
ISLAMABAD: Monitoring Desk – President of the Republic of Kazakhstan, H.E. Mr. Kassym-Jomart Tokayev has welcomed and supported the idea of establishing the “Organization of Turkic States + format” and suggested the formation of Cybersecurity Council within the Organization.
The President took part in the 12th Summit of the Organization of Turkic States, in Azerbaijan, on 07 Oct 2025.
In his address, H.E. Mr. Tokayev expressed gratitude to H.E. Mr. Ilham Aliyev, President of the Republic of Azerbaijan, for the warm hospitality, emphasizing the importance and relevance of the Summit’s agenda.
“We consistently emphasize that the history of the Turkic peoples traces back to common roots, and our nations share a single origin stretching deep into the centuries. This serves as a golden core of brotherhood and eternal unity among our peoples. Recently, our countries celebrated the Day of Cooperation of the Turkic States, a meaningful holiday symbolizing the strengthening of unity among the Turkic nations. Today, the Organization has become an influential and authoritative structure uniting the fraternal Turkic peoples,” said H.E. Mr. Tokayev.
The President expressed appreciation to H.E. Mr. Sadyr Japarov, President of the Kyrgyz Republic, for Kyrgyzstan’s successful chairmanship of the OTS, and expressed confidence that the Organization’s standing will continue to strengthen under the leadership of H.E. Mr. Ilham Aliyev.
H.E. Mr. Tokayev noted that the global security system is going through a difficult period. In his view, conflicts and geopolitical contradictions have become a negative trend posing threats to all nations.

“In this unstable time, I would like to particularly highlight the recent signing of the Declaration on Peaceful Relations between Azerbaijan and Armenia. This historic document put an end to a conflict that had lasted for over 30 years and laid the foundation for stability and economic growth in the region. The current geopolitical situation is extremely complex; therefore, the Turkic countries must act together in their shared interests. Today, the international community recognizes us as strong and united states capable of confronting serious challenges. Many countries are showing interest in our Organization. Kazakhstan supports the idea of creating the ‘Organization of Turkic States + format, which will aim to further expand our cooperation. This initiative will undoubtedly enhance the international authority of the OTS,” emphasized H.E. Mr. Tokayev.

The President praised the unique role of the Conference on Interaction and Confidence-Building Measures in Asia (CICA) in strengthening stability, security, and peace across the Turkic world.
“I express my sincere gratitude to the Azerbaijani side, as well as to all Turkic countries, for supporting the transformation of CICA into a full-fledged international organization. The Turkic states share a common goal, strengthening security and countering various challenges, including terrorism, and we have established effective cooperation in this regard. We will continue to promote initiatives aimed at maintaining global security. However, we must not stop at what has been achieved,” stated H.E. Mr. Tokayev.
H.E. Mr. Tokayev also drew attention to the growing threat of cyberattacks faced by many countries.
“I propose creating a Cybersecurity Council within the Organization to coordinate actions and mobilize the efforts of our member states. The Council will also promote digital security and strengthen cooperation in this area. The results of the conference held in Almaty in September this year once again confirmed the importance of enhancing collaboration on cybersecurity,” said H.E. Mr. Tokayev.
Head of State: “We must focus on the full implementation of the «Turkic World Vision – 2040 program»
H.E. Mr. Kassym-Jomart Tokayev described economic cooperation as a fundamental pillar of stability and prosperity.
“We must focus on the full implementation of the ‘Turkic World Vision – 2040 program. The outcomes of today’s Summit should complement this plan with practical measures. Of course, each OTS member state has its own advantages and achievements. Nevertheless, within the framework of the Organization, specific mechanisms are being proposed for the implementation of major trade and economic projects. One of them is the Turkic Investment Fund. We should make full use of this financial institution’s potential. This year, the meeting of our countries’ Ministers of Economy and Trade will be held in Turkestan. I believe it would be appropriate to draw up a list of projects for financing by the Fund in the course of this event Industrial cooperation plays a key role in diversifying our economies. In this context, the Chamber of Commerce and Industry of the Turkic States has great potential. I would like to note that Kazakhstan will chair this body in 2026. In this regard, we propose adopting an Industrial Cooperation Program that will identify concrete priority projects,” emphasized H.E. Mr. Tokayev.
The President identified the development of cooperation in the transport and logistics sphere as one of the main tasks ahead.
“Our countries are located in the heart of Eurasia at the crossroads connecting East and West, South and North. Currently, five international railway corridors pass through Kazakhstan. Recently, we launched the second line of the Dostyk–Mointy railway. This step will promote the dynamic development of the Trans-Kazakhstan Railway Corridor. The new route will increase freight traffic fivefold. Construction of two other key railway lines is also underway. Undoubtedly, all these projects will give a new impetus to regional logistics growth.
The Trans-Caspian International Transport Route has already become a strategic link in the Eurasian transport network. Over the past five years, cargo volumes along the Middle Corridor have increased sixfold. Recently, a meeting of the Ministers of Transport of OTS member states was held in Almaty, during which a number of agreements were reached regarding this route.
We invite Turkic countries to take an active part in the modernization of air hubs, railway stations, and seaports along the Middle Corridor. Intensive work is now underway on the digitalization of the transport and transit sector. The application of artificial intelligence technology in this field will undoubtedly be useful. Therefore, we propose discussing the establishment of a Digital Monitoring Center within the OTS, with the involvement of leading experts,” stated the Head of State.

Addressing the importance of digitalization and artificial intelligence, the President emphasized that Kazakhstan has set a strategic goal – to become a fully digital nation.
“To ensure the widespread adoption of AI, we have begun training qualified specialists. Since the beginning of this year, more than 400,000 students have received specialized education. Furthermore, we plan to open the first research university dedicated to training experts in artificial intelligence. Kazakhstan is ready to provide special grants for young people from Turkic countries who wish to study at this institution,” he said.
The Head of State put forward several initiatives that could be implemented within the Organization.
“Recently, the International Center for Artificial Intelligence Alem.AI was opened in Astana. I propose establishing, on its basis, the OTS Center for Digital Innovation, which would support startups, develop joint projects, facilitate experience exchange in AI, and attract venture capital. We must make rational use of the potential of digitalization and AI for the benefit of our peoples, while also preventing risks and challenges associated with new technologies. Therefore, I propose dedicating the next year’s Informal Summit of the Organization, to be held in Kazakhstan, to the theme ‘Artificial Intelligence and Digital Development.’ We are ready to organize an international conference with the participation of leading experts ahead of this event,” proposed the President.
