We acknowledged the significant results achieved in recent years to strengthen dialogue and cooperation between our regions.<\/li>\n<\/ol>\n<p style=\"text-align: left;\">2. The EU reconfirmed its commitment to the goals of the EU Strategy on Central Asia of 2019. The <strong><em>Joint Roadmap for Deepening Ties between the EU and Central Asia<\/em><\/strong> adopted on 23 October 2023 in Luxembourg has been useful in operationalising the <em>Strategy<\/em>. We acknowledged the role of the EU-Central Asia high-level regional meetings of the Heads of State of Central Asia and the President of the European Council, held in Astana in 2022 and Cholpon-Ata in 2023, and the EU-Central Asia Ministerial meeting in Ashgabat on 27 March 2025 in taking stock of these commitments in preparation for this Summit. We welcomed the progress achieved and underscored the importance of maintaining its momentum.<\/p>\n<p style=\"text-align: left;\">3. We are committed to cooperate for peace, security and democracy, to fully<br \/>\nrespect international law, including the UN Charter and the fundamental principles<br \/>\nof respect for the independence, sovereignty and territorial integrity of all States,<br \/>\nwithin their internationally recognised borders. We emphasised the importance of<br \/>\nachieving as soon as possible, a comprehensive, just and lasting peace in Ukraine<br \/>\nin accordance with the principles of the Charter of the United Nations. We<br \/>\nemphasised the need to uphold the principles of the OSCE by the participating<br \/>\nStates. We reconfirmed the obligation of all States to refrain in their international<br \/>\nrelations from the threat or use of force, to respect international humanitarian law<br \/>\nand underlined the need for peaceful resolution of conflicts.<\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"Xhq0fG2HFs\"><p><a href=\"https:\/\/pakistanintheworld.pk\/live\/central-asian-european-union-leaders-ready-to-address-common-security-challenges-express-concern-over-situation-in-afghanistan\/\">Central Asian European Union Leaders Ready to\u00a0Address Common Security Challenges &#8211; Express Concern over Situation in Afghanistan<\/a><\/p><\/blockquote>\n<p><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;Central Asian European Union Leaders Ready to\u00a0Address Common Security Challenges &#8211; Express Concern over Situation in Afghanistan&#8221; &#8212; Pakistan In the World\" src=\"https:\/\/pakistanintheworld.pk\/live\/central-asian-european-union-leaders-ready-to-address-common-security-challenges-express-concern-over-situation-in-afghanistan\/embed\/#?secret=Xr8THKri38#?secret=Xhq0fG2HFs\" data-secret=\"Xhq0fG2HFs\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p style=\"text-align: left;\">4. In the same context, we committed to respect the above principles, in particular the<br \/>\nsovereignty and territorial integrity of all states within the framework of all<br \/>\ninternational and regional fora, and to refrain from taking any steps that run contrary<br \/>\nto those principles. In the same spirit, we reaffirmed our strong commitment to the<br \/>\nrelevant UNSC Resolution 541(1983) and 550 (1984). We emphasised that<br \/>\nengagement in regional cooperation frameworks should fully respect these<br \/>\ninternational principles, which remain essential to the enhancement of EU-Central<br \/>\nAsia relations. In this context, Turkmenistan recalls that it applies its international<br \/>\ncommitments in strict accordance with the principles of its permanent neutrality<br \/>\nstatus.<\/p>\n<p style=\"text-align: left;\">5. In an increasingly complex world, we expressed our readiness to address common<br \/>\nsecurity challenges through new possibilities of further engagement and to<br \/>\nstrengthen cooperation at bilateral, regional and multilateral level on cybersecurity<br \/>\nand hybrid threats, Chemical, Biological, Radiological and Nuclear (CBRN)<br \/>\nthreats, preventing and countering radicalisation and terrorism, strengthening<br \/>\nborder security, and preventing drug trafficking and human trafficking. We agreed<br \/>\nto initiate a dedicated Dialogue on counter terrorism and violent extremism and<br \/>\nbuild societal resilience against disinformation.<\/p>\n<p style=\"text-align: left;\">6. We emphasised our strong commitment to see Afghanistan develop into a secure,<br \/>\nstable and prosperous State with inclusive government and governance systems that<br \/>\nrespects the human rights and fundamental freedoms of all its citizens, including<br \/>\nwomen, girls, persons belonging to ethnic and religious groups and minorities, is at<br \/>\npeace with itself and its neighbours, and that respects its international obligations.<br \/>\nWe expressed our common concern over the humanitarian situation in Afghanistan<br \/>\nand recognised the need to continue supporting the people of Afghanistan. We<br \/>\ncalled for full and equal access to education conforming to international standards<br \/>\nand participation in public life of women and girls in Afghanistan. In this regard,<br \/>\nwe supported the continuation of regular consultations of Special Representatives<br \/>\nand Envoys of the Central Asian States and the EU.<\/p>\n<p style=\"text-align: left;\">7. Cooperation on preventing sanctions circumvention remains an important aspect<br \/>\nof our relations. In this context, we agreed to continue cooperation on this issue,<br \/>\nespecially to avoid re-exports of common high priority items, in line with the work<br \/>\nof the EU Special Envoy on Sanctions.<\/p>\n<p style=\"text-align: left;\">8. Significant efforts have been made to strengthen regional cooperation within<br \/>\nCentral Asia, overcoming challenges and fostering closer partnerships to ensure<br \/>\nprosperity, sustainable development and to accelerate the energy transition and<br \/>\ndecarbonisation, strengthening stability, security, and good neighbourly relations.<br \/>\nIn this respect, the EU welcomed strengthened regional cooperation through regular<br \/>\nConsultative Meetings of the Heads of State of Central Asia. The EU expressed its<br \/>\nreadiness to support ongoing and future actions in support of further regional<br \/>\nintegration.<\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"voKhPcMTQm\"><p><a href=\"https:\/\/pakistanintheworld.pk\/live\/samarkand-summit-central-asia-european-union-towards-a-strategic-partnership\/\">SAMARKAND SUMMIT : Central Asia \u2013 European Union: Towards a Strategic Partnership<\/a><\/p><\/blockquote>\n<p><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;SAMARKAND SUMMIT : Central Asia \u2013 European Union: Towards a Strategic Partnership&#8221; &#8212; Pakistan In the World\" src=\"https:\/\/pakistanintheworld.pk\/live\/samarkand-summit-central-asia-european-union-towards-a-strategic-partnership\/embed\/#?secret=6FKDqfrHMg#?secret=voKhPcMTQm\" data-secret=\"voKhPcMTQm\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p style=\"text-align: left;\">9. The Leaders welcomed the signing in Bishkek on 13 March 2025 of the Treaty on<br \/>\nthe State Border between the Kyrgyz Republic and the Republic of Tajikistan which<br \/>\nwill contribute to peace and prosperity in the region.<\/p>\n<p style=\"text-align: left;\">10.EU and Central Asian Leaders agreed that the deep and comprehensive cooperation<br \/>\nbetween the two regions will be based on full implementation of the current and<br \/>\nfuture bilateral Enhanced Partnership and Cooperation Agreements (EPCAs).<br \/>\nIn this context, the Leaders welcomed the signing of the Enhanced Partnership and<br \/>\nCooperation Agreement between the EU and the Kyrgyz Republic on 25 June 2024<br \/>\nand looked forward to the signing of the EPCAs between the EU and Uzbekistan,<br \/>\nand between the EU and Tajikistan. We also acknowledged the interest of the EU<br \/>\nand Kazakhstan to launch negotiations for a Visa Facilitation Agreement and a<br \/>\nReadmission Agreement when their respective internal procedures for negotiating<br \/>\nmandates are concluded and welcomed recent steps taken by the European<br \/>\nCommission in this regard.<\/p>\n<p style=\"text-align: left;\">11.Strengthening trade and investment ties between Central Asia and the European<br \/>\nUnion is essential for economic growth, as well as developing and diversifying<br \/>\nregional and interregional trade. To advance this agenda, we committed to regularly<br \/>\norganise economic events, including the Central Asia\u2013European Union Economic<br \/>\nForum fostering strategic dialogue and sustainable economic partnerships. This<br \/>\ncooperation should be in line with the Global Gateway strategy, the EU\u2019s external<br \/>\ninvestment strategy, which will be scaled up in the years to come to further unlock<br \/>\nthe potential of our region-to-region relations.<\/p>\n<p style=\"text-align: left;\">12.Among many areas of shared interest, enhanced cooperation on critical raw<br \/>\nmaterials is of strategic importance, aimed at ensuring secure, sustainable and<br \/>\ndiversified supply chains. We agreed that the Declaration of Intent endorsed at this<br \/>\nSummit will deepen cooperation in this field, strengthening economic resilience,<br \/>\nmutual prosperity and facilitating the transition to a green and digital economy.<\/p>\n<p style=\"text-align: left;\">13.The EU and Central Asia reaffirmed their commitment to strengthening sustainable<br \/>\ntransport connectivity as a driver of economic growth and regional integration. The<br \/>\nmobilisation of EUR 10 billion in support and investments for Central Asia at the<br \/>\nGlobal Gateway Investors\u2019 Forum (January 2024) marks a pivotal step towards<br \/>\ndeveloping efficient regional transport corridors, logistics, networks, value chains<br \/>\nand effective mechanisms to support mutual access to our respective markets. We<br \/>\nadditionally agreed to support the Coordination Platform for the Trans-Caspian<br \/>\nTransport Corridor and critical infrastructure projects along the Middle Corridor,<br \/>\nensuring mutual market access and long-term cooperation. We also agreed on the<br \/>\nimportance of peace and stability in the South Caucasus as a prerequisite to the<br \/>\nsuccessful implementation of these projects.<\/p>\n<p style=\"text-align: left;\">14.With rising global temperatures, extreme weather events and environmental<br \/>\ndegradation, protecting our planet is not just an option but a necessity, and therefore<br \/>\nfull and effective implementation of the Paris Agreement requires our joint actions.<br \/>\nIn line with this commitment, we agreed to step up the fight against climate change,<br \/>\nbiodiversity loss and pollution. The EU welcomed the decision of all Central<br \/>\nAsian partners to join the Global Methane Pledge.<\/p>\n<p style=\"text-align: left;\">15.Water is essential for the development and prosperity of Central Asia. Ensuring its<br \/>\nsustainable and rational use is in the vital interest of all countries in the region. The<br \/>\nEU and Central Asian Leaders agreed to continue to implement innovative<br \/>\napproaches in water\u2013energy cooperation to foster concrete and socially significant<br \/>\nactions to protect and efficiently use water resources. We also agreed to strengthen<br \/>\ncooperation and continue our partnership to improve the situation in the Aral Sea<br \/>\nregion and the entire Aral Sea basin. In this context, Leaders recognised the<br \/>\nimportance of both continuing the efforts to improve the work of IFAS to enhance<br \/>\nits effectiveness and of the next IFAS Summit in Kazakhstan in 2026. Leaders took<br \/>\nstock of preparations for the UN Ocean Conference, recognised the importance of<br \/>\nthe Dushanbe Water Process and acknowledged international initiatives such as the<br \/>\nOne Water Summit in 2024 as well as the UNGA Resolution on \u201cSustainable<br \/>\nMountain Development\u201d.<\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"I8sh6Zf1bu\"><p><a href=\"https:\/\/pakistanintheworld.pk\/live\/first-eu-cars-summit-in-samarkand-the-european-union-central-asia-regional-consolidation-and-global-partnership\/\">FIRST EU-CARS SUMMIT IN SAMARKAND &#8211; The European Union &#8211; Central Asia : Regional Consolidation and Global Partnership<\/a><\/p><\/blockquote>\n<p><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;FIRST EU-CARS SUMMIT IN SAMARKAND &#8211; The European Union &#8211; Central Asia : Regional Consolidation and Global Partnership&#8221; &#8212; Pakistan In the World\" src=\"https:\/\/pakistanintheworld.pk\/live\/first-eu-cars-summit-in-samarkand-the-european-union-central-asia-regional-consolidation-and-global-partnership\/embed\/#?secret=uJsCt0sKjv#?secret=I8sh6Zf1bu\" data-secret=\"I8sh6Zf1bu\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p style=\"text-align: left;\">16.The EU and Central Asian Leaders reiterated that the promotion and protection of<br \/>\nrule of law, human rights and fundamental freedoms is a common fundamental<br \/>\nvalue. Ensuring freedom of expression and association, an enabling environment<br \/>\nfor civil society and independent media, protection of human rights defenders as<br \/>\nwell as the respect for the rights of women, the rights of the child and labour rights<br \/>\nremain at the core of EU\u2013Central Asia relations. The EU reiterated its readiness to<br \/>\nsupport efforts in this regard at regional as well as at national level.<\/p>\n<p style=\"text-align: left;\">17.The EU and Central Asian leaders agreed that the EU\u2013Central Asia Civil Society<br \/>\nForum is a key platform for dialogue, advancing the objectives of the EU Strategy<br \/>\non Central Asia in strengthening the resilience and prosperity of societies, as well<br \/>\nas regional cooperation through civil society engagement.<\/p>\n<p style=\"text-align: left;\">18.The role of the EU Special Representative for Central Asia was recognised to<br \/>\ncontribute to strengthening cooperation between the EU and Central Asia and in the<br \/>\nregion.<\/p>\n<p style=\"text-align: left;\">19.We agreed to build upon the outcomes of today\u2019s Summit in Samarkand and the<br \/>\n20th EU\u2013Central Asia Ministerial Meeting held in Ashgabat to further strengthen<br \/>\nour partnership and enhance cooperation across all mutually beneficial areas, as<br \/>\noutlined in the Annex to this Declaration.<\/p>\n<p style=\"text-align: left;\">20.We expressed our gratitude to the Government of Uzbekistan for successfully<br \/>\nhosting the first EU\u2013Central Asia Summit in Samarkand.<\/p>\n<p style=\"text-align: left;\"><strong>Deliverables in Sectoral Cooperation Strengthening multilateralism<\/strong><\/p>\n<p style=\"text-align: left;\"><strong>The Participants:<\/strong><\/p>\n<p style=\"text-align: left;\">&#8211; Agreed to periodic assessments of the implementation of the Joint Roadmap for<br \/>\nDeepening Ties between the EU and Central Asia, ensuring its continued<br \/>\neffectiveness and alignment with regional priorities.<\/p>\n<p style=\"text-align: left;\">&#8211; Noted the importance of the UN General Assembly Resolution 72\/283 of 22<br \/>\nJune 2018 on strengthening regional and international cooperation to ensure<br \/>\npeace, stability and sustainable development in Central Asia adopted at the<br \/>\ninitiative of Uzbekistan on behalf of the region.<\/p>\n<p style=\"text-align: left;\">&#8211; Welcomed the adoption of the UN General Assembly resolution that formalises<br \/>\nthe UN Regional Centre for SDGs for Central Asia and Afghanistan in Almaty<br \/>\nto accelerate achievement of SDGs in the region.<\/p>\n<p style=\"text-align: left;\">&#8211; Highlighted the role of preventive diplomacy as a key instrument for conflict<br \/>\nprevention and resolution, in line with the mandate of the UN Regional Centre<br \/>\nfor Preventive Diplomacy for Central Asia (UNRCCA) based in Ashgabat.<\/p>\n<p style=\"text-align: left;\">&#8211; Took note of the importance of the \u2018Treaty on Friendship, Good-<br \/>\nNeighbourliness, and Cooperation for Development of Central Asia in XXI<br \/>\nCentury\u2019 signed on 21 July 2022 in Cholpon-Ata by Kazakhstan, the Kyrgyz<br \/>\nRepublic and Uzbekistan.<\/p>\n<p style=\"text-align: left;\">&#8211; Acknowledged the UN General Assembly Resolution designating Central Asia<br \/>\nas a \u201cZone of Peace, Trust and Cooperation,\u201d adopted by the initiative of<br \/>\nTurkmenistan on behalf of the region.<\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"W2oY0IyDi9\"><p><a href=\"https:\/\/pakistanintheworld.pk\/live\/samarkand-to-host-central-asia-european-union-summit-this-week-president-shares-expectations-objectives-in-exclusive-interview\/\">Samarkand to Host &#8221; Recognised Turkmenistan&#8217;s initiatives dedicated to peace, trust, and preventive<br \/>\ndiplomacy, including its lead in advancing the designation of 2025 as the<br \/>\nInternational Year of Peace and Trust and its initiative in promoting the role of<br \/>\nthe UNRCCA, both of which were adopted by the UN General Assembly.<\/p>\n<p style=\"text-align: left;\">&#8211; Welcomed the inclusion of the regional Transport and Logistical Hub in Termez<br \/>\ninto the Global Supply Network of the UNHCR and noted the importance of its<br \/>\nuse in efforts to effectively distribute humanitarian supplies to Afghanistan and<br \/>\nglobally, contributing to regional development and creating new economic<br \/>\nopportunities.<\/p>\n<p style=\"text-align: left;\">&#8211; Recognised the initiatives of the Kyrgyz Republic on sustainable development of mountain regions within the framework of the UN Framework Convention on Climate Change, as well as the importance of the UNGA Resolution on \u201cSustainable Mountain Development\u201d, declaring 2023-2027 as the \u201cFive Years of Action for the Development of Mountain Regions\u201d to enhance international cooperation on the global mountain agenda and took note of the Second Global Mountain Summit, \u2018Bishkek+25\u2019, to be held in 2027 in Kyrgyzstan.<\/p>\n<p style=\"text-align: left;\">&#8211; Recognised the importance of the Dushanbe Water Process and looked forward<br \/>\nto the upcoming High-Level International Conference on Glaciers\u2019 Preservation,<br \/>\nwhich will take place in Dushanbe from May 29-31, 2025 as well as the Regional<br \/>\nClimate Summit in Astana in 2026.<\/p>\n<p style=\"text-align: left;\">&#8211; The concerned Participants called for increased global action and ambition,<br \/>\nincluding in the context of the Agreement on the Conservation and Sustainable<br \/>\nUse of Marine Biological Diversity of Areas beyond National Jurisdiction<br \/>\n(BBNJ Agreement).<\/p>\n<p style=\"text-align: left;\">&#8211; Acknowledged the critical importance of cryospheric sciences for sustainable<br \/>\ndevelopment, the Participants commended the Republic of Tajikistan and the<br \/>\nFrench Republic for their initiative in advancing the adoption of the UNGA<br \/>\nResolution in August 2024, declaring the years 2025-2034 as the \u201cDecade of<br \/>\nAction for Cryospheric Sciences\u201d.<\/p>\n<p style=\"text-align: left;\">&#8211; Acknowledged the high value of ongoing regional cooperation in the area of<br \/>\nhealth, including through the support of the WHO, on health security<br \/>\npreparedness, digital health, universal health coverage and more.<\/p>\n<p style=\"text-align: left;\">&#8211; Noted the significance of the UN General Assembly Resolution proclaiming 5<br \/>\nMarch as the International Day for Disarmament and Non-Proliferation<br \/>\nAwareness and emphasised the need to strengthen global efforts in promoting<br \/>\npeace, security, and international stability\u201d, adopted at the initiative of the<br \/>\nKyrgyz Republic.<\/p>\n<p style=\"text-align: left;\"><strong>Addressing common security challenges<\/strong><\/p>\n<p style=\"text-align: left;\"><strong>The Participants:<\/strong><\/p>\n<p style=\"text-align: left;\">&#8211; Confirmed readiness to cooperate on addressing common security challenges,<br \/>\nincluding exploring new possibilities of engagement between the EU and<br \/>\nCentral Asian countries, based on respective requests, interests and needs<br \/>\nincluding through the European Peace Facility.<\/p>\n<p style=\"text-align: left;\">&#8211; Welcomed funding for the regional response to displaced Afghans, as part of the<br \/>\nEU\u2019s commitment to support Central Asian partners in the efforts to address the<br \/>\nsecurity challenges arising from the situation in Afghanistan.<\/p>\n<p style=\"text-align: left;\">&#8211; Confirmed the continued work under the BOMCA programme to strengthen<br \/>\nborder guards\u2019 capacity and border security in Central Asian countries.
