Arrogance is not liked by Allah Almighty. This arrogance crosses the limits when the powerful have a weak opponent in front of them. This is the story where we say that sometimes a minor ant can kill an elephant. This has been observed in the case of a woman Waheeda Zulfiqar , a journalist against the influential managers of a Gym at Sanctuary Mall of Safari 3 of Bahria Town. The story is unfolding and many officials in CDA and RDA involved in giving favors are being exposed.
Safari 3 housing scheme of Bahria Town has been declared illegal with no approval from either Capital Development Authority CDA or Rawalpindi Development Authority RDA finally. This has been confirmed by C.D.A itself in a written letter submitted before the Division Bench of Lahore High Court Rawalpindi Bench on 03 Oct 2023.
The division bench has directed the complainant Ms Waheeda Zulfiqar to file application to make C.D.A as a party in the case. It means the case is not only on the illegal construction of the Gym only but on the construction of whole housing scheme as well that has no N.O.C from any concerned authority in both twin cities.
The Gym managers and their members were big guns of the twin cities including high officials from different departments. They would make unbearable noise while exercising or whatsoever while being in the Gym that was source of disturbance for the residents of nearby apartments.
Ms Waheeda Zulfiqar requested them to control the noise and other activities that were not acceptable for the residents but the Gym managers and their supporting members turned a deaf ear only.
Later on they tried to harass the lady in different shapes like threatening of dire consequences and puncturing her car parked at the parking occupied by the same managers and their influential members.
Such arrogant reactions of them engulfed the whole scheme into the matter that were taken to high court by the lady after no one from any where, Bahria Town, CDA, RDA and Police listened to her grievance.
Finding no support from any side , the lady moved the high court where her petition was admitted for hearing and finally she achieved a milestone in the way of justice to the residents of Sanctuary Mall. She not only challenged the presence of a commercial Gym in the residential building but raised question on the legal basis of Safari 3 as well.
On 3 Oct the division bench Justice Jawwad ul Hassan and Justice Iqbal was about to dispose off the case on the assurance of CDA that the complaint of noise etc has been solved and now there is no noise in the vicinity of the Gym. CDA in its written report mentioned that Safari 3 has not been approved.
Waheeda Zulfiqar rejected the report of CDA on the disturbance created by the Gym. Moreover she called attention of the bench towards another plea regarding the NOC of Safari 3. She emphasized that now when CDA has admitted that Safari 3 has no NOC, this point can also be heard in detail.
Now it is an established thing that Bahria Safari 3 is illegal scheme. This has been confirmed by the concerned authorities only after they tested all tactics to hoodwink the complainant as well as the high court but it was the courage and resolve of a sole lady who refused to succumb to the threats , offers, tricks of officers of CDA and RDA both for the known reasons .
Everyone in these real estate business authorities is drowned in the flood of money.Next hearing will not only be on the Gym but it will be on Safari 3. The date will soon be given and it will be most probably the next week.
Here it is worth noting that the Sanctuary Mall was constructed at the land that was allocated for the park in the layout plan. This is another crime to be investigated.
