Fake Degree Holder Reached to Director Level Post! Another appointed on Assistant seat now working at Grade 18 | Genuine Degree Holder DG Made to Leave

Bait ul Maal was the system in Islam to help the needy and the poor. Historically established during the Rashidun Caliphate to manage and distribute state revenues, the Bait-ul-Mal aims to prevent the hoarding of wealth. Its primary objective is bridging the gap between the rich and the poor through safety nets such as Zakat (obligatory alms), Sadaqah (voluntary charity), and Waqf (endowments).
It was a place from where only the deserved could get help. We have bright examples of Islami Caliphs how careful they were about the transparency in Bait ul Maal because Allah forbade using or looting the rights of the poor and orphans. But in Islamic Republic of Pakistan, the Bait ul Maal presents a totally different picture.
Pakistan Bait ul Maal is in a state of affairs that is totally unfair. It is not different from Benazir Income Support Program BISP where 5 thousand women have one husband and where thousands gov officials have been drawing supporting money showing them students and deserving persons.

Rizwan Ahmad is working on grade 19 as Director with a degree of MBA from some unknown institute that Higher Education Commission had declared not recognized when Ministry of Alleviation of Poverty and Social Security sent the case for verification on the complaints of Mir Ahmad Khan former Director PBM and Director Finance Ijaz Hussain.
The Ministry of Alleviation of Poverty raised this matter with PBM first in Feb 2025 and then in June 2025. Finally the ministry directed the Director Finance Ijaz Hussain of PBM to take action against the Fake Degree Holder Rizwan in mid Feb this year but he is still working there on his seat.
Another fake degree case is Bilal Anwar who was appointed here as assistant and now he is officer in grade 18. Interestingly this Guzzetted officer is serving as PRO of PBM. He carries a fake degree and the standing committee of the Senate directed the administration of PBM to take necessary action that has not been taken in more than six months time.
Here comes another bombshell matter. The PBM bureaucracy is not ready to take action against a clear cut fake degree holder but has succeeded in removing the Director General who has original degrees and who was supposed to keep a check and balance in this social welfare organization of the government of Pakistan.
Dr Mohammad Zeeshan Danish, DG PBM has been directed to leave the seat at PBM and report to his parent department Punjab University by the Cabinet Division. The order was issued last month and it was the result of continued conspiracies of the group of officers at PBM who were not happy with the presence of DG and to be answerable to him. The long hands of this group finally got notification from the Cabinet Division using their relations there.
Here it is another very unfortunate thing that should be noted about the helplessness of the standing committees of the Parliament of Pakistan when the addressee is a gang of highly influential people occupying government seats without any justification and qualification.
The managing director Captain R Khalid Shaheen Butt shared his side of view on the above mentioned issues. He said, Rizwan’s appointment was done on his Graduation degree that was genuine.
” As far as , MBA degree is concerned that was from an institute which is not recognized by HEC. That is true but it can not be taken as fake degree appointment case. Yet ! action has been taken as cut of one year increment and warning to him, MD said.
Regarding Director Generals’ matter, the MD shared that , there no seat of DG has ever been in PBM. This seat was created first time by Establishment Division for posting of Zeeshan. Therefore , MD said, I had no capacity to ask Establishment division why this seat was created.
Here the question rises, who created the seat of Dirctor General and why Establishment Division issued notification of appointment on a seat that has never existed in PBM. Certainly , the establishment division did this on the instructions of some very highly place authority. Who is he or she ?
Secondly, the appointment of DG was done by Establishment Division and removal is done by Cabinet Division. What is this ? There is no system , rules regulations of postings transfers on such high level seats ?
Prime Minister as head of the administration side, both divisions mentioned above are answerable to the nation.
