Why is this country not prospering despite having all resources and potential? Why does bureaucracy with its extra large size not deliver for what they are fed with the blood of the poor ? It is a big question and the prompt reply is , here everyone is doing some other work leaving one’s own duty in which one is specialized and for which one was appointed in the government departments.
Example, Professor Dr. Zeeshan Danish , ex/incumbent Director General Pakistan Bait ul Maal in the head office Islamabad. He is basically a Pharmacist , posted in Government of Punjab, Education department , Pharmacy College of Punjab University but he is bent upon not imparting education to the students but enjoys an executive post in the Federal Government and that with extra perks and privileges.
Managing Director, former Senator, Captain R Khalid Shaheen Butt, having relations with Dr. Zeeshan for the last two decades, obliged him by benefiting him by hiring his “services” at PBM as Director General. He met the Prime Minister to get deputation orders for his friend. But soon Dr Zeeshan Danish was exposed to his old friend when both spent time together in the same place with high posts. Power sharing is very hard, no doubt.
Dr. Zeeshan Danish , because of his back biting habit and overconfidence about his abilities became a person non grata , not only for the MD but for the Federal Secretaries and other high ups at the ministries and that ended up with orders from the Establishment Division to go back to parent department , Punjab University. It was quite disturbing for him and he filed writ at Islamabad Highcourt where Justice Inam Amin Minhas issued the stay order.
Why is this gentleman so desperate to grab a seat for which he was not appointed?
The executive seat, administrative powers, extra perks and privileges are at one side and double receiving of the allowances are also the reason. Example, as Professor in Punjab University Lahore, he was allotted a house of area 4 kanals where only 20 thousand Rs would be cut from his salary as house rent. He retained this house even after he got deputation in PBM Islamabad. He was receiving more than 150 thousand house rent from PBM and paying 20 thousand to Punjab University as house rent.
Interestingly the MD too, is receiving multiple salaries and benefits from three separate places ; 1- Captain R 2- Former Senator 3- MD PBM.
PBM is a department that is meant for the poor and deserving people of this country. But here friends are benefiting friends while friends in return pulling the legs of the friends. What a shameful state of affairs here.
PBM does not pay house rent to any officer who already has a residence hired at gov expenses but here Dr. Zeeshan Danish was receiving it. Another double standard and hypocritic matter emerged during this tussel in PBM, is about MD Khalid Shaheen Butt.
While filing the previous story about the fake degree holders working at higher posts in PBM, the MD answering questions of this scribe said, ” There was no seat of Director General in PBM. Dr Zeeshan was posted by the Cabinet Division and I was not in a position to ask them why you are posting this person on a seat that does not exist.”
Coming back to stay order , Dr Zeeshan Danish did not wait to let the process be completed and reached PBM with a copy of the order in hand where no one received it. He was seen wandering between one room to another , from one office to another, even the office boys but no one gave him the receipt.
This happened to a PHD Pharmacist who had the experience of teaching at Nottingham University and published two journals on Pharmacy. But none else is to blame but himself for this humiliation.
