Major General Abdul Salam Al-Hassi, Chief of Staff of the Land Forces under the General Command, received a delegation from the Pakistani Armed Forces at the Presidential Headquarters in Benghazi on Tuesday 21 July. This side of Libya is captured and governed by General Khalifa Haftar whom neither UN nor Pakistan officially recognize as the representative of the state of Libya as a whole.
No name of visiting Pakistani Army officer is available from both sides. There are four civilians in casual dresses on Pakistani side at the table but their identity is also unknown. ISPR , the media wing of Pakistan Army has not shared anything regarding this visit so far.
The high level contacts between General Belgasim Haftar and sons started in July 2025 when Saddam Haftar visited Pakistan and later in Feb this year General Haftar himself Pakistan and the latest contact was the visit of Lt Gen Saddam Haftar to Rawalpindi late last month to congratulate mediation success of Pakistan between US and Iran that could not last for two weeks even.
Libyan media from East regime side reported , the visit of delegation from the Pakistani Armed Forces aimed at strengthening military cooperation and exchanging expertise between the two sides. Talks covered issues of mutual interest, along with cooperation in military training and qualification.
The Land Forces General Staff stated on its Facebook page that the meeting was held as part of efforts to strengthen military cooperation and exchange expertise between the two sides.
It explained that the meeting addressed a number of topics of mutual interest and explored prospects for cooperation in the areas of military training and qualification, thereby contributing to the development of capabilities and strengthening the partnership between the armed forces of both countries, in a manner that serves their shared interests.
Defense Deal between General Haftar and General Asim Munir
The General Command, led by Marshal Khalifa Haftar, signed a cooperation agreement with the Pakistani Army following an extensive meeting between the Deputy Commander Saddam Haftar, and the Commander of the Pakistani Army, Field Marshal Asim Munir, who visited the city of Benghazi on December 20, 2025.
The agreement includes a deal worth over $4 billion to sell military equipment to the General Command and involves the purchase of 16 JF-17 fighter jets, a multi-role combat aircraft jointly developed by Pakistan and China, as well as 12 “Super Mashak” training aircraft used for basic pilot training.
Mediation between Benghani and Tripoli
According to Alwasat media of Libya, A few days ago, Reuters reported that Pakistan had begun mediating between the General Command in Benghazi and the Government of National Unity in Tripoli in a previously undisclosed effort that could bolster Islamabad’s diplomatic presence if it succeeds in pushing the Libyan parties toward a new political agreement.
The agency quoted two Pakistani sources as saying that the efforts began late last year and that the two Libyan sides had requested Pakistan’s involvement in the mediation, a move that coincides with a U.S. push to find a diplomatic solution to the Libyan crisis.
Here it is worth mentioning that, the results of the mediation between US and Iran could not be fruitful as the region is again in the war from both sides. The so called peace deal between the parties failed to last for two weeks even. Therefore it does not seem on the cards of Pakistan to take such risk again.
Pakistan’s only interest is to accomplish the deal of defense between the two generals.
