Human Organs Processing Factory Exposed in Islamabad – Gang Involved in Smuggling of Placenta Abroad Arrested

ISLAMABAD : 26 June 2026 – The Federal Investigation Agency FIA have arrested a gang of 5 including 2 Pakistanis and 3 Chinese for illegal processing of human organs, particularly human placenta in raids at 2 different locations of the capital city of Pakistan.

The arrested Chinese nationals were identified as Li Gang Kai, Wang Bao, and Peng Fei Gu, while the Pakistani suspects were identified as Muhammad Waqas and Qasim Hanif. During the subsequent operation in E-11, two additional Pakistani workers, Amjad Iqbal and Muhammad Nasir, were taken into custody for questioning.

FIA Islamabad Zone raided at late night of 24/25 June a house located in Sector F-7, Islamabad, following credible intelligence reports.

During the raid, authorities discovered a fully operational plant established for the illegal processing of human organs, particularly human placenta. Investigations revealed that the suspects were unlawfully processing and drying human placenta at the facility.

The finished products, marketed under the name “She Placenta,” were allegedly exported to Vietnam.

Five suspects were arrested during the operation, including three Chinese nationals and two Pakistani nationals.

Based on information obtained from the arrested suspects, FIA teams conducted another raid at a separate location in the F-7/E-11 sectors of Islamabad, where another fully functional processing center of a similar nature was found operating.

Processing equipment and prepared products were recovered from the suspects’ possession.

A case has been registered against the accused under the relevant provisions of the Human Organs and Tissues Transplantation Act (HOTA) 2010, and further investigation is underway.

A local court on Friday granted a four-day physical remand of five suspects, including three Chinese nationals and two Pakistani citizens, arrested in connection with an alleged illegal human placenta processing and smuggling network operating in Islamabad.

The accused were presented before the duty magistrate by the Federal Investigation Agency (FIA), which sought physical remand for further investigation. The court approved the request and directed the FIA to produce the suspects again on Monday.

According to FIA officials, the suspects were arrested during joint operations conducted by the FIA Corporate Crime Circle and the Human Organ Transplant Authority (HOTA) at premises in sectors F-7/1 and E-11. During the raids, investigators recovered a large quantity of suspected human placenta stored in refrigerators and containers, along with processing and packaging equipment.

Officials said the facilities had allegedly been converted into illegal laboratories where human placenta was processed, dried, packed, and exported abroad by falsely declaring it as “Sheep Placenta.” Vietnam is believed to have been one of the intended export destinations.

An FIR has been registered at the FIA Corporate Crime Circle Islamabad on the complaint of HOTA Administrative Officer Hina Kanwal. A special investigation team headed by Assistant Director Omar Arsalan has been constituted to probe the case further.

According to FIA sources, preliminary examination has confirmed that the recovered material is human placenta. Authorities also claimed that initial verification was carried out with the assistance of PIMS Hospital. Investigators believe the placenta was allegedly obtained from hospitals before being processed for illegal export.

The investigation is ongoing, and officials say further arrests are expected.
