Thus, Armenia overtly breaches the UN Charter, general norms and principles of international law, including international humanitarian law, in particular, 1949 Geneva Conventions and their Additional Protocols, as well as the agreed humanitarian ceasefire promulgated on October 10, 2020 at 12:00.<\/h3>\n<h3>We do regret that on October 17, 2020 at around 01:00 a.m., the armed forces of\u00a0Armenia, which continues committing war crimes and acts of terrorism, including in itself criminal elements against peace and humanity, once again, hit central parts of ancient and densely populated Ganja, Azerbaijan&#8217;s second largest city located far from the frontline, with rockets from the territory of Armenia. According to preliminary reports, 13 civilians, including 3 minors, were killed, 52 were injured, whereas, there is no news about the fate of 2 children. Numerous civilian facilities were also severely exposed to damage. Rescue operations are underway to save those who trapped under the rubble.<\/h3>\n<h3>So, Armenia once again committed war crime by targeting civilians of Azerbaijan with military provocations in violation of the UNSC Resolutions #822, #853, #874 and #884 (1993), which require immediate and unconditional\u00a0withdrawal of the occupying forces from the occupied territories of Azerbaijan.<\/h3>\n<h3>The fact of regular shelling of Ganja city as well as Mingachevir, a city of strategic importance for energy security of the region, as well as other settlements in the region, proves once again that the aggressor Armenia, as a mono-ethnic state, ignores and neglects the general rules of international law, as well as IHL. However, according to the IHL rules, in particular the Geneva Conventions, in the situations of armed conflict, parties should make a clear distinction between civilians and combatants, military and civilian objects.<img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-full wp-image-7868\" src=\"https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2020\/10\/socmedia-posters-1-1.jpg\" alt=\"\" width=\"350\" height=\"369\" srcset=\"https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2020\/10\/socmedia-posters-1-1.jpg 350w, https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2020\/10\/socmedia-posters-1-1-285x300.jpg 285w\" sizes=\"(max-width: 350px) 100vw, 350px\" \/><\/h3>\n<h3>The occupant Armenia continues its war crimes and terror acts against peace and humanity using special missile systems to target civilians in blatant violation of 1949 Geneva Conventions, and their Additional Protocols, especially the Geneva Convention (IV) related to the Protection of Civilian Persons in Time of War (12 August 1949), 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict, UN CRC, Vienna Convention on the Law of Treaties (1969) and other binding international human rights instruments. Therefore, it is necessary for the leading international organizations and the world community to condemn the acts of Armenia and to take strict measures against it.<img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-full wp-image-7847\" src=\"https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2020\/10\/Pakistan-World-5-e1603098763629.jpg\" alt=\"\" width=\"300\" height=\"200\" \/><\/h3>\n<h3>Thus, given the continued policy of aggression, war crimes and terror acts by Armenia, which threaten the lives and health of civilians of Azerbaijan and which are against peace and humanity, we immediately and once again urge international community not to remain silent to these violent acts and support our just position and to demand from Armenia to put an end its criminal acts and to take decisive and binding decisions that establish international legal responsibility.&#8221;<\/h3>\n<h3><strong>APPEAL of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan regarding the intensively and intentionally launching heavy artillery shelling on the cemetery in Tartar city of Azerbaijan by the Armenian armed forces &#8211;\u00a0\u00a0 17 Oct 2020<br \/>\n<\/strong><\/h3>\n<h3><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter wp-image-7873 size-medium\" src=\"https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2020\/10\/tatar1-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2020\/10\/tatar1-300x200.jpg 300w, https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2020\/10\/tatar1-768x512.jpg 768w, https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2020\/10\/tatar1-1024x683.jpg 1024w, https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2020\/10\/tatar1-696x464.jpg 696w, https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2020\/10\/tatar1-1068x712.jpg 1068w, https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2020\/10\/tatar1-630x420.jpg 630w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>&#8221; We, with sense of sorrow, are proclaiming that Armenian armed forces, since September 27, 2020, have been continuing to intensively launch fire using heavy artillery and special rocket systems on densely populated civilian settlements, social, cultural and strategic facilities, historical, cultural, religious buildings of Azerbaijan and even the cemeteries that are touching moral values of the people.<\/h3>\n<h3>The Armenian side, in violation of the agreed humanitarian ceasefire declared from October 10, 2020, have continued to deliberately fire at the densely populated settlements of Azerbaijan. Subsequently, 4 civilians were killed and 4 were wounded due to the Armenian armed forces\u2019 intentional attack on the city cemetery during a funeral in Tartar district at early hours in the morning of October 15, 2020, in flagrant violation of general norms and principles of 1949 Geneva Conventions, which is a particularly barbaric act and a crime against humanity.<\/h3>\n<h3>The regular shelling of civilian settlements and holy places by the Armenian armed forces proves once again that Armenia, a mono-ethnic state, took the fascism as an ideology and is intolerant of people of other nationalities and faiths. Unlike an aggressor Armenia, Azerbaijan is a multiethnic, tolerant, and multicultural state, where different people of various religious backgrounds co-exist at friendly and brotherhood environment. Azerbaijan as an independent state with democratic principles creates equal opportunities for all peoples living on its territory, irrespective of their religion, language, race, etc. grounds. <img decoding=\"async\" loading=\"lazy\" class=\"aligncenter wp-image-7874 size-medium\" src=\"https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2020\/10\/tatar-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2020\/10\/tatar-300x200.jpg 300w, https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2020\/10\/tatar-768x512.jpg 768w, https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2020\/10\/tatar-696x464.jpg 696w, https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2020\/10\/tatar-630x420.jpg 630w, https:\/\/pakistanintheworld.pk\/live\/wp-content\/uploads\/2020\/10\/tatar.jpg 954w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/h3>\n<h3>Azerbaijan as a meeting point of various civilizations, for centuries, was recognized as a place of national and cultural diversity, where people of different ethnicities and confessions have been living at the environment of peace, tranquility, mutual understanding and dialogue. Only in Baku, there are over twenty associations and cultural centers of the Russians, Ukrainians, Kurdish, Laks, Lesgins, Slavs, Tats, Tatars, Georgians, Ingiloys, Talishs, Avars, Meskhetian Turks, Europeans and Mountain Jews, Georgian Jews and Germans. Along with mosques, in the capital city, there are also Catholic and Orthodox churches, Jewish synagogues as places of worship for believers. In Azerbaijan, there have been developed a special model of interreligious dialogue that is a good practice for many polyethnic regions of the world. Today, in numerous higher educational facilities of the world is taught a course on \u201cAzerbaijani model of multiculturalism&#8221;.<\/h3>\n<h3>Representatives of various religious communities in our country also appealed to the world community and religious leaders to protest against the constant shelling of densely populated civilian settlements in Azerbaijan, as well as against the terror act as killing of civilians during the funeral in the city cemetery in Tartar by the Armenian Army.<\/h3>\n<h3>We would like to emphasize that the Government of Armenia and its diaspora are biased and systematically trying to present the Nagorno Karabakh conflict and Armenia&#8217;s military aggression against Azerbaijan as a religious confrontation and by doing so, it deliberately seeks to disguise the fact of occupation, approved by four UN Security Council Resolutions and to create the impression of a religious confrontation among uninformed individuals. Such propaganda about our country, which is included in the list of the most religiously tolerant countries and recognized as a country without anti-Semitism and religious discrimination in all relevant rankings, is, of course, regrettable and surprising.<\/h3>\n<h3>In this regard, it is worth only noting that Pope Francis visited our capital in 2016, which was declared the year of multiculturalism in the country, and officially stated at the Meeting with the President that religious freedom is guaranteed in our country. Azerbaijan has also restored the catacombs of St. Marcelino and Pietro in the Vatican. According to the international opinion, Azerbaijan is an exemplary, secular state, where the right to tolerance and freedom of conscience is guaranteed and the first secular democratic republic was established in the Muslim East.
