Ministers, historians &amp; legal experts from across Africa and the Caribbean gathered to forge a united front demanding:<\/p>\n<p>@Official recognition of colonial-era atrocities<br \/>\n@Legal condemnation of colonialism<br \/>\n@Return of looted cultural treasures<\/p>\n<p>\u201cJustice isn\u2019t hollow speeches\u2014it\u2019s truth &amp; restitution,\u201d said Algerian FM Ahmed Attaf.<br \/>\nAU Commissioner Bankole Adeoye called for stronger Pan-African unity + diaspora inclusion to criminalize colonialism globally\u2014placing it alongside slavery &amp; apartheid.<\/p>\n<p style=\"text-align: center;\"><strong>The first of its kind\u00a0 International Conference on Criminalization of Colonialism in Africa: Towards Correcting Historical Injustices through Criminalization of Colonization, organized by Algeria, under the supreme patronage of the President of the Republic Mr. Abdelmadjid Tebboune\u00a0 kickstarted on November 30 to be continued on December 01, 2025, at the at the Abdellatif Rahal International Conference Centre (CIC), Algiers.<\/strong><\/p>\n<p>African leaders gathered at the International Conference on colonial crimes in Africa, which opened on Sunday in Algiers, forcefully renewed their demand for official and explicit recognition of the crimes committed against their peoples throughout centuries of colonial rule.<\/p>\n<p style=\"text-align: center;\"><strong>Minister of State, Minister of Foreign Affairs, the National Community Abroad and African Affairs, Mr. Ahmed Ataf,<\/strong> during the official opening asserted that Africa has every right to demand formal and explicit recognition of the crimes committed against its people during the colonial era.<\/p>\n<div class=\"x14z9mp xat24cr x1lziwak x1vvkbs xtlvy1s x126k92a\">\n<div dir=\"auto\">In his address at the opening of the International Conference on Colonial Crimes in Africa, hosted in Algeria, Mr. Ataf emphasized that such recognition is \u201cthe least that can be expected as a necessary first step towards addressing the legacies of this era, for which African nations and peoples continue to pay a heavy price in terms of exclusion, marginalization, and underdevelopment.\u201d<\/div>\n<\/div>\n<div class=\"x14z9mp xat24cr x1lziwak x1vvkbs xtlvy1s x126k92a\">\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">Ataf argued that Africa is justified in demanding the legal criminalization of colonialism at the international level, without ambiguity. He quoted the Algerian intellectual Frantz Fanon, stating that colonialism is not a thinking machine or a reasoning body, but rather violence in its purest form.<img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-full wp-image-55696\" src=\"https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2025\/11\/Colonial-Crimes-Conference-Algeria-Ataf.jpg\" alt=\"\" width=\"500\" height=\"333\" srcset=\"https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2025\/11\/Colonial-Crimes-Conference-Algeria-Ataf.jpg 500w, https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2025\/11\/Colonial-Crimes-Conference-Algeria-Ataf-300x200.jpg 300w\" sizes=\"(max-width: 500px) 100vw, 500px\" \/><\/div>\n<\/div>\n<div class=\"x14z9mp xat24cr x1lziwak x1vvkbs xtlvy1s x126k92a\">\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\"><strong>\u201cJust as the international community has previously criminalized slavery and similar practices, as well as apartheid, it is now time to criminalize colonialism itself, rather than merely focusing on criminalizing some of its practices and consequences,\u201d Ataf added.<\/strong><\/div>\n<\/div>\n<div class=\"x14z9mp xat24cr x1lziwak x1vvkbs xtlvy1s x126k92a\">\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">The Foreign Minister also affirmed Africa\u2019s right to just compensation and the return of looted property. He stated that justice cannot be achieved through empty rhetoric, false promises, and romantic goodwill, and that compensation is not a charity or favor, but a legitimate right guaranteed by all international laws and norms.<\/div>\n<\/div>\n<div class=\"x14z9mp xat24cr x1lziwak x1vvkbs xtlvy1s x126k92a\">\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">Ataf addressed the imperative of definitively eliminating colonialism, stating, \u201cWe must not overlook the necessity of completely eradicating colonialism itself. <strong>To our brothers in the last colony in Africa, Western Sahara<\/strong>, we extend our sincere solidarity and support as they uphold their legitimate right to self-determination, as affirmed by international legitimacy and the United Nations\u2019 doctrine on decolonization.\u201d<\/div>\n<\/div>\n<div class=\"x14z9mp xat24cr x1lziwak x1vvkbs xtlvy1s x126k92a\">\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">He also expressed solidarity with the <strong>Palestinian people in Gaza,<\/strong> the West Bank, and occupied Jerusalem, reaffirming Africa\u2019s commitment to the words of the late Nelson Mandela, that Africa\u2019s freedom remains incomplete without the freedom of Palestine.<\/div>\n<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">\n<p>Ahmed Attaf, said that \u201cAfrica has every right to demand official and explicit acknowledgment of the crimes committed against its peoples during the colonial era.\u201d He described such acknowledgment as \u201cthe bare minimum\u201d and an essential first step toward confronting the enduring legacy of colonialism, for which African countries and peoples continue to pay a heavy price through exclusion, marginalization, and underdevelopment.<\/p>\n<p>FM Attaf further asserted that Africa is fully entitled to demand that colonialism be unequivocally criminalized under international law, quoting the Algerian revolutionary thinker Frantz Fanon: \u201cColonialism is not a thinking machine, nor a body endowed with reason; it is violence in its natural state.\u201d Echoing this call, participants stressed that the conference\u2019s primary objectives were to deepen collective reflection and, above all, to consolidate unified African action aimed at criminalizing colonialism, slavery, racial segregation, and apartheid, and classifying them as crimes against humanity in line with the relevant recommendations of the African Union (AU).<\/p>\n<p class=\"dcr-130mj7b\" style=\"text-align: center;\"><strong>Attaf on France &#8211; Western Sahara <\/strong><\/p>\n<p class=\"dcr-130mj7b\">Attaf said it was no mistake that the conference was held in Algeria, a country that suffered some of the most brutal forms of French colonial rule and fought a bloody war between 1954 and 1962 to win its independence.<\/p>\n<p class=\"dcr-130mj7b\">Its impact was far-reaching: nearly a million European settlers held greater political, economic and social privileges, even though Algeria was legally part of\u00a0France\u00a0and its men were conscripted during the second world war.<\/p>\n<div class=\"ad-slot-container ad-slot-container-2 offset-right ad-slot--offset-right ad-slot-container--offset-right\" data-ad-slot=\"true\">\n<div id=\"dfp-ad--inline2\" class=\"js-ad-slot ad-slot ad-slot--inline ad-slot--inline2 ad-slot--rendered\" data-link-name=\"ad slot inline2\" data-name=\"inline2\" aria-hidden=\"true\" data-label-show=\"true\" data-google-query-id=\"CM7h4JmunpEDFX77DQkddAQtgQ\">\n<div id=\"google_ads_iframe_\/59666047\/theguardian.com\/world\/article\/ng_6__container__\" class=\"ad-slot__content\">Hundreds of thousands of people died in the country\u2019s revolution, during which French forces tortured detainees, disappeared suspects and devastated villages as part of a counterinsurgency strategy to maintain their grip on power.<\/div>\n<div><\/div>\n<div class=\"ad-slot__content\">\u201cOur continent retains the example of Algeria\u2019s bitter ordeal as a rare model, almost without equivalent in history, in its nature, its logic and its practices,\u201d Attaf said.<\/div>\n<div><\/div>\n<div class=\"ad-slot__content\">Algeria\u2019s experience has long informed its position on the disputed Western Sahara, a former Spanish colony claimed by neighbouring Morocco and the pro-independence Polisario Front.<\/div>\n<\/div>\n<\/div>\n<blockquote class=\"wp-embedded-content\" data-secret=\"0c8EZiBH5H\"><p><a href=\"https:\/\/pakistanintheworld.pk\/live\/pakistan-in-the-world-september-2025\/\">Pakistan in the World \u2013 September 2025<\/a><\/p><\/blockquote>\n<p><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;Pakistan in the World \u2013 September 2025&#8221; &#8212; Pakistan In the World\" src=\"https:\/\/pakistanintheworld.pk\/live\/pakistan-in-the-world-september-2025\/embed\/#?secret=KHArmrPPGY#?secret=0c8EZiBH5H\" data-secret=\"0c8EZiBH5H\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<\/div>\n<div class=\"x14z9mp xat24cr x1lziwak x1vvkbs xtlvy1s x126k92a\">\n<div dir=\"auto\">African Union Commissioner for Political Affairs, Peace and Security, Mr. Bankoli Adeoye, Minister of Foreign Affairs of the Republic of Angola, Mr. Antonio Titi, Mr. Eric Phillips, Deputy Chairman of the Compensation Committee for the Caribbean Region also addressed the participants on first day of the conference.<\/div>\n<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">\n<div dir=\"auto\">\n<p><em><strong>The AU Commissioner for Political Affairs, Peace and Security, Bankole Adeoye, urged Africans to unite their efforts in this endeavour.<\/strong><\/em><\/p>\n<p>\u201cWe must strengthen unity among African countries and engage the African diaspora,\u201d he said, adding that \u201cit is imperative to accelerate the positive transformations underway on the continent to build a stronger Africa.\u201d For his part, Angola\u2019s Minister of External Relations Ant?nio Tete called on African countries to adopt a common approach to the lasting impacts of colonial systems to claim reparations for centuries of injustice more effectively.<\/p>\n<p>\u201cAfrican countries must establish a solid foundation and a unified platform for reparations that former colonial powers are obliged to address,\u201d he argued.<\/p>\n<p>In this regard, he highlighted the importance of developing shared school curricula, celebrating cultural diversity, implementing genuine development policies, and strengthening ties with diasporas as key accelerators of this objective.<\/p>\n<p>Speaking more pointedly during a panel on \u201cThe Criminalization of Colonialism in International Law,\u201d the <em><strong>Sahrawi Minister of Foreign Affairs, Mohamed Yeslem Beissat,<\/strong><\/em> said that the current United Nations (UN) system \u201cdoes not condemn colonialism firmly enough\u201d and therefore remains a major obstacle to eradicating colonization, which persists in several countries.<\/p>\n<p>He argued that the UN lacks both the effectiveness and the necessary mechanisms to hold colonizers accountable.<\/p>\n<p>\u201cThe United Nations continues to treat colonialism as a mere phenomenon, whereas it is an entire system rooted in resource plunder, exploitation, and domination,\u201d he stressed.<\/p>\n<p><em><strong>The representative of the Caribbean Community (CARICOM), Eric Phillips,<\/strong> <\/em>emphasized that the still-tangible effects of colonialism on multiple levels demand concrete action to achieve justice.<\/p>\n<p>\u201cWe must move from being victims to becoming architects of justice,\u201d assured.<\/p>\n<\/div>\n<\/div>\n<div class=\"x14z9mp xat24cr x1lziwak x1vvkbs xtlvy1s x126k92a\">\n<div dir=\"auto\"><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-full wp-image-55692\" src=\"https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2025\/11\/Colonial-Crimes-Conference-Algeria-Ministers-Session-2.jpg\" alt=\"\" width=\"700\" height=\"215\" srcset=\"https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2025\/11\/Colonial-Crimes-Conference-Algeria-Ministers-Session-2.jpg 700w, https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2025\/11\/Colonial-Crimes-Conference-Algeria-Ministers-Session-2-300x92.jpg 300w, https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2025\/11\/Colonial-Crimes-Conference-Algeria-Ministers-Session-2-696x215.jpg 696w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><\/div>\n<div dir=\"auto\"><span class=\"html-span xdj266r x14z9mp xat24cr x1lziwak xexx8yu xyri2b x18d9i69 x1c1uobl x1hl2dhg x16tdsg8 x1vvkbs\">A High<\/span>-level Ministerial Session was also the part of the conference in which the theme of the session was &#8221; From recognition to Codification : Criminalizing Colonialism in International Law.&#8221;<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">It was moderated by Dr. Adil Khalfani, Sociologist, Director of Africana Institute, Essex County College, United States. Nduhungirehe, Minister of foreign Affairs and International Cooperation of the Republic of Rwanda, <\/em><\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\"><em>Ms Selma Ashipala-Musavyi, Minister of International Relations and Trade of Naminia , <\/em><\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\"><em>Mohamed ali Nafti, Minister of Foreign Affairs , Migration and Tusinian Abroad of Tunisia, <\/em><\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\"><em>Mohamed Yeslem Beissat, Minister of Forign affairs and african Affairs of the Sahrawi Arab Democratic Republic, <\/em><\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\"><em>Robert Komlan Edo Dussey, Minister of foreign Affairs, Cooperation, African Integration and Togolese Abroad of Togo.<\/em><\/div>\n<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">\n<p><strong>Algeria has for decades pressed for colonialism to be tackled through international law, even as its leaders tread carefully to avoid inflaming tensions with France, where the war\u2019s legacy remains politically sensitive.<\/strong><\/p>\n<p>French President Emmanuel Macron in 2017 described elements of the history as a crime against humanity but stopped short of issuing an official apology and implored Algerians not to dwell on past injustices.<\/p>\n<p>Mohamed Arezki Ferrad, a member of Algeria\u2019s parliament, told The Associated Press that compensation had to be more than symbolic, noting Algerian artifacts looted by France have yet to be returned.
