ASEAN UKRAINE ADVANCING COOPERATION ! Foreign Minister Invites Secretary General to Visit Kyiv in Meeting at Munich Security Conference

    Secretary-General of ASEAN, Dr. Kao Kim Hourn, on 14 February 2026, held a bilateral meeting with the Minister for Foreign Affairs of Ukraine, H.E. Andrii Sybiha, on the margins of the Munich Security Conference, in Munich, Germany. Both sides discussed ways to promote cooperation between ASEAN and Ukraine, among others.

    “I was pleased to meet with H.E. Kao Kim Hourn, Secretary-General of ASEAN, Sybiha said after the meeting.

    FM Ukraine shared on his instagram, ” We discussed advancing mutually beneficial cooperation between Ukraine and ASEAN, deepening dialogue, and expanding practical engagement, particularly in the areas of food security, energy, and digitalization.”

    ” ASEAN is an important partner of Ukraine in today’s international architecture. Ukraine reiterates its intention to become an ASEAN Sectoral Dialogue Partner, FM Ukraine added.

    Sybiha also invited the Secretary-General to visit Ukraine.

    Secretary-General of ASEAN, Dr. Kao Kim Hourn, on 15 February 2026, participated in the Munich Security Conference (MSC) Breakfast Session, themed “Bridges or Battlegrounds? Science Diplomacy between Hard Power and Big Tech.”

    SG Dr. Kao joined global leaders and experts in high-level discussions on the evolving role of science diplomacy amid intensifying geopolitical competition, the growing influence of big tech, and today’s complex global security challenges.
    He shared that an ASEAN Member State has expressed interest in establishing an ASEAN Science Diplomacy Centre—highlighting ASEAN’s strong commitment to leveraging science diplomacy as a strategic tool for cooperation, trust-building, and regional resilience.
    On 13 February 2026, gave a video interview for DW-TV, on the sidelines of the 62nd Munich Security Conference in Munich, Germany. During the interview, Dr. Kao underscored the importance of strengthening strategic trust in advancing peace and security.

    He participated in the Spotlight on Maritime Security, at the Munich Security Conference in Munich, Germany where he highlighted that for regions like Southeast Asia and Europe, shaped by the sea, maritime security is key sector to develop cooperation.

    He attended the Munich Security Conference (MSC) 2026 Roundtable on “Power Couples: Trade and Green Energy Cooperation Between Europe and the Global South.”

    During the session, Dr. Kao outlined ASEAN’s regional energy transition priorities and the ASEAN Power Grid initiative, among others. He also underscored the importance of pursuing a balanced approach to energy security, decarbonisation, and inclusiveness in pursuit of sustainable and resilient growth in Southeast Asia.

    He met with H.E. Stefan Rouenhoff, Parliamentary State Secretary of the Federal Ministry for Economic Affairs and Energy of Germany, on the sidelines of his participation in the Munich Security Conference.
