The visit is part of Islamabad’s sustained effort to de-escalate regional tensions and revive stalled diplomacy between Washington and Tehran.

According to Iranian state media IRNA and ISNA, Munir headed a delegation of Pakistani officials. Interior Minister Mohsin Naqvi also arrived as part of the delegation. Iranian Foreign Ministry Spokesperson Esmail Baghaei said ahead of the arrival that the primary objective was to strengthen bilateral relations and mutual cooperation.
Meetings in Tehran

1. Munir’s first meeting on Tuesday was with Foreign Minister Abbas Araghchi.

2. Iranian President Masoud Pezeshkian discussed mediation efforts and regional developments during a meeting with Munir. President Pezeshkian told Munir that US warmongering lies behind regional tensions, including disruptions in the Strait of Hormuz, and said Washington must lift pressures, threats and sanctions before any negotiations.

3. Munir also met Parliament Speaker Ghalibaf. The Speaker said Washington cannot earn Tehran’s trust until it meets the seven conditions Iran set last month to reopen the Strait of Hormuz. In an Iranian readout, Ghalibaf said: “We have no new word, and the US cannot gain Iran’s trust except by implementing Iran’s seven conditions presented in New York”.

4. Supreme National Security Council Secretary Mohsen Rezaei: Security chief Rezaei told Munir that all Iranian enriched nuclear materials will remain in the country, reiterating Supreme Leader Ayatollah Mojtaba Khamenei’s position that near-weapons-grade uranium should not be shipped abroad.

He said there would be no talks with Washington until Tehran’s demands are met. During his previous visit on 2nd September 2026, Munir had met the same leadership group – Pezeshkian, Rezaei, Ghalibaf, Araghchi and Interior Minister Eskandar Momeni.

Core of Iran’s Stance – What Was Conveyed to Munir

Despite Pakistan’s mediation, Iran’s position has hardened: No talks until demands met: Iran told Pakistan’s army chief there would be no talks with Washington until Tehran’s demands are met.

Seven Conditions: The demands include ending a US blockade on its ports, lifting of sanctions on its oil exports as well as ending hostilities on all regional fronts, plus conditions for reopening the Strait of Hormuz.

Nuclear Redline: All enriched nuclear material, enriched to 60% close to weapons threshold, will remain in Iran as a national asset for domestic use, and will not be transferred abroad.

Accusation of Violation: Ghalibaf accused the Trump administration of violating the Islamabad MoU and said repeated US threats had undermined confidence.

New Saudi Envoy Dr. Rajeh Tami Albugamy Meets President, PM, DPM and Field Marshal to Reaffirm Strategic Brotherhood

Context: The Collapsed Islamabad Memorandum

Pakistan is a key mediator between the US and Iran. Its earlier mediation led to an interim peace agreement – the Islamabad Memorandum – signed in June 2026. But the agreement quickly faltered amid new fighting weeks after. Since then, negotiations have been at an impasse, and indirect talks on the sidelines of the UN General Assembly failed to produce a breakthrough.

Conclusion of the Meetings

1. Pakistan’s Unique Channel Remains Active, But Leverage Limited:
The fact that Munir’s visit moves beyond the planning stage and that he met President, Speaker and SNSC Chief in one day shows Tehran still trusts Islamabad as a messenger. However, the meetings do not establish that Washington and Tehran have agreed to resume negotiations.

2. Tehran Using Islamabad to Signal Washington:
Iran is not negotiating with Pakistan, it is negotiating through Pakistan. By restating the seven conditions and the nuclear redline to Munir, Tehran is ensuring its message reaches Washington with the credibility of a US partner. Pakistan’s role is therefore a postman, not an arbiter.

3. Bilateral Track Running Parallel to Mediation:
Beyond US-Iran war, Munir’s agenda includes bilateral defence cooperation, border management and overall regional security. With presence of Interior Minister Naqvi, border security, anti-smuggling and management of Baloch insurgency on Pak-Iran border was also discussed. This is crucial for Pakistan as it faces its own western border challenges.

4. Strategic Implication for Pakistan:
Pakistan is walking a tightrope. On one hand, it has signed Strategic Mutual Defence Agreement and Makkah Joint Defence Alliance with Saudi Arabia and Turkiye – which is perceived in Tehran as a Sunni bloc. On the other, it is mediating for Iran.
Munir’s fifth visit attempts to balance this, reassuring Tehran that Pakistan’s Saudi pact is not anti-Iran.

5. Outlook: The visit ended on 21 October with no announcement of breakthrough. Iran’s message – “no oil relief, no talks; no enriched uranium out” – remains unchanged. The next step depends not in Tehran but in Washington’s response to the seven conditions.

Until then, Pakistan will likely continue shuttle diplomacy, as seen in the quadrilateral meeting in Burgenstock, Switzerland on 21 June 2026 between US, Iran, Pakistan and Qatar. For Islamabad, success is not measured by a US-Iran deal, but by keeping the Strait of Hormuz open, preventing a full-scale regional war that would impact oil prices, Pakistani expatriates, and securing its western border.

Pakistan in the World – September 2026

Tazeen Akhtar | Islamabad Pakistan’s Chief of Defence Forces and Chief of Army Staff, Field Marshal Syed Asim Munir, arrived in Tehran on Tuesday 20 October 2026, on his fifth official visit since the US-Iran ceasefire and the June 2026 Islamabad Memorandum.
