The Presidents of the Republic of Kazakhstan and Russian Federation has signed the Declaration on Elevating the Interstate Relations to the Level of Comprehensive Strategic Partnership and Alliance.\u00a0President Kassym-Jomart Tokayev signed the documents alongwith President\u00a0 Vladimir Vladimirovich Putin during his visit to Moscow on 12 Nov 2025.<\/span><\/div>\n<\/div>\n

Both countries are close to signing very important agreements in the field of nuclear energy that, as President Tokayev said, will pave the way for the actual construction of a nuclear power plant in cooperation with Rosatom.<\/p>\n

Mr. Kassym-Jomart Tokayev and Mr. Vladimir Putin held expanded-format talks with the participation of the delegations of both countries. The sides has set the task of increasing our trade turnover to 30 billion dollars. Both leaders are hopeful to get this target soon.<\/p>\n

Russia is one of Kazakhstan\u2019s leading trade and economic partners and ranks first in investments. Last year, trade turnover exceeded 28 billion dollars. In the first nine months of this year, it has already reached 20 billion. A large number of Russian companies work successfully in Kazakhstan. Kazakh businesses are also actively expanding their activities in Russia.<\/p>\n

In 2024, Russian investment in Kazakhstan reached a record level of USD 4 billion. According to Kazakh data, the total volume of Russian investments in Kazakhstan has surpassed USD 27 billion. In turn, Kazakh investments in Russia amount to around USD 9 billion. More than 20,000 companies with Russian capital operate successfully in Kazakhstan.<\/p><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

1. Comprehensive Program of Economic Cooperation between the Government of the Republic of Kazakhstan and the Government of the Russian Federation for 2026-2030;<\/p>\n

2. Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on the Organization of Cooperation in Transit Transportation by Rail and Transshipment of Russian and Kazakh Cargo Intended for Export to Third Countries;<\/p>\n

3. Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on Cooperation in Ensuring Transport Security;<\/p>\n

4. Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on the Establishment of a Kazakhstan\u2013Russia Interstate Commission for Conducting Flight Tests of the \u201cSoyuz-5\u201d Space Rocket Complex and the \u201cBaiterek\u201d Space Rocket Complex;<\/p>\n

5. Agreement in the Form of an Exchange of Notes between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on the Establishment of the Consulate General of the Russian Federation in the City of Aktau;<\/p>\n

6. Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on Cooperation in Ensuring Sanitary and Epidemiological Well-Being of the Population;<\/p>\n

7. Memorandum of Understanding between the Ministry of Industry and Construction of the Republic of Kazakhstan and the Ministry of Economic Development of the Russian Federation on Cooperation in the Development of Special Economic Zones;<\/p>\n

8. Memorandum of Intent between the Ministry of Education of the Republic of Kazakhstan and the Ministry of Education of the Russian Federation on the Establishment of Kazakhstan\u2013Russian General Education Institutions in the Republic of Kazakhstan and Russian\u2013Kazakhstan General Education Institutions in the Russian Federation;<\/p>\n

9. Joint Action Plan between the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan and the Ministry of Natural Resources and Environment of the Russian Federation on Preparations for the Transfer of Amur Tigers from the Russian Federation to the Republic of Kazakhstan and the Initial Adaptation of the Translocated Animals;<\/p>\n

10. Memorandum of Understanding between the Kazakhstan Agency for Atomic Energy and the Federal Service for Environmental, Technological and Nuclear Supervision (Russian Federation) on Cooperation in Regulating Nuclear and Radiation Safety in the Peaceful Use of Atomic Energy;<\/p>\n

11. Action Plan between the Ministry of Transport of the Republic of Kazakhstan and the Ministry of Transport of the Russian Federation on the Development of Road Checkpoints along the Kazakhstan\u2013Russia State Border;<\/p>\n

12. Agreement between JSC \u201cNC \u201cKTZ\u201d and JSC \u201cRZD\u201d on the Development of Interstate Junction Points;<\/p>\n

13. Memorandum of Cooperation between JSC \u201cKazpost\u201d and JSC \u201cRussian Post\u201d.<\/p><\/div>\n

WHAT ELSE DID THE PRESIDENTS AGREE UPON?<\/span><\/div>\n<\/div>\n

Transit and Transport Sector<\/strong><\/p>\n

They agreed to consistently expand the capacities of the North\u2013South transport corridor, TITR (Middle Corridor), the Ayagoz\u2013Bakhty and Dostyk\u2013Moynty railway lines, as well as several other projects; They emphasized the importance of improving cross-border logistics infrastructure and enhancing the efficiency of border checkpoints; They intend to continue cooperation on promoting the promising initiative \u201cTrans-Altai Dialogue\u201d;<\/p>\n

This format is expected to become an effective platform for expanding cooperation between Kazakhstan, Russia, China, and Mongolia in the spirit of good neighborliness and mutual benefit.<\/p>\n

Energy<\/strong><\/p>\n

Significant progress has been achieved in this area in recent years; Special attention was paid to the productive cooperation with Rosatom, including the project to build Kazakhstan\u2019s first nuclear power plant; The sides agreed to strengthen partnership in the extraction, transportation, and supply of oil, petroleum products, coal, and electricity;<\/p>\n

The prospects of gas cooperation were discussed in detail, particularly the gas supply to Kazakhstan\u2019s regions bordering Russia, as well as transit to third countries.<\/p>\n

New Innovative Growth Areas<\/strong><\/p>\n

A number of documents signed during the visit will allow the two countries to advance significantly in the fields of space exploration, nuclear energy, development of special economic zones, and creative industries;<\/p>\n

Broad opportunities are opening up in the IT sector, an area where Kazakhstan has accumulated substantial expertise.<\/p>\n

Cultural and Humanitarian Cooperation<\/strong><\/p>\n

The number of joint events tours, exhibitions, concerts, and sports competitions continues to grow steadily;The Kazakhstan Culture Days were recently held with great success in Moscow; Earlier, Yakutsk and Kazan hosted Kazakh artists as part of the Culture Days;<\/p>\n

In May of this year, the \u201cKazakhstan\u2013Russia Eternal Friendship Alley\u201d was opened in Astana, and yesterday in Moscow the \u201cKazakhstan\u2013Russia Friendship Square\u201d; One of the streets in Moscow has been named after Chokan Valikhanov;A Kazakh Information and Cultural Center is planned to be opened in Moscow.<\/p>\n

Talks between Presidents\u00a0<\/strong><\/p>\n

Mr. Kassym-Jomart TOKAYEV has mentioned the state visit to the Russian Federation is perhaps the main event of this year. There is not a single area in which we do not engage with the Russian Federation and carry out cooperation.There are no problems in our bilateral relations.<\/p>\n

Mr. Vladimir PUTIN said, “We will soon meet again, at the CSTO summit in Bishkek, and then in St. Petersburg at our traditional pre-New Year meeting with the leaders of the CIS and the EAEU. So, we have a very full agenda, and it is being implemented.<\/p><\/div>\n<\/div>\n<\/div>\n<\/div>\n

The sides discussed a wide range of issues related to political, trade and economic, investment, and humanitarian cooperation during bilateral dialogue.<\/span><\/div>\n<\/div>\n

The Heads of State, via videoconference, took part in the plenary session of the XXI Kazakhstan\u2013Russia Interregional Cooperation Forum held in Uralsk. The Forum was dedicated to the theme \u201cSkilled Trades is a Driver of Economic Growth.\u201d<\/p>\n

Mr. Kassym-Jomart Tokayev highlighted the special role of the Forum in fostering productive strategic cooperation between the two countries. He said, \u201cCooperation between our countries in trade, economy, and investment has demonstrated steady growth from year to year. Russia is Kazakhstan\u2019s largest trade and investment partner.”<\/p><\/div>\n

Russian Cooperation in Kazakh Nuclear Energy Industry<\/span><\/div>\n

President Tokayev shared , \u201cKazakhstan, with the participation of an international consortium led by Rosatom, has begun construction of its first nuclear power plant.<\/div>\n
\u00a0More than six thousand workers and over three thousand mid-level specialists will be involved at the construction stage of the NPP. We are paying particular attention to cooperation with Russian universities in addressing this issue. The opening of a branch of the National Research Nuclear University at Al-Farabi Kazakh National University is vivid confirmation of this.\u201d<\/div>\n<\/div>\n
