Wall Street responds quickly and positively to the court&#8217;s ruling in early trading.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\"><strong>Chief Justice John Roberts delivered the main opinion in today&#8217;s decision, BBC reported.<\/strong><\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">In the ruling, Roberts said if the Trump administration was allowed to prevail with its tariffs agenda it &#8220;would replace the longstanding executive-legislative collaboration over trade policy with unchecked Presidential policymaking&#8221;.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;Accordingly, the President must &#8216;point to clear congressional authorization&#8217; to justify his extraordinary assertion of the power to impose tariffs. He cannot.&#8221;<\/p>\n<p class=\"ssrcss-5adjh7-Contributor etflsgg2\"><strong>Mr. Theo Leggett, <\/strong>International business correspondent said,\u00a0The Supreme Court \u2013 with, let\u2019s not forget, a conservative majority \u2013 has struck down the legal justification for a large portion of the so-called reciprocal tariffs, as well as measures brought in against Canada, Mexico and China, ostensibly in response to the influx into the US of illegal drugs such as fentanyl.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">These import taxes were introduced under the International Emergency Economic Powers Act. There are other laws which he could use to re-impose them if he wishes.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Given the president\u2019s clear enthusiasm for tariffs as a negotiating tool, we are unlikely to see a big change in policy from the White House.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">That said, those other methods may require congressional approval or investigations by the US Department of Commerce \u2013 so would probably take longer. It\u2019s not yet clear what will happen in terms of refunds for tariffs that have already been paid by US importers.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">So while the ruling gives certainty in one sense \u2013 the president cannot use this particular method to impose the tariffs he wants \u2013 it creates uncertainty in other ways.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\"><strong>Why did Trump enact so many tariffs?<\/strong><\/p>\n<div class=\"ssrcss-1u161v9-ContentPostWrapper e6wdqbx0\">\n<article data-testid=\"content-post\"><\/article>\n<article data-testid=\"content-post\"><\/article>\n<article data-testid=\"content-post\"><\/article>\n<article class=\"ssrcss-lh3t9b-ContentPost e6wdqbx1\" data-testid=\"content-post\">Back in April, US President Donald Trump introduced tariffs on goods from nearly every country in the world.<\/article>\n<article data-testid=\"content-post\"><\/article>\n<article data-testid=\"content-post\"><\/article>\n<article data-testid=\"content-post\"><\/article>\n<article data-testid=\"content-post\"><\/article>\n<article class=\"ssrcss-lh3t9b-ContentPost e6wdqbx1\" data-testid=\"content-post\">Trump says tariffs will increase the amount of tax raised by the government, encourage consumers to buy more American-made goods and boost investment in the US. But critics warn of higher prices and damage to the global economy.<\/article>\n<article data-testid=\"content-post\"><\/article>\n<article data-testid=\"content-post\"><\/article>\n<article data-testid=\"content-post\"><\/article>\n<article data-testid=\"content-post\"><\/article>\n<article class=\"ssrcss-lh3t9b-ContentPost e6wdqbx1\" data-testid=\"content-post\">He wants to reduce the US trade deficit &#8211; the gap between the value of goods it buys from other countries and those it sells to them. The president argues that the US has been exploited by &#8220;cheaters&#8221; and &#8220;pillaged&#8221; by foreigners.<\/article>\n<article data-testid=\"content-post\"><\/article>\n<article data-testid=\"content-post\"><\/article>\n<article data-testid=\"content-post\"><\/article>\n<article data-testid=\"content-post\"><\/article>\n<article class=\"ssrcss-lh3t9b-ContentPost e6wdqbx1\" data-testid=\"content-post\">Trump has also used the taxes to make other demands. For example, when announcing tariffs against China, Mexico and Canada, he said the countries must do more to stop migrants and the illegal drug reaching the US. Many tariffs have been amended or delayed after being announced.<\/article>\n<article data-testid=\"content-post\"><\/article>\n<\/div>\n<article data-testid=\"content-post\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\"><strong>Correspondent<\/strong> <strong>Anthony<\/strong> <strong>Zurcher<\/strong> shares , Donald Trump had been warning for months that a Supreme Court decision curtailing his ability to impose tariffs would be an \u201ceconomic and national security disaster\u201d with \u201ccatastrophic\u201d consequences. A six-justice majority of the Supreme Court, in ruling against the president today, didn\u2019t care much about his concerns.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Congress, not the president, has the power to impose tariffs, the justices held. And nothing in the law that the president cited in his legal defence, the Emergency Economic Powers Act of 1977, delegated such sweeping powers to Trump.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The court\u2019s decision represents a rare check on this president\u2019s broad use of executive authority.
