Condemned the ongoing wave of fascism and political victimization. The conference underscored the urgent need for a new Charter of Democracy among all political forces. Judicial independence is no longer a reality; kangaroo courts act in complete subservience to the ruling elite.<\/strong><\/p>\n<p>The conference was organized by Tehreek Tahaffuz-e-Aain Pakistan on July 31 \u2013 August 1, 2025 in Islamabad at the residence of Mr. Mustafa Nawaz Khokhar, Vice Chairman of the alliance. Participating representatives from allied and other political parties strongly condemned the Islamabad administration\u2019s last-minute cancellation of the conference booking at a local hotel, calling it a direct attack on citizens\u2019 constitutional and legal rights at the behest of the government.<\/p>\n<p>Anti Terrorist Court of Faisalbad sentenced opposition leaders in Senate and National Assembly for 20 years in 09 May case the same day when the APC was being held.<\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"OEVzP0O2FR\"><p><a href=\"https:\/\/pakistanintheworld.pk\/live\/what-is-the-status-of-national-assembly-now-what-if-pti-members-resign-collectively-by-tazeen-akhtar\/\">WHAT IS THE STATUS OF NATIONAL ASSEMBLY NOW ? Every segment of society feels alienated\u2014farmers are in distress, salaried individuals are crushed under heavy taxation, and the business community is shifting capital abroad.<\/p>\n<p>Poverty has risen to alarming levels, with nearly 45% of Pakistanis living below the poverty line, and purchasing power among the middle class has shrunk by 58%. Unemployment has surged to 22%, with youth unemployment exceeding 30%\u2014an unprecedented crisis in Pakistan\u2019s history.<\/p>\n<p>After in-depth deliberations, all participating parties unanimously adopted the following joint declaration:<\/p>\n<p><strong>1. End to Political Repression and Fascism<\/strong><\/p>\n<p>The alliance and attending parties condemn the ongoing wave of fascism and political victimization. They denounce the unjust incarceration of Imran Khan and Bushra Bibi and demand their immediate release and expedited hearings of their pending cases in the Islamabad High Court and Supreme Court. The sentences awarded to dozens of PTI members, including opposition leaders in the National and Punjab Assemblies through kangaroo courts, are also condemned. Need for a New Charter of Democracy<\/strong><\/p>\n<p>The conference underscored the urgent need for a new Charter of Democracy among all political forces. Repeated attacks by the hybrid regime have rendered the 1973 Constitution, fundamental rights (Articles 8\u201328), and the parliamentary system virtually meaningless. The social contract between the state and citizens stands in tatters. A national dialogue must lead to consensus on the following key points:<\/p>\n<p>a. Supremacy of the 1973 Constitution and Parliament<\/p>\n<p>b. Rule of Law<\/p>\n<p>c. Judicial Independence<\/p>\n<p>d. Appointment of a Free and Independent Election Commission and Fair Elections<\/p>\n<p>e. Resolution of Balochistan\u2019s issues<\/p>\n<p>f. Situation in Khyber Pakhtunkhwa and former tribal areas<\/p>\n<p>g. Establishment of a Truth and Reconciliation Commission<\/p>\n<p>h. Inter-provincial relations and water distribution<\/p>\n<p>i. Political harmony and end to retaliatory actions<\/p>\n<p>j. Freedom of the Press<\/p>\n<p>k. Rights of Women and Minorities<\/p>\n<p>l. Foreign Relations<\/p>\n<p>The parties also demanded that all constitutional amendments undermining parliamentary authority or enabling illegal interference must be reversed, and institutional powers must strictly adhere to constitutional limits. The alliance declared the formation of SIFC (Special Investment Facilitation Council) as unconstitutional and contrary to the spirit of the 18th Amendment, demanding its dissolution. The leasing of 4.8 million acres of provincial land to the Green Initiative Company must be immediately revoked.<\/p>\n<p><strong>3. Rule of Law<\/strong><\/p>\n<p>Rampant corruption in civil institutions, coupled with illegal interference by political and military actors, has eroded public trust. Civil law enforcement agencies are underperforming, and the justice system is compromised. Legal reforms and safeguards against undue interference are urgently needed to restore the rule of law.<\/p>\n<p><strong>4. Judicial Independence<\/strong><\/p>\n<p>Judicial independence is no longer a reality; kangaroo courts act in complete subservience to the ruling elite. The position of the Chief Justice has been reduced to ceremonial. The 26th Constitutional Amendment must be repealed, and an impartial system for judicial appointments established. The letter by six Islamabad High Court judges exposed the erosion of judicial independence. Free and Independent Election Commission and Electoral Reforms<\/strong><\/p>\n<p>The current Election Commission\u2019s conduct during the 2024 general elections has been a disgrace to democracy. The commission must be restructured in a way that reflects the global best practices, ensuring consensus among all parties and public confidence in its impartiality. Electoral oversight must be free from interference by intelligence agencies, and immediate general elections must be held under a neutral caretaker setup.<\/p>\n<p><strong>6. Balochistan: A National Wound<\/strong><\/p>\n<p>The parties called Balochistan\u2019s plight a national wound requiring immediate healing. They demanded:<br \/>\n\u2022 Ownership of local resources be returned to indigenous people.<br \/>\n\u2022 Immediate production of missing persons before courts.<br \/>\n\u2022 Disbandment of illegal private militias backed by state elements.<br \/>\n\u2022 End to extrajudicial killings and ensure fair trials.<br \/>\n\u2022 Release of political detainees, including Dr. Mahrang Baloch.<br \/>\n\u2022 End to harassment of Baloch students.<br \/>\n\u2022 Immediate reversal of the ban on religious pilgrims traveling through Balochistan.<br \/>\n\u2022 Border trade must respect local communities\u2019 rights and reinvigorate historic trade routes.<br \/>\n\u2022 Urgent federal intervention to rescue the financially struggling University of Balochistan.<br \/>\n\u2022 Withdrawal of false FIRs against BNP leader Sardar Akhtar Mengal and his family.<\/p>\n<p><strong>7. Khyber Pakhtunkhwa and EX-FATA<\/strong><\/p>\n<p>The region remains a victim of militarization for over two decades. The alliance:<br \/>\n\u2022 Supported peaceful efforts like the Pashtun Tahafuz Movement (PTM).<br \/>\n\u2022 Demanded withdrawal of the federal appeal against the Peshawar High Court ruling declaring the \u201cActions in Aid of Civil Power\u201d regulation unconstitutional.<br \/>\n\u2022 Opposed mineral exploitation without the consent of local communities.<br \/>\n\u2022 Demanded production of missing persons such as Ali Wazir and others.<br \/>\n\u2022 Condemned CTD-led extrajudicial killings.<br \/>\n\u2022 Called for fair economic share in NFC post-FATA merger (from 14% to 19%).<\/p>\n<p><strong>8. Truth and Reconciliation Commission<\/strong><\/p>\n<p>The conference called for a Truth and Reconciliation Commission based on South Africa\u2019s model. All individuals and institutions who subverted democracy and the Constitution since 1947 should voluntarily acknowledge their wrongdoings before this body. Inter-Provincial Relations and Water Distribution<\/strong><\/p>\n<p>Pakistan is a voluntary federation with equal constitutional status for all provinces. Any changes to the National Finance Commission (NFC) Award or violations of the 1991 Water Accord will be considered direct assaults on federal unity. Any mega-city projects affecting the flow of River Indus or Indus Delta must not be undertaken without national consensus.<\/p>\n<p>The July 8, 2024, agreement between the Presidency and Green Pakistan Initiative is unconstitutional and must be annulled. Gilgit-Baltistan, which joined Pakistan voluntarily post-1947, must be granted full provincial status and constitutional rights.<\/p>\n<p><strong>10. Political Harmony and End to Retaliation<\/strong><\/p>\n<p>The alliance views political differences as the essence of democracy and condemns their transformation into personal vendettas. Globally, political opponents are not jailed or stripped of freedoms. All parties must work to end this culture and restore mutual respect.<\/p>\n<p><strong>11. Freedom of the Press<\/strong><\/p>\n<p>The alliance rejected censorship and gag orders on journalists, including the recent KP law curbing media freedom. They expressed solidarity with silenced anchors and journalists. Freedom of the press must be unconditional.<\/p>\n<p><strong>12. Rights of Women and Minorities<\/strong><\/p>\n<p>Women, who constitute 50% of the population, still face denial of their rights. The conference demanded strict action against honor killings, forced marriages, and denial of inheritance. Minorities must be guaranteed equal protection, including adherence to their personal laws and protection from forced conversions.<\/p>\n<p><strong>13. Foreign Relations<\/strong><\/p>\n<p>Military interference has reduced the state\u2019s diplomatic credibility, with major international agreements disclosed through foreign leaders. The alliance demanded transparency, especially regarding conversations between Pakistan\u2019s military leadership and foreign dignitaries such as former U.S. President Donald Trump.<\/p>\n<p><strong>The alliance affirmed support for peaceful, equal relations with all countries except Israel, which it views as a genocidal regime.
