay. Additionally, the capacity of all operating hydropower plants on Vakhshriver will increase by 4 billion KW\/hour.<\/p>\n<p>With a view to ensuring stronger sustainability of energy system of the country, physical activities within the regional project of CASA-1000 started and are expected to be completed in 2021. The total cost of the project is 11 billion TJS (the section in Tajikistan costs 3.4 billion TJS).<\/p>\n<p>Tajikistan, this year alone with a view to ensuring effective operation of Roghun HPP ,also installed the Gas Insulated Switchgear (GIS), i.e. substation with the cost of 530 million TJS, and \u201cRoghun \u2013 Dushanbe\u201d 500 KW electricity transmission line amounting 750 mln TJS and \u201cAyni-Rudaki\u201d 220 KW electricity transmission line with the total cost of 250 mln TJS.<\/p>\n<p>President Imomali Rahmon has directed the Government to undertake necessary measures to reform the management of the sector, i.e. to draft a new system for generation, transmission and dispatch of electricity, and introduce the modern mechanisms of metering and fee collection with the use of electronic system.<\/p>\n<p>Abundant hydropower capacity of Tajikistan would make it possible to supply the countries of the region with environmentally clean electricity as one of the main drivers of the development of \u201cgreen economy\u201d and significantly contribute to the reduction of CO2 (carbon) emissions.<\/p>\n<p>The writer is Editor of Pakistan in the World and can be reached at tazeen303@gmail.com<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Tazeen Akhtar Tajikistan is rapidly moving ahead on the path of energy sufficiency and exporting country of not only the Central Asia but has secured a position as one of the first few countries producing electricity more than its own necessities.
