Islamabad: 12 Jan 2020 -A national conference on “Constitutional Reforms; Governance and Implementation” is being held at a local hotel on Monday 13 Jan to discuss the shortcomings in the present system and defects in the constitution to be reformed. Think Tank “Pakistan House” is hosting this conference in which representatives of different political parties, members of parliament, intellectuals, defence experts, senior media professionals and civil society members are participating.
Rana Ather Javed, head of Pakistan House has said that the conference will initiate a dialogue among different segments of society on the reforms in our constitution that can fetch better results to run the state affairs and assure the interests of the citizens. He said the conference will suggest recommendations to the parliament and intelligentsia only to further ponder upon and if they feel necessary, do the needful.
Mr Hafeez Chaudhary , is the keynote speaker of the conference. He said in a meet the press that present system has failed to deliver. It needs review and reshaping altogether. Constitution has many defects that are required to be corrected through Constitutional Reforms. Parliamentary system could not stop military take overs, neither it could implement the Objectives Resolution that is the preface of the constitution. This part is Islamic identity of the constitution of the Islamic Republic of Pakistan but it is not operative. Presidential form of system can bring a change that is the need of the hour.
He said that the Presidential form of governance suits this country. He suggested 3 layer system of governance in which on Federal level , President with one vice President and only 20 ministers, on Provincial level Governor with 10 ministers and in Districts a Mayor with one deputy mayor and 5 commissioners for law order, emergency, education, health are enough.
