\"\"Marrakesh \/ Morocco : Ms. Misbah Khar, Advisor to the Chairman Senate of Pakistan and Ambassador to the Inter-Parliamentary Speakers\u2019 Conference (ISC), participated in the Fourth Edition of the PAM Marrakesh Economic Parliamentary Forum for the Euro-Mediterranean and Gulf Regions, held in Marrakesh, Morocco on 19-20 June 2026.<\/strong><\/p>\n

The forum was organized by the House of Councillors of the Kingdom of Morocco and the Parliamentary Assembly of the Mediterranean (PAM), in partnership with the Parliamentary Network of the World Bank and the International Monetary Fund (IMF).<\/p>\n

Addressing a high-level session on Artificial Intelligence and regional investment cooperation, Ms. Khar underscored the transformative role of AI in shaping future economies and emphasized the need for stronger parliamentary collaboration to ensure that innovation is guided by transparency, accountability, inclusion, and public trust.<\/p>\n

She highlighted Pakistan\u2019s ongoing efforts, under the leadership of Chairman Senate Syed Yousaf Raza Gilani, to explore the use of Artificial Intelligence in parliamentary processes, including the development of an AI-powered Senate ChatBot aimed at enhancing legislative effectiveness and citizen engagement.<\/p>\n

Referring to the experience of the Inter-Parliamentary Speakers\u2019 Conference (ISC), Ms. Khar stated that parliamentary diplomacy and dialogue remain essential tools for addressing shared global challenges.<\/p>\n

She noted that the ISC successfully brought together representatives from around 40 countries across diverse regions, demonstrating that meaningful progress requires collective action and cooperation among legislatures.<\/p>\n

She called for the establishment of a Euro-Mediterranean-Gulf AI partnership based on pooled investment, talent development, regulatory cooperation, and shared ethical standards.<\/strong><\/p>\n

\"\"Stressing the importance of ensuring that AI reflects the realities, cultures, and priorities of the Global South, she advocated for the creation of joint research centres, cross-border training programmes, harmonized digital governance frameworks, and parliamentary platforms dedicated to emerging technologies.<\/p>\n

Ms. Khar emphasized that private investment in AI depends on stable, transparent, and predictable regulatory environments. She urged parliaments to work together in developing common principles for responsible AI governance while promoting innovation, entrepreneurship, and sustainable development.<\/p>\n

She further highlighted the potential role of the ISC in connecting parliaments from the Global North and South, facilitating legislative cooperation, knowledge-sharing, and consensus-building on emerging technologies.<\/p>\n

She noted that the same spirit of collaboration that has advanced dialogue on peace, security, and development can also help shape a common vision for an inclusive and connected AI future.<\/p>\n

\"\"The forum brought together parliamentarians, policymakers, international financial institutions, experts, and private sector representatives from across the Euro-Mediterranean and Gulf regions to discuss economic cooperation, trade, investment, and emerging technologies.<\/p>\n

The Senate incurred no expenses related to this visit. The invitation extended to Ms. Khar was issued personally by the forum and the host country.<\/strong><\/p>\n

Ms. Misbah Khar also held a series of sideline meetings with parliamentary leaders and delegates during the Fourth Edition of the PAM Marrakesh Economic Parliamentary Forum in Morocco.<\/p>\n

In a meeting with the Deputy Speaker of the Parliament of Morocco, Ms. Khar discussed strengthening parliamentary ties, promoting institutional exchanges, and enhancing cooperation in areas including digital transformation, economic development, and youth engagement.<\/p>\n

She conveyed the greetings of Chairman Senate Senator Syed Yousaf Raza Gilani and reaffirmed Pakistan\u2019s commitment to closer parliamentary collaboration.<\/p>\n

Ms. Khar also met with delegates from the Parliamentary Assembly of the Mediterranean (PAM), UAE and other participating countries. Discussions focused on parliamentary diplomacy, emerging technologies, artificial intelligence, sustainable development, trade, and investment.<\/p>\n

She highlighted the Senate of Pakistan\u2019s ongoing digital modernization initiatives and stressed the importance of inclusive and responsible technological advancement.<\/p>\n

The delegates appreciated Pakistan\u2019s active engagement in international parliamentary forums and expressed interest in expanding cooperation through dialogue, knowledge-sharing, and exchange of parliamentary best practices.<\/p>\n
