    Marrakesh/ Morocco : Monitoring Desk – The 93rd session of the Interpol General Assembly commenced on 24 Nov and conluded today 27 Nov in Marrakech, Morocco, setting in motion four days of dialogue and decisive actions under the theme “Uniting Global Policing for a Safer World.” The session brings together over 800 delegates from 179 member countries, including 82 police chiefs. It is INTERPOL’s supreme governing body and sets the global agenda for law enforcement.

    The General Assembly focused on a broad range of global security challenges, including efforts to identify and disrupt transnational organized crime networks, and dismantle transnational scam centres.

    The General Assembly is INTERPOL’s supreme governing body and comprises delegates appointed by the governments of our member countries.

    It meets once a year and takes all the major decisions affecting general policy, the resources needed for international cooperation, working methods and finances. These decisions are in the form of resolutions.

    In addition to approving the Organization’s programme of activities, strategic framework and budget, this session of the General Assembly addressed a range of issues including:

    • Identifying and disrupting transnational organized crime.
    • Dismantling transnational scam centres.
    • Expansion of INTERPOL’s global policing capabilities.
    • Women in policing.
    • Silver Notice pilot project results.
    • Promoting the ratification of the United Nations’ Convention Against Cybercrime.

    Morocco’s Director General of National Security and Territorial Surveillance Abdellatif Hammouchi said:

    “Our willingness to host the General Assembly stands from our firm commitment to strengthening multi-lateral security cooperation, and its importance in combating transnational organized crime.

    “Because security challenges transcend national borders, it has become imperative for us to create joint and indivisible security structures, in which national partners cooperate with INTERPOL and international stakeholders.”

    INTERPOL President Ahmed Naser Al-Raisi said:

    “In Marrakech this week, we celebrate what we have built together, the beginning of the future we are building together. The next phase of our journey starts here, guided by the roadmap we have crafted collectively, a framework that will steer our efforts over the next five years.

    “I have worked closely with the Executive Committee and both Secretaries General, to drive this transformation, and I trust they will continue to advance this path.

    “Let this General Assembly remind us that service never ends, and that in every border crossed, every life protected, and every act of courage, INTERPOL thrives in all of us.”

    INTERPOL Secretary General Valdecy Urquiza said:

    “The General Assembly is the only event in the world that can bring together this level of police leadership.

    “These four days are a chance for us to assess the evolving threats of organized crime together, and chart a united path forward – so that police worldwide are stronger, and INTERPOL can stand even more firmly behind every frontline officer.

    “Cooperation is no longer optional; it’s the only way forward.”

    Strengthening INTERPOL’s global policing capabilities

    As part of INTERPOL’s ongoing efforts to enhance operational support to member countries, two new capabilities – Nexus and AVA – will be launched to support more efficient information-sharing and analysis across borders.

    Nexus is a web-based messaging platform that uses artificial intelligence to help structure and deliver police information in a clearer, more accessible format, designed to help frontline officers receive critical intelligence faster.

    AVA is the first AI virtual assistant for law enforcement that operates entirely within INTERPOL’s protected cloud environment. It can rapidly process lengthy or complex material, translate instantly and summarize information to provide officers with actionable insights.

    A collaborative path forward

    INTERPOL’s programme of activities and new strategic framework will be presented to delegates, who will also be updated on the Silver Notice pilot project.

    The General Assembly will also vote for new members of the Executive Committee, including the President, as their respective mandates come to an end.

    The General Assembly is made up of representatives from its 196 member countries.

    Morocco’s security policy, shaped by the forward-looking leadership of the King Mohammed VI, has evolved into far more than a mechanism for fighting crime. It now embodies a genuine partnership between law-enforcement institutions and citizens.

    This assessment was shared on Tuesday in Marrakech by Mr. Mohammed Ben Ali Koman, Secretary-General of the Council of Arab Interior Ministers.

    Speaking on the sidelines of the 93rd General Assembly of Interpol, Mr. Koman noted that the Kingdom’s security apparatus works tirelessly to sustain Morocco’s stability, an essential foundation for the country’s rapid development trajectory.

    He highlighted the “continuous modernization efforts” undertaken by Moroccan security services, efforts that align closely with the strategic vision of the King for a stronger, more prosperous and influential Morocco on the regional and international stage.

    According to Mr. Koman, the citizen remains the central focus of police action, with human rights protection and respect for personal dignity placed at the forefront.

    He pointed in particular to the growing popularity of the National Police Open Days, which have become a key moment for strengthening public trust and dialogue. This initiative, he added, represents a distinctive model that many Arab and foreign countries could effectively emulate.

    The Secretary-General also emphasized the international recognition earned by Morocco’s security institutions. Among the notable achievements, he cited:

    ⦁ The awarding of the Prince Naif Medal for Arab Security, First Class to Mr. Abdellatif Hammouchi, Director General of National Security and Territorial Surveillance;
    ⦁ The Grand Cross of Merit bestowed by Spain’s Civil Guard;
    ⦁ Morocco’s election as Interpol Vice-President for the African continent.
    ⦁ Hosting Interpol’s 93rd General Assembly, marked by unprecedented participation, allows the world to witness Morocco’s advanced security practices, further enhancing global appreciation for Arab security capabilities, he added.

    At the regional level, Mr. Ben Ali Koman underscored Morocco’s longstanding role as a cornerstone of Arab security cooperation.

    The Kingdom is home to the Arab Organization for Social Defense Against Crime and now also hosts the Arab Office for Civil Protection and Environmental Affairs, a specialized body operating under the Council of Arab Interior Ministers.

    This development, he explained, reflects the Royal vision of an inclusive security model, one that safeguards citizens, promotes sustainable development and addresses growing environmental challenges.

    Mr. Abdelatif Hammouchi, welcomed Faisal Shahkar, head of the United Nations Police and UN Under-Secretary-General for Rule of Law, on Tuesday in Marrakech.

    The meeting took place at the Manara Gardens, the venue for the 93rd General Assembly of the International Criminal Police Organization (INTERPOL), which runs through November 27, 2025, the General Directorate of National Security said in a statement.

    During the meeting, Shahkar conveyed the UN Secretary-General’s interest in strengthening cooperation and security partnerships with Morocco’s national police, aiming to reinforce UN police capacities both at headquarters in New York and in peacekeeping missions deployed in conflict areas worldwide.

    Shahkar emphasized the value of Moroccan police personnel, citing their field experience, high-level training, and language skills that enable deployment across diverse regions globally.

    The meeting is part of a series of bilateral discussions Hammouchi is holding with leaders of national delegations and international and regional organizations attending INTERPOL’s General Assembly.

    These discussions are intended to bolster security cooperation and partnerships between Morocco and international partners, addressing cross-border crime and enhancing comprehensive security efforts.

    Algeria and INTERPOL

    A delegation from INTERPOL, earlier on 11 Nov 2025, visited Algeria to enhance security and technical cooperation between the international police organization and the Algerian National Police. The visit underscored the commitment of both parties to strengthening international collaboration in law enforcement.

    The Director General of National Security, Ali Badaoui, received the INTERPOL delegation at the National Security Directorate headquarters. Discussions centered on developing the operational and technical capabilities of the National Security services, with a particular focus on detecting radioactive materials at crime scenes. Furthermore, the meeting addressed the importance of reinforcing surveillance measures across land, sea, and air borders.

    Director General Badaoui emphasized the National Security Directorate’s dedication to modernizing policing strategies in accordance with international standards for combating organized crime and terrorism. He lauded the “fruitful and constructive spirit of cooperation” that exists between the Algerian National Police and INTERPOL.

    This visit is part of ongoing efforts to improve the readiness of Algerian security services through the exchange of experiences and high-level training in scientific and technical disciplines. These include criminal investigation and handling radiological and biological evidence.

    This meeting reaffirms Algeria’s commitment to working collaboratively with international partners to bolster global security and address transnational threats, especially considering the evolving international security landscape. The discussions are expected to pave the way for enhanced joint operations and knowledge sharing in the fight against global crime.
