SCO Anniversary Summit in Dushanbe: the outcomes of 20 years summed up, goals for greater Eurasian cooperation outlined

On 17 September 2021, the Shanghai Cooperation Organization summit was held in Dushanbe, dedicated to the twentieth jubilee of the organization.

The session of the SCO Council of Heads of Member States, held under the chairmanship of Tajikistan Emomali Rahmon, was attended by:

  • President Xi Jinping of China

  • Prime Minister of India Narendra Modi

  • President Kassym-Jomart Tokayev of Kazakhstan

  • President Sadyr Zhaparov of the Kyrgyz Republic,

  • Prime Minister Imran Khan of Pakistan

  • President Vladimir Putin of Russia

  • President Shavkat Mirziyoyev of Uzbekistan

The summit also gathered the heads of observer countries, honorary guests and high-ranking representatives of regional and international organizations, permanent structures of the SCO, including:

  • President Alexander Lukashenko of the Republic of Belarus

  • President Sayyid Ebrahim Raisi of the Islamic Republic of Iran

  • President Gurbanguly Berdimuhamedov of Turkmenistan as presidency’s honorary guest

  • SCO Secretary General Vladimir Norov

  • First Deputy Prime Minister of Mongolia Sainbuyan Amarsaikhan

  • Special Representative of the UN Secretary-General, Head of the UNRCCA Natalia Gherman

  • Director of the Executive Committee of the SCO Regional Anti-Terrorist Structure Jumakhon Giesov

  • Chairman of the Board of the Eurasian Economic Commission Mikhail Myasnikovich

  • Executive Director of the secretariat of the Conference on Interaction and Confidence-building Measures in Asia Kairat SARYBAY

  • CIS Chairman of the Executive Committee – Executive secretary, Sergey Lebedev

  • CSTO Secretary General Stanislav Zas

  • ECO Secretary General Khusrav NOZIRI

As a result of the summit, a substantial package of 25 documents was adopted. The key document of the event was the Dushanbe Declaration of the SCO Twentieth Anniversary, which assess the progress over two decades and reviews geopolitical, economic, power, humanitarian integrators that generally would guide the SCO family in overcoming the challenges and risks of our time. The declaration also highlights that openness to cooperation with other states, international and regional organizations, including the UN, is an important principle of the SCO’s activities.

One of the significant results of the summit was the decisions on expanding the SCO membership and partnership. The procedure for accepting Iran into the organization’s membership will be launched soon. Egypt, Qatar and Saudi Arabia have received the status of SCO dialogue partners. Thus, the SCO space from the Shanghai five has grown to 21 nations.

The SCO chairmanship has passed to Uzbekistan. A representative of China has been appointed to the post of Secretary General of the SCO, and a representative of Uzbekistan has been appointed to the post of Director of the Executive Committee of the Regional Anti-Terrorist Structure (RATS). They will take up their duties on 1 January 2022.

The SCO summit culminated in the signing of the following documents:

  1. The Dushanbe Declaration.

  2. Decision on approval of the SCO Program on countering terrorism, separatism and extremism for 2022-2024.

  3. Decision on approval of the Work Plan (2021-2023) for the implementation of the points of the Anti-Drug Strategy Action Program for 2018-2023.

  4. Decision on approval of the Plan of Interaction on ensuring international information security for 2022-2023.

  5. Decision on approval of the Plan of Joint measures to address the negative socio-economic impacts of the COVID – 19 pandemic for 2021-2023.

  6. Decision on improving the mechanisms for countering security challenges and threats.

  7. Decision on the Secretary General of the Shanghai Cooperation Organization.

  8. Decision on the Director of the Executive Committee of the Regional Anti-Terrorist Structure of the Shanghai Cooperation Organization.

  9. Decision on approval of the Regulations on the Anthem of the Shanghai Cooperation Organization.

  10. Decision on approval of the “Green Belt” Program of the Shanghai Cooperation Organization.

  11. Decision on approval of the Action Plan for the implementation of the Concept of SCO Cooperation in the field of environmental protection for the period of 2022-2024.

  12. Decision on approval of the Report of the Secretary General on the activities of the Shanghai Cooperation Organization for the past year.

  13. Decision on approval of the Report of the Council of the Regional Anti-Terrorist Structure on the activities in 2020.

  14. Decision on approval of the Regulations on the tourist and cultural capital of the SCO.

  15. Decision on approval of the Concept of the SCO Economic Forum.

  16. Decision on the signing of a Memorandum of Understanding between the SCO Secretariat and UNIDO.

  17. Decision on the signing of a Memorandum of Understanding between the SCO Secretariat and the General Secretariat of the League of Arab States.

  18. Decision on the signing of a Memorandum of Understanding between the SCO Secretariat and the Secretariat of the UNCTAD.

  19. Decision on the signing of a Memorandum of Understanding between the SCO Secretariat and the Secretariat of the International Narcotics Control Board.

  20. Decision on the beginning the procedure for the admission of the Islamic Republic of Iran to the Shanghai Cooperation Organization.

  21. Decision on granting the State of Qatar the status of a dialogue partner.

  22. Decision on granting the Arab Republic of Egypt the status of a dialogue partner.

  23. Decision on granting the Kingdom of Saudi Arabia the status of a dialogue partner.

  24. Statement of the Council of Heads of State of the Shanghai Cooperation Organization on strengthening cooperation in the field of science, technology and innovation.
