At the auspicious occasion of  94th Foundation Anniversary of Communist Party of Viet Nam and 3 years after 13th National Party Congress, “Pakistan in the World” magazine interviewed H.E. Mr. Nguyen Tien Phong of Viet Nam to Pakistan. This magazine has a history of covering Viet Nam Pakistan relations. That is the pride as well as a task and responsibility to keep our readers informed about the achievements in Viet Nam as well as developments in bilateral cooperation. Ambassador very graciously consented to respond to our questions and shared his point of view in detail. Here is the text of the interview.
Pakistan in the World – What is the importance of 13th National Party Congress in Viet Nam?
H.E. Mr. Nguyen Tien Phong – Since its establishment on February 3, 1930 by President Ho Chi Minh, the Communist Party of Viet Nam has led the country and the people to many victories. In the face of historical tasks, the Party has timely and correctly determined the creative guidelines, strategies, and policies to lead the revolution from one victory to another, especially in the following periods: 1945-1954: the nationwide resistance war, restoring peace in the North; 1955-1975: building socialism in the North, fighting to liberate the South; 1975 to 1985: overcoming the consequences of war, gradually advancing to socialism; from 1986 to the present: carrying out the Doi Moi (Reform) process, expanding foreign relations, actively and comprehensively integrating into the world. Over the past 94 years, the Party’s goals have always been: All for the independence, freedom, and happiness of the people.
– Looking back on the journey, Vietnamese people are extremely proud, confident, and deeply grateful to the glorious Party and the great President Ho Chi Minh, who have always brilliantly led the Vietnamese revolution from one resounding victory to another, continuing to write golden pages in the history of the heroic and civilized Vietnamese nation, which are admired and highly appreciated by the world.
i) From the practical implementation of the Resolution of the 12th Party Congress, the 13th Congress has drawn 05 lessons of experience:
ii) The work of Party building and rectification must be carried out drastically, comprehensively, synchronously, regularly, and effectively in terms of politics, ideology, morality, organization, and cadres;
iii) It is necessary to always thoroughly grasp the viewpoint that “the people are the root”; Genuinely trust, respect, and promote people’s right to mastery, persistently implementing the motto “people know, people discuss, people do, people inspect, people supervise, people benefit”;
iv) In leadership, direction, operation, and organization of implementation, there must be high determination, great efforts, drastic actions, dynamism, creativity, and pro-activeness; take appropriate steps, promote all resources, motivations, and the superiority of the socialist regime;
v) Focus on prioritizing the synchronous construction of a development institution, ensuring harmony between inheritance and innovation, stability and development; between economic innovation and political, cultural and social innovation, between following market rules and ensuring socialist orientation; between economic growth and cultural development;
Proactively study, grasp, and accurate forecast the situation, absolutely avoid the situations of being passive or unprepared for any possible threat. Resolutely and persistently protect the independence, sovereignty, unity, and territorial integrity of the Fatherland, while maintaining a peaceful, stable, and secure environment for national development.

The Lunar New Year & 94th Founding Anniversary of the Communist Party of Vietnam -” Nation staying united, resolved to build stronger, more prosperous, happier Vietnam” : General Secretary Nguyen Phu Trong

According to the Party’s General Secretary, H.E. Mr. Nguyen Phu Trong, “Our country has never had such a foundation, potential, position, and international prestige as it does today.”
The 13th Party Congress with the theme “Strengthening the building and rectification of the Party and the political system into purity and strength; rousing the will and determination for national development and promoting the strength of the great national unity bloc in combination with the power of the era;
continuing to comprehensively and synchronously accelerate the cause of Reform; constructing and firmly safeguarding the Fatherland and maintaining a peaceful and stable environment; and striving to turn Vietnam into a developed, socialist-oriented nation by the middle of the 21st century.”, is an important milestone in the development process of the Party, the nation, and the country of Viet Nam, the 13th Congress has set specific oriental goals of the country’s development in the next 25 years as of following:
– By 2025 – the 50th anniversary of the liberation of the South and national reunification: Viet Nam shall be a developing country with a modern-oriented industry base and graduate from lower-middle income status.
– By 2030 – the centenary of the Party: Viet Nam shall be a developing country with a modern industry base and upper-middle income.
– By 2045 – the centenary of the Democratic Republic of Viet Nam which is named now the Socialist Republic of Viet Nam: Viet Nam shall be a high-income developed country.
To achieve that goal, the Party has identified the following 3 strategic breakthroughs:
– To holistically improve our institutions, particularly our socialist-oriented market economy institutions; to renovate national governance towards modernity and competitiveness; to prioritize the perfection of our legal system, as well as mechanisms and policies to foster a favorable, healthy, fair business environment conducive to innovation; to mobilize, manage and effectively utilize all resources for development, especially land, finance, establish the public – private partnership; to promote reasonable and effective decentralization, strengthen inspection, supervision and control of state power by the legal system.
– To promote human resources development, particularly qualified human resources with priority given to leadership and management positions and core sectors by improving the quality of education and effectively implementing policies of recruitment, fostering and nurturing talents; to reinforce scientific research, technology transfer and applications; to awaken the aspiration for national development towards prosperity and happiness; to tap into the virtues of the Vietnamese culture and its people, the spirit of solidarity and national bride in the cause for national construction and defense.
– To build a holistic and modern socio-economic infrastructure system; to prioritize the development of core national projects on transportation and climate change adaptation. To focus on ICT infrastructure development, laying the groundwork for national digital transformation and the gradual development of a digital economy and society.

Pakistan in the World – Viet Nam had many achievements in last 3 years after the 13th Congress. Share few for Pakistani readers & 3- Party Secretary General described success in Economy , the macro-economy is basically stabilized, inflation, public debt and state budget overspending controlled, and major economic balances. Same are issues in Pakistan. What lessons Pakistan can learn from Viet Nam?
H.E. Mr. Nguyen Tien Phong – As I mentioned several times before, Viet Nam and Pakistan have many things and experiences to be shared with each other in economic development.
With regard to the achievement in the last three year after the 13th Congress, it would not be unknown to anybody that the Party and the People of Viet Nam has successfully or effectively faced and overcome the Covid-19 pandemic with speedy economic growth, in 2021 reached 2.56%, in 2022 was 8.02%, much higher than the plan of 6 – 6.5% in the unfavorable context of Covid-19 (2021-2022).
In 2023, it reached more than 5% which is high compared to other countries in the region and the world. For the first time, our country’s GDP reached 430 billion USD, ranking 3rd in ASEAN and among the 40 largest economies in the world, the top 20 economies in trade, attracting foreign investment.
– The economy witnessed very positive , stable macro-economic indices, such as: less than 4% inflation, less than 2.5% depreciation of domestic currency; export increased by 9% on average, up to the record level of 371 billion USD in 2022, foreign reserves was 100 billion USD in 2023; GDP/capital in 2023 marked 4.284 USD, increased nearly 4% compared to 2022, FDI inflow in 2023 obtained the highest ever amount of 36,6 billion USD, increased 32% compare to the previous year (2022).
The achievements in the period 2021-2023 are attributed to the effort of people, enterprises of the whole nation with the wise economic policy planning and implementation, the combination of internal and external resources via economic, trade and investment profound integration.
– In term of policy, the government continued providing a level and fair corridors and station or economic activities among all types of enterprises, including Vietnamese and foreign stakeholders.
– In term of diplomacy, Viet Nam deepened the diplomatic and comprehensive cooperation ties with many countries for the mutual benefits, in return, those contributed greatly to maintaining a peaceful and stable environment, creating favorable conditions for socio-economic development, enhancing the position and prestige of the country in the international arena.

We inherited and promoted the strength of the Viet Nam’s diplomacy in Ho Chi Minh era, a diplomacy school imbued with the identities of “Vietnamese bamboo”, “strong root, stout trunk and flexible branches”, deeply characterized with the soul and spirit of the Vietnamese people.
– Additionally, the rich – poor gap has been continuously narrowed, public welfares such as healthcare, education, transportation system was attached with great importance with the consistent understanding and resolve from the government to grass root levels of state agency; with the ultimate aim at “never trade-off the numerous economic growth with the progress, justice, development and environment protection”, The Party persists in steadfast determination to spare no effort for the cause of Reform, it is for the people, by the people, of the people.
Pakistan in the World – China and USA are major rivals everywhere in the world from economy to defense. How Viet Nam keeps balance in relations with both countries?
H.E. Mr. Nguyen Tien Phong – This is a question that many people are probably interested in. During the Doi Moi – Reform process till now, we have been implementing the policy in which Viet Nam wants to be friend with all countries in the world, always persists in the foreign policy of independence, self-reliance, diversification, and multilateralization, being a good friend, a reliable partner, and a responsible member of the international community.

We also have been persisting in the defense policy of “Four No’s”
(not participating in military alliances; not aligning with one country to oppose another; not allowing foreign countries to establish military bases or use Vietnamese territory to oppose other countries; not using force or threatening to use force in international relations)
firmly protecting independence, sovereignty, unity, and territorial integrity, ensuring political stability, social order and safety, maintaining a peaceful and stable environment for development; building an independent and self-reliant economy associated with proactive and active integration into the world deeply, practically, and effectively, constantly improving the internal strength and resilience of the economy.
Viet Nam’s Bamboo Diplomacy is reflected in all of its foreign activities, that is, “Soft and wise but still persistent and resolute; flexible and creative but consistent, valiant and resilient against all challenges and difficulties facing national independence and people’s happiness; and united and humanitarian but resolute, persistent and patient in safeguarding the national interests. Knowing softness, knowing hardness; knowing the time, knowing the situation; knowing oneself, knowing others; knowing how to advance, knowing how to retreat, “adapting to circumstances”
– In the context of complex and unpredictable developments in the international and regional situations, Viet Nam’s bamboo diplomacy philosophy has been promoted, helping Viet Nam expand relations for win-win cooperation with countries around the world.
– The recent visits to Viet Nam by General Secretary, President of China Xi Jinping and US President Joe Biden are a testament to the consolidation of political trust, demonstrating the path of partnership, independence and autonomy in foreign policy for peace, cooperation, development and prosperity, multilateralization and diversification of Viet Nam

Vietnam – China Joint Statement on deepening comprehensive strategic cooperative partnership

Pakistan in the World – Your country’s GDP hit 430 billion USD, ranking third in the ASEAN and standing among the 40 largest economies in the world. How the nation has achieved this milestone in your opinion?
H.E. Mr. Nguyen Tien Phong -There are many reasons for the above achievements (objective and subjective), but the overarching and most important reason is the solidarity, unity of the people, the correct, effective, and timely leadership and direction of the Communist Party of Viet Nam at all levels in implementing the Resolution of the 13th National Congress. Here are some milestones that I would like to share:
1. The documents of the 13th National Congress of Delegates are the crystallization of the intelligence, will, and determination of the entire Party, the entire people, and the entire army, demonstrating the unity between “Party’s will, people’s heart”; is a profound summary of 35 years of implementing the renovation process, including the Party’s correct and strong policies to unblock all resources, promote the great unity of the whole nation in combination with the strength of the times.
2. Resolutely and persistently fight against degradation, “self-evolution”, and “self-transformation” within the Party; strengthen the fight against corruption and waste. Personnel resources and then the civil servants or cadre building and management works must truly be the “key of the key”, focusing on building a contingent of cadres, especially strategic cadres with sufficient qualities, capacity and prestige, commensurate with the task.
3. Trust, respect and promote the people’s right to monitor the State and its agencies, persistently implementing the principle of “people know, people discuss, people do, people inspect, people supervise, people benefit”. The people are the center, the subject of the renovation process, building and defending the Fatherland; all policies and strategies must truly stem from the aspirations, rights and legitimate interests of the people.
4. Focus on prioritizing the construction of a synchronous institutional development, ensuring harmony between steadfastness and innovation, inheritance and development; between economic renovation and political, cultural, and social renovation;
between following market rules and ensuring socialist orientation; between economic growth and cultural development, human development, addressing social issues, protecting resources and the environment; between socio-economic development and ensuring national defense and security; between independence and self-reliance and international integration.
