SHANGHAI, July 17 (Xinhua) Chinese President Xi Jinping on Friday presented four observations on artificial intelligence (AI) development and governance while addressing the opening ceremony of the 2026 World AI Conference and High-Level Meeting on Global AI Governance.
First, adhering to the principle of openness and win-win cooperation while boosting innovation-driven development.
Second, strengthening risk awareness and ensuring that AI is secure and controllable.
Third, encouraging inclusiveness and promoting mutual learning among civilizations.
Fourth, advocating solidarity and improving global governance.
Delivering a keynote speech at the opening ceremony of the 2026 World AI Conference and High-Level Meeting on Global AI Governance, Xi said humanity must answer the questions of the times.
Questions on AI
He raised questions about how humans can get along with thinking machines, how security can be ensured when algorithms are involved in decision-making, how ethical challenges posed by technologies can be tackled through adaptive governance, and how AI for all can be realized when the divide keeps widening.
Xi said these questions demand serious consideration and answers from the entire international community.
Xi’s speech underscored China’s commitment to international cooperation in artificial intelligence. His four observations focused on balancing technological innovation with security, inclusiveness, and effective global governance. The address reinforced China’s support for a collaborative approach to shaping the future of AI.
Xi called for greater openness and win-win cooperation in the AI sector. He stressed that countries should strengthen collaboration to accelerate innovation and ensure that technological progress benefits all.
Moreover, he emphasized that international partnerships can help unlock AI’s potential for sustainable economic and social development. He urged governments and technology developers to strengthen risk awareness as AI continues to evolve.

Xi also highlighted the importance of inclusiveness in AI development. He encouraged countries to promote exchanges and mutual learning among civilizations so that AI technologies can serve diverse societies and cultures.
He stressed that equal access to AI opportunities can support balanced global development. The Chinese leader called for stronger international solidarity to improve global AI governance.

President Xi said that the world has entered an unprecedentedly vigorous period of innovation in artificial intelligence (AI) technologies, bringing great opportunities and governance challenges.
China released an action plan on artificial intelligence (AI) cooperation and development Friday, as part of broader efforts to strengthen international AI collaboration and bridge the digital divide.
The action plan was jointly issued by the National Development and Reform Commission and other government departments during the 2026 World AI Conference and High-Level Meeting on Global AI Governance.
The document outlines actions in eight areas covering data, computing power, ecosystems, industrial empowerment, talent development, rules and standards, governance and AI ethics.
It calls for greater access to high-quality data, more inclusive intelligent computing services, and broader sharing of open-source AI ecosystems.
The plan also seeks to promote deeper AI application across industries, joint cultivation of digital talent, coordinated development of rules and standards, stronger cooperation on AI security and governance, and the development and use of AI for the benefit of humanity.
Also released at the conference was a collection of case studies on China’s international AI cooperation.
Published for the third consecutive year, the collection features 10 stories showcasing China’s cooperation with partners around the world, highlighting the country’s experience and approach in promoting global AI development.
