In this regard, the importance of strengthening international cooperation and comprehensive dialogue on the counter-terrorism track was noted.<\/p>\n<p>On 7 October 2026, Minsk, Republic of Belarus, hosted the opening of the Fourth Counter-Terrorism Forum, held on the eve of the CIS Heads of State Summit in Ashgabat, Turkmenistan. The Forum united the CIS Conference on Countering Terrorism and Extremism, the International Scientific and Practical Conference of the SCO Regional Anti-Terrorist Structure, and a joint counter-terrorism exercise involving the competent authorities of CIS and SCO member states.<\/p>\n<p>The Forum was organized to give practical effect to the decision adopted at the 2025 CIS Heads of State Summit to establish the new CIS+ format of cooperation.<\/p>\n<p>The event was organized by the State Security Committee of the Republic of Belarus, the CIS Anti-Terrorism Center (CIS ATC), and the SCO Regional Anti-Terrorist Structure (SCO RATS).<\/p>\n<p>The first day of the Forum brought together over 300 participants of the jointly held CIS Conference on Countering Terrorism and Extremism and the International Scientific and Practical Conference of the SCO Regional Anti-Terrorist Structure (hereinafter, the Conference).<\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"aYWiE1y9w2\"><p><a href=\"https:\/\/pakistanintheworld.pk\/live\/russia-warns-japan-of-prompt-proportionate-countermeasures-on-hostile-steps-of-tokyo-including-restrictions-on-shipping\/\">Russia Warns Japan of Prompt Proportionate countermeasures on Hostile Steps of Tokyo including Restrictions on Shipping<\/a><\/p><\/blockquote>\n<p><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;Russia Warns Japan of Prompt Proportionate countermeasures on Hostile Steps of Tokyo including Restrictions on Shipping&#8221; &#8212; Pakistan In the World\" src=\"https:\/\/pakistanintheworld.pk\/live\/russia-warns-japan-of-prompt-proportionate-countermeasures-on-hostile-steps-of-tokyo-including-restrictions-on-shipping\/embed\/#?secret=LLAoqbEGvu#?secret=aYWiE1y9w2\" data-secret=\"aYWiE1y9w2\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><strong>The Conference featured participation of:<\/strong><\/p>\n<p>the competent authorities from 18 CIS and SCO member states, including\u00a0 Azerbaijan,Belarus, India, Iran, Kazakhstan,\u00a0 China, Kyrgyz Republic, Pakistan, the Russian Federation, Tajikistan, Uzbekistan, as well as SCO dialogue partners: Qatar,\u00a0 Kuwait, Myanmar, Nepal, tSaudi Arabia, and Sri Lanka;<\/p>\n<p>The Conference, timed to coincide with the 35th anniversary of the establishment of the Commonwealth of Independent States, was inaugurated by the First Deputy State Secretary of the Security Council of the Republic of Belarus Alexander Neverovsky who read out the Message from the President of the Republic of Belarus Alexander Lukashenko.<\/p>\n<p>During the plenary session, statements were delivered by Ivan Tertel, Chair of the State Security Committee of the Republic of Belarus; Nurlan Seitimov, Deputy Secretary General of the CIS; Oleg Kopylov, Deputy Secretary General of the SCO; Alexander Zuev, Acting Under-Secretary-General and Head of the United Nations Office of Counter-Terrorism; Ularbek Sarsheev, Director of the Executive Committee of the SCO Regional Anti-Terrorist Structure; and Evgeny Sysoev, Head of the CIS Anti-Terrorism Center.<\/p>\n<p style=\"text-align: center;\"><strong>While assessing current challenges and threats, the speakers stated that the international situation is characterized by the ongoing intensification of geopolitical uncertainty and an unprecedented increase in military-political tension.<\/strong><\/p>\n<p>Within the framework of five thematic sessions of the Conference, participants exchanged national experience in countering terrorism and extremism and practices in organizing international counter-terrorism cooperation, including issues related to scientific and educational support for anti-terrorism activities, countering the financing of terrorism, and countering terrorism and extremism through information channels.<\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"CmCGOX5xdy\"><p><a href=\"https:\/\/pakistanintheworld.pk\/live\/51-un-member-states-call-on-russia-to-agree-to-full-immediate-unconditional-ceasefire-in-ukraine\/\">51 UN Member States Call on Russia to Agree to Full, Immediate, Unconditional Ceasefire in Ukraine<\/a><\/p><\/blockquote>\n<p><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; preventing the use of migration channels for the movement and legalization of individuals involved in the activities of terrorist and extremist organizations; and combating the smuggling of funds used for terrorist and extremist purposes;<\/p>\n<p>Improving national systems for the prevention of terrorism and extremism, including measures for the deradicalization of the population, the resocialization of persons returned from areas of terrorist activity, and the organization of cooperation between state authorities, local self-governing bodies, and civil society institutions in countering terrorism and extremism;<\/p>\n<p>Strengthening measures to protect the information space from terrorist and extremist threats, including the improvement of the legal framework and organizational mechanisms for information\u2011based counteraction to terrorism and extremism; enhancing cooperation between government bodies and transnational companies providing information technology services to identify, restrict, and block terrorist and extremist content on the Internet;<\/p>\n<p>Monitoring the information activity of terrorist and extremist organizations; and applying artificial intelligence technologies;<\/p>\n<p style=\"text-align: center;\"><strong>Ensuring effective anti-terrorist protection of critical infrastructure and crowded public venues;<\/strong><\/p>\n<p style=\"text-align: center;\"><strong>Developing a system for information exchange between relevant international and regional organizations;<\/strong><\/p>\n<p>Organizing educational, methodological, and scientific work in countering terrorism and extremism, including defining promising areas of training, using modern pedagogical technologies, and promoting research activities;<\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"BMRvLAbWjy\"><p><a href=\"https:\/\/pakistanintheworld.pk\/live\/masha-moskalyova-of-russia-who-opposed-war-on-ukraine-what-happened-with-the-family\/\">Masha Moskalyova of Russia who Opposed War on Ukraine &#8211; Bakaev, FSM Academy of Russia named after F.E. Dzerzhinsky, Scientific-Research Center of FSB of Russia, Higher School of SCNS of the Republic of Tajikistan, SSS Academy of the Republic of Uzbekistan named after Amir Temur, SCO International Judicial Exchange and Cooperation Training Base, Russian State University of Justice named after V.M. Lebedev, Institute for Research of CIS Problems, International Training Methodological Center of Financial Monitoring);<\/p>\n<p>04 CIS base organizations (for the training personnel in countering terrorism and extremism; for the research on countering terrorism and other manifestations of extremism; for the education in combating the legalization (laundering) of criminal proceeds and the financing of terrorism; and for the training, re-training and advanced training of personnel for the judicial systems).<\/p>\n<p>Efforts to integrate the counter-terrorism capacities of the CIS and SCO began in 2023 in the Kyrgyz Republic during joint counter-terrorism exercise involving the competent authorities of CIS and SCO member states.<\/p>\n<p>This cooperation continued in 2024 in the Republic of Uzbekistan, where the CIS Conference on Countering Terrorism and Extremism was held jointly with the International Scientific and Practical Conference of the SCO Regional Anti-Terrorist Structure.
