ISLAMABAD : 05 Feb 2026 – Prime Minister Muhammad Shehbaz Sharif and Uzbek President Shaukat Mirziyoyev signed a protocol to increase the volume of bilateral trade between Pakistan and Uzbekistan to 2 billion US dollars in the next five years.
Pakistan and Uzbekistan have signed 29 agreements and MoUs on cooperation in trade, information technology, agriculture and food security, mining, defence cooperation, climate change, sports and culture, pharmaceuticals, counter-narcotics and other sectors, including a joint declaration.
Uzbek President Shavkat Mirziyoyev, Pakistani Prime Minister Muhammad Shehbaz Sharif and Uzbekistan President Shavkat Mirziyoyev attended the meeting. The two leaders signed and exchanged a joint declaration between Pakistan and Uzbekistan, which was followed by an exchange of documents between the relevant ministers of the two countries on several memorandums of understanding and agreements.
Foreign Minister Ishaq Dar and the Advisor to the President of Uzbekistan on Foreign Affairs on the Agreement on Cooperation between the Ministries of Foreign Affairs for 2025-2028, Commerce Minister Jam Kamal and the Minister of Investment and Trade of Uzbekistan on the Protocol on the Expansion of the List of Goods under the Preferential Trade Agreement,
Minister of Commerce Jam Kamal on the agreement in the textile and apparel sector, Director of the Uzbekistan Light Industry Development Agency, Foreign Minister Ishaq Dar and Minister of Mining and Geology of Uzbekistan on the Memorandum of Understanding between the Ministry of Petroleum Division and the Mining and Geosciences Industry of Uzbekistan for cooperation in the field of mining and geosciences,
Minister of State for Interior Talal Chaudhry and Advisor to the President of Uzbekistan on Foreign Affairs on the agreement on the exchange/extradition of convicted criminals, Minister of State for Interior Talal Chaudhry and Advisor to the President of Uzbekistan on the agreement on cooperation in combating narcotics,
On IT cooperation Minister for Information Technology and Telecom Shaza Fatima Khawaja and Minister for Investment and Trade of Uzbekistan, Scientific Education, and National Cultural Heritage Aurangzeb Khichi and Minister of Culture of Uzbekistan signed an agreement on the protection, research and promotion of cultural and architectural heritage,
Federal Minister Rana Tanveer and the Minister of Agriculture of Uzbekistan on the MoU between the Pakistan Agricultural Research Council and the Ministry of Agriculture of Uzbekistan, the Ministers of Agriculture of both countries on the protocol in the field of plant protection for the import of fresh fruits, Ministers of Agriculture and Food Security on Food Security Agreement,
Minister of Maritime Affairs Junaid Anwar Chaudhry on MoU for Maritime Trade and Peripheral Port Arrangements regarding cargo containers at Karachi, Gwadar, Port Qasim ports and Minister of Investment and Trade of Uzbekistan,
The Defense Ministers of both countries on the Action Plan and Roadmap for Defense Cooperation, the MoU on Ecology, Climate Change and Disaster Management between NDMA and the National Committee for Ecology and Climate Change of Uzbekistan, and the MoU on Cooperation in the Field of Disaster Management between NDMA and the Ministry of Emergency Situations of Uzbekistan, Signed documents were exchanged on facilitating small and medium-sized businesses, cooperation on regulatory issues of pharmaceutical products between the Drug Regulatory Authority and the State Institution Center for Pharmaceutical Products of Uzbekistan, and cooperation in the field of physical culture and sports related signed documents were exchanged.
MoU for the establishment of Pakistan-Uzbekistan Expert Council between the University of Peshawar and Tashkent University of Oriental Studies, Institute of Strategic Studies Islamabad and the Institute of Strategic and Regional Studies of Uzbekistan, Institute of Regional Studies under the Ministry of Foreign Affairs and the Uzbekistan Institute of Strategic and Regional Studies,MoU between Pakistan Nuclear Regulatory Authority and Uzbekistan’s Industrial, Radiation and Nuclear Safety Committee,
MoU between National Accountability Bureau and Uzbekistan’s Anti-Corruption Agency, Agreement on establishment of partnership relations between Peshawar and Termez city administrations,The MoU to enhance cooperation between Islamabad and Samarkand and the agreement between the Federation of Pakistan Chambers of Commerce and Industry of Uzbekistan to establish a Pakistan-Uzbekistan Joint Business Council are also included. In addition to the joint declaration between the two countries, 21 agreements and memoranda of understanding were exchanged, while 08 more MoUs were also announced.
Following the first meeting of the High-Level Strategic Cooperation Council, President of the Republic of Uzbekistan Shavkat Mirziyoyev and Prime Minister of the Islamic Republic of Pakistan Shehbaz Sharif signed a Joint Declaration.
In addition, the following documents were exchanged in the presence of the leaders:
– Cooperation Program between the Ministries of Foreign Affairs for 2026–2028;
– Agreement on the establishment of the Uzbek-Pakistani Business Council;
– Treaty on the establishment of the Uzbek-Pakistani Interregional Forum;
– Protocol on the inclusion of a new list of goods to the Preferential Trade Agreement;
– Agreement on cooperation in the field of port services and provision of discounts;
– Agreement on cooperation in mining and geology;
–Agreement on cooperation in agriculture;
– Agreement on cooperation in agricultural research and development;
– Agreement on cooperation in the control of pharmaceutical products;
– Agreement on cooperation in the textile and clothing industry;
– Agreement on cooperation in digital and information technologies;
–Agreement on cooperation in culture;
– Agreement on the preservation, study, and wide promotion of the scientific, educational, cultural, and architectural heritage of the Great Baburid Dynasty;
–Agreement on cooperation in sports;
–Agreement on cooperation in radiation and nuclear safety;
–Agreement on cooperation in ecology and natural disasters;
–Treaty on cooperation in emergency management;
–Agreement on cooperation in combating corruption;
–Agreement on cooperation in combating illicit trafficking of narcotic drugs, psychotropic substances, new psychoactive substances, and their precursors;
–Agreement on the transfer of sentenced persons to continue serving their sentences;
– Protocol on phytosanitary requirements for the export of fresh apples, figs, lemons, and hot peppers from Uzbekistan to Pakistan for consumption;
–Roadmap between the Ministries of Defense of the two countries.
Agreements were also signed on the establishment of the Uzbek-Pakistani Council of Experts, on cooperation between the Ministry of Economy and Finance of Uzbekistan and the Small and Medium Enterprises Development Authority under the Ministry of Industries and Production of Pakistan, between the Hokimiyat of the city of Termez and the administration of the city of Peshawar, the Khokimiyat of the city of Samarkand and the Administration of the city of Islamabad, the Institute for Strategic and Interregional Studies under the President of the Republic of Uzbekistan and the Islamabad Strategic Studies Institute, Tashkent State University of Oriental Studies and the University of Peshawar.
