In response to media queries regarding the US decision to impose sanctions against commercial entities on allegations of links with Pakistan\u2019s ballistic missile programme, Spokesperson, Ministry of Foreign Affairs, Mumtaz Zahra Baloch, made the following statement:<\/h5>\n<h5>Pakistan considers this action as biased and politically-motivated. Similar listings of commercial entities in the past were based on mere suspicion; involved items not listed under any export control regime and yet were considered sensitive under broad, catch-all provisions.<\/h5>\n<h5>It is widely known that some countries, while claiming strict adherence to nonproliferation norms, have conveniently waived licensing requirements for advanced military technologies to their favoured states. Such double standards and discriminatory practices undermine the credibility of global nonproliferation regimes, increase military asymmetries, and endanger international peace and security.<\/h5>\n<blockquote class=\"wp-embedded-content\" data-secret=\"n4p6CwGO53\"><p><a href=\"https:\/\/pakistanintheworld.pk\/live\/pakistan-and-china-hold-the-9th-round-of-bilateral-consultations-on-arms-control-and-nonproliferation\/\">Pakistan and China hold the 9th Round of Bilateral Consultations on Arms Control and Nonproliferation*<\/a><\/p><\/blockquote>\n<p><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;Pakistan and China hold the 9th Round of Bilateral Consultations on Arms Control and Nonproliferation*&#8221; &#8212; Pakistan In the World\" src=\"https:\/\/pakistanintheworld.pk\/live\/pakistan-and-china-hold-the-9th-round-of-bilateral-consultations-on-arms-control-and-nonproliferation\/embed\/#?secret=n6NF6NlPSf#?secret=n4p6CwGO53\" data-secret=\"n4p6CwGO53\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<div class=\"wp-block-paragraph\">\n<h5>The State Department, unilaterally, on 19 April 2024, designated 3 Chinese and 1 Belarusian entities pursuant to Section 1(a)(ii) of Executive Order 13382, which targets proliferators of weapons of mass destruction and their means of delivery. US \u202fThese entities have supplied missile\u2010applicable items to Pakistan\u2019s ballistic missile program, including its long-range missile program.<\/h5>\n<\/div>\n<div class=\"wp-block-list\">\n<ul class=\"wp-block-list\">\n<li>\n<h5>Belarus-based <strong>Minsk Wheel Tractor Plant<\/strong> has worked to supply special vehicle chassis to Pakistan\u2019s long-range ballistic missile program. Such chassis are used as launch support equipment for ballistic missiles by Pakistan\u2019s National Development Complex (NDC), which is responsible for the development of Missile Technology Control Regime Category (MTCR) I ballistic missiles.<\/h5>\n<\/li>\n<li>\n<h5>People\u2019s Republic of China (PRC)-based <strong>Xi\u2019an Longde Technology Development Company Limited<\/strong>, has supplied missile-related equipment, including a filament winding machine, to Pakistan\u2019s long-range ballistic missile program that we assess was destined for NDC. Filament winding machines can be used to produce rocket motor cases.<\/h5>\n<\/li>\n<li>\n<h5>PRC-based <strong>Tianjin Creative Source International Trade Co Ltd<\/strong> has supplied missile-related equipment to Pakistan\u2019s long-range ballistic missile program, including stir welding equipment (which the United States assesses can be used to manufacture propellant tanks used in space launch vehicles), and a linear accelerator system (which the United States assesses can be used in the inspection of solid rocket motors). Tianjin Creative\u2019s procurements were likely destined for Pakistan\u2019s Space and Upper Atmosphere Research Commission (SUPARCO), which develops and produces Pakistan\u2019s MTCR Category I ballistic missiles.<\/h5>\n<\/li>\n<li>\n<h5>PRC-based <strong>Granpect Company Limited<\/strong> has worked with Pakistan\u2019s SUPARCO to supply equipment for testing of large diameter rocket motors. In addition, Granpect Co. Ltd. also worked to supply equipment for testing large diameter rocket motors to Pakistan\u2019s NDC.<\/h5>\n<\/li>\n<\/ul>\n<\/div>\n<div class=\"wp-block-paragraph\">\n<h5><\/h5>\n<blockquote class=\"wp-embedded-content\" data-secret=\"Jurzr9Wt2b\"><p><a href=\"https:\/\/pakistanintheworld.pk\/live\/moscow-welcomes-iran-supports-ukraine-initiative-of-brasilia-beijing\/\">Moscow Welcomes , Iran Supports Ukraine Initiative of Brasilia &#038; Beijing<\/a><\/p><\/blockquote>\n<p><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;Moscow Welcomes , Iran Supports Ukraine Initiative of Brasilia &#038; Beijing&#8221; &#8212; Pakistan In the World\" src=\"https:\/\/pakistanintheworld.pk\/live\/moscow-welcomes-iran-supports-ukraine-initiative-of-brasilia-beijing\/embed\/#?secret=Z0ApBx7zye#?secret=Jurzr9Wt2b\" data-secret=\"Jurzr9Wt2b\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<h5><strong>Sanctions Implications<\/strong><\/h5>\n<h5>According to US State Department, as a result of today\u2019s action, and in accordance with E.O. 13382, all property and interests in property of the designated persons described above that are in the United States or in possession or control of U.S. persons are blocked and must be reported to the Department of Treasury\u2019s Office of Foreign Assets Control (OFAC).<\/h5>\n<h5>Additionally, all individuals or entities that have ownership, either directly or indirectly, 50 percent or more by one or more blocked persons are also blocked. All transactions by U.S. persons or within (or transiting) the United States that involve any property or interests in property of designated or otherwise blocked persons are prohibited unless authorized by a general or specific license issued by OFAC or exempt.<\/h5>\n<\/div>\n<div class=\"wp-block-paragraph\">\n<h5>These prohibitions include the making of any contribution or provision of funds, goods, or services by, to, or for the benefit of any blocked person and the receipt of any contribution or provision of funds, goods, or services from any such person. Additionally, the entry of designated individuals into the United States is suspended pursuant to Presidential Proclamation 8693.<\/h5>\n<\/div>\n<div class=\"wp-block-paragraph\">\n<h5>The power and integrity of U.S. Government sanctions derive not only from the U.S. government\u2019s ability to designate and add persons to the Specially<\/h5>\n<\/div>\n<div class=\"wp-block-paragraph\">\n<h5>Designated Nationals and Blocked Persons List (SDN) List, but also from its willingness to remove persons from the SDN List consistent with the law.
