Prime Minister praised the Islamabad service center modeled after Azerbaijan’s ASAN Khidmet system and requested Azerbaijani support to expand the network to other regions of Pakistan. President Aliyev agreed to provide full assistance and expertise.

Pakistan has institutionalized bilateral cooperation to integrate the ASAN and DOST operational strategies of Azerbaijan within its own public sector administration.

While Azerbaijan’s ASAN Khidmat Center is already operational in Islamabad (launched in January 2026), the DOST model which focuses specifically on social protection and labor services, has been presented and discussed for future replication in Pakistan, though a dedicated DOST center is not yet independently established on the ground.

Azerbaijan has signed agreements with 30 countries and international organizations on the export of its ASAN Service model. Service centers based on this model are already operating in six countries – Indonesia, Uzbekistan, Ethiopia, Uganda, Afghanistan, and now Pakistan.

The Government of Punjab, under Chief Minister Maryam Nawaz Sharif, is modernizing public service delivery through the e-Khidmat Markaz (Citizen Facilitation Centers). These centers operate alongside the federal Pakistan Asaan Khidmat Center initiative, both of which are heavily inspired by Azerbaijan’s internationally acclaimed DOST Agency (Sustainable and Operative Social Provision) model.

ASAN Xidmat (Khidmat) Center

The Pakistan Asan Khidmat Center in Islamabad Asaan Khidmat Center in Islamabad on January 15, 2026. is the country’s first state-of-the-art, one-window digital facilitation hub.

Modeled after Azerbaijan’s globally acclaimed ASAN service, it brings over 60 essential public services from 12+ government departments completely under one roof to eliminate long queues and repeated official visits.

The center provides 42 on-site and 22 digital services, including:

• Identity & Travel Documents: NADRA identity services (CNIC, FRC, juvenile cards) and Passport applications or renewals.
• Foreign Affairs: Ministry of Foreign Affairs (MOFA) document attestation and Apostille-related services.
• Law Enforcement: Islamabad Police character certificates, verifications, and driving license services.
• Civic & Municipal Services: Capital Development Authority (CDA) civic services and civil registration (birth, death, and marriage certificates).
• Taxation & Utilities: Excise & Taxation vehicle registrations, Federal Board of Revenue (FBR) tax matters, and IESCO/SNGPL utility bill payments or connections.
• Education & Health: Federal Board of Intermediate and Secondary Education (FBISE) and Drug Regulatory Authority of Pakistan (DRAP) facilitation.

Designed to provide international-standard citizen facilitation, the center boasts an average processing time of just 3 to 10 minutes per application. It features advanced digital touch-screen kiosks, a dedicated childcare daycare center, and prioritized facilities for senior citizens.

Prime Minister Shehbaz Sharif inaugurated Pakistan Asan Khidmat Markaz in Islamabad today to facilitate the people residing in the Federal Capital. He expressed gratitude to President Ilham Aliyev for providing support in the establishment of this Markaz. The Prime Minister said the scope of Pakistan Assan Khidmat Markaz will be expanded in Muzaffarabad and Gilgit-Baltistan also.

Azerbaijan’s ASAN Service (Azerbaijan Service and Assessment Network) is an internationally acclaimed one-stop public service model established in 2012 to streamline government administration, maximize transparency, and eliminate bureaucratic corruption. Operating under the State Agency for Public Services and Social Innovations, the word “asan” means “easy” in Azerbaijani, underscoring its primary mission to simplify public interactions with the state.

By bringing hundreds of services from various government entities and private firms under a single roof, it operates with a near 100% public satisfaction rate and has evolved into a global blueprint for public sector reform. The efficiency and transparency of the ASAN framework have garnered praise from the OECD and the United Nations. It has transformed from a domestic innovation into a major Azerbaijani national brand exported to other nations seeking governance upgrades.

PM Pakistan Inaugurates “Asan Khidmat Center” in Islamabad Set up with Azerbaijan Cooperation : Thankful to President Ilham Aliyev ; Shehbaz

DOST Agency

The DOST (Friend) Agency (Agency for Sustainable and Operative Social Provision) is a state agency in Azerbaijan, established in 2018 under the Ministry of Labor and Social Protection of the Population. DOST centers integrate over 150 social and labor-related services, pensions, and functional supports like banking and notary services. DOST uses the same transparency, digital integration, and citizen-centric framework pioneered by Azerbaijan’s ASAN Service.

During the launch of the ASAN center and prior bilateral visits (such as Pakistan’s Minister of Overseas Pakistanis visiting Baku DOST centers), Azerbaijani officials—including State Agency Chairman Ulvi Mehdiyev—presented the DOST social service concept to Prime Minister Shehbaz Sharif and Pakistani delegations as the next phase of public administration reform.

The DOST Agency under Azerbaijan’s Ministry of Labour and Social Protection utilizes a “one-stop shop” mechanism to reduce bureaucracy, ensure full transparency, and offer integrated social services under a single roof.

Finally, the systems use an automated tracking mechanism and an explicit token layout designed to wipe out corruption, long lines, and exploitative agents. Both the models improve public service by bringing multiple government, identity, utility, and social welfare functions together into a single, digitized, one-stop system. Standardized digital queues and transparent processing increase public trust and curb corruption or arbitrary hurdles in administration.

Pakistan in the World – September 2026

Tazeen Akhtar | Islamabad Prime Minister of Pakistan Shehbaz Sharif and President of Azerbaijan Ilham Aliyev held a telephone conversation on October 10, 2026 to reaffirm their strategic partnership and discuss expanded bilateral cooperation.
