Presentations were made by the Minister of National Economy Ruslan Dalenov, Chair of the National Bank Erbolat Dossaev, Chair of the Agency for Regulation and Development of the Financial Market Madina Abylkassymova, Ministers of Finance Yerulan Zhamaubaev, Agriculture \u2013 Saparkhan Omarov, Industry and Infrastructure Development \u2013 Beibut Atamkulov, Energy \u2013 Nurlan Nogayev, Internal Affairs \u2013 Yerlan Turgumbayev, Ecology, Geology and Natural Resources \u2013 Magzum Mirzagaliyev, Labor and Social Protection of the Population \u2013 Birzhan Nurymbetov, Healthcare \u2013 Alexey Tsoy, Education and Science \u2013 Askhat Aimagambetov, and Acting Minister of Digital Development and Aerospace Industry Bagdat Mussin.<\/h3>\n

\u201cThe solution of the tasks set in the Address will become a factor in increasing the stability and competitiveness of the economy<\/strong>. The head of state outlined a plan of concrete actions for the timely development of state and economic policies that meet new realities,\u201d Mamin said.<\/h3>\n

The prime minister<\/strong> stressed that in order to improve the welfare of the people, great tasks have been set for further economic development. Execution of the instructions of the Address will ensure the active development of a competitive real sector and diversification of the export structure<\/strong>.<\/h3>\n

At the same time, the implementation of the Address will contribute to the expansion of measures of state support for strategically important industries. It is necessary to prepare new proposals to increase the local content, to develop a new program for the development of the agro-industrial complex<\/strong>.<\/h3>\n

The head of government noted that the new budget planning system should ensure national priorities and become part of the planning system. At the same time, an extended budget<\/strong> should be introduced, taking into account the resources of extra-budgetary funds. In order to attract direct and portfolio investments<\/strong> and promote domestic goods and services for export, the AIFC platform will be used.<\/h3>\n

\u201cThe main reference point of the Address is the social well-being of citizens, based on the affordability of housing<\/strong>, favorable family and demographic conditions, good ecology, affordable and high-quality education, as well as the healthcare system,\u201d Mamin said.<\/h3>\n

The prime minister noted that the Address of the Head of State is aimed at forming a new model of public administration, revising personnel policy, the system of decision-making and responsibility for their implementation.<\/h3>\n

To improve the well-being of the people<\/strong>, great tasks have been set for further economic development. On the implementation of all directions of the Address of the Head of State by Sep. 7, 2020, a National Plan<\/strong> will be prepared and submitted to the president for approval. The head of government stressed that strict control should be established for each order of the president, clear deadlines for implementation and a responsible person should be determined.<\/h3>\n

\u201cWe have all the necessary resources and tools for the full and timely implementation of the Address of the Head of State,\u201d Mamin stressed.<\/h3>\n
