The Shanghai Cooperation Organization’s Summit of Prime Ministers is the second highest forum to discuss matters of cooperation and security in the regions of member countries. Pakistan is all set for the summit on 15-16 Oct 2024 but the recent attacks on Chinese citizens have forced the Gov of Pakistan to take extra ordinary measures for the security in Islamabad.
Dasu attack was itself a serious matter for Pak China cooperation but the attack in Karachi is first of its type, highly intelligence based and can have unbearable repercussions for Pakistan. Chinese engineers killed in attack were representatives of the Chinese Power Generation Company (IPP), which had agreed to renegotiate the capacity payments agreement. Chinese Premier attending the SCO is said to reschedule $15 Billion loans of Pakistan.
The latest attack was in Karachi at the airport only a couple of weeks before the summit. Chinese engineers coming on a special flight from Urumqi to Karachi were hit and killed there. No one knew about the flight except some highly related and responsible officials on both sides.

It was a few hours flight and only a fastest network of sabotage was able to plan and conduct an attack. Was there some leakage of information from the officials to the terrorists? Officials who? on Chinese side or Pakistani side? are the questions , the intelligence agencies on both sides are investigating.
Balochistan Liberation Army can not have such information infrastructure that stretches from China to Pakistan so that the plane starts its journey from China and the militants hiding in the mountains of Balochistan get complete information and manage a heinous attack inside the high security zone of an international airport.

It means BLA had information ,at what time will the engineer’s plane land at Karachi Airport and at what time will the engineer’s bus pass through the so-and-so route.
It takes time to prepare a vehicle full of explosive material in a way that it could not be checked while passing through the city to the airport. It means , this is not the work of BLA’s Majeed Brigade only. There must exist some support from internal elements and foreign agencies that have a network of proxy in Pakistan.
There are possibilities that in this suicide attack, a satellite of a country above the Pakistani airspace has also been used from the initial information, which told the operators of the suicide bomber the route of the bus.

The information about the plane’s departure from the Chinese airport was probably leaked from China, after which the explosive vehicle was prepared and delivered to a building near the airport.
It is alarming that foreign agencies working against Pakistan-China relations are embedded in the ranks of Baloch militants who are using them for their own purposes.
Seeing the prime minister, president, interior minister of the country rushing to Chinese embassy for rhetoric assurances ” It will not happen again” – ” The culprits will be brought to justice” etc is not good at all. Pakistan has to do the needful , operation clean up, right person at Interior Ministry as soon as possible because China is seriously considering of taking security of Chinese in their own hands.
We welcome the Prime Ministers of member states and pray that no attack is conducted during their stay in Islamabad. Our best wishes are with Gov of Pakistan to hold the summit in a peaceful and pleasant manner.
