Central Asia Monitoring Desk Islamabad
Pakistan and Kyrgyz Republic agreed to enhance cooperation in trade, energy, connectivity security, science, educaiton , combating terrorism and irregular migration. The sides have noted the considerable potential for expanding cooperation in the energy sector, particularly through the effective implementation of the CASA-1000 Project, which serves as a vital link connecting Central and South Asia.
At the invitation of the President of the Kyrgyz Republic, Sadyr Zhaparov, the President of the Islamic Republic of Pakistan, Asif Ali Zardari, paid an official visit to the Kyrgyz Republic from 6-9 July 2026. The joint declaration was signed at and issued from Cholpon-Ata on 07 July 2026.
The Heads of State held talks in an atmosphere of traditional friendship, mutual trust and understanding, and noted with satisfaction the steady development of Kyrgyz-Pakistani relations.
The Presidents reaffirmed their commitment to further deepening bilateral cooperation and underlined the importance of consistent implementation of the agreements reached during the state visit of the President of the Kyrgyz Republic to the Islamic Republic of Pakistan from 3-4 December 2025.
STRATEGIC PARTNERSHIP
The Sides noted the need to maintain active political dialogue, further expand contacts at the highest and high levels, and strengthen interaction between the parliaments, governments and foreign ministries of the two countries.
Reaffirming their aspiration to establish a strategic partnership between the Kyrgyz Republic and the Islamic Republic of Pakistan, the Heads of State emphasized the particular importance of deepening trade, economic and investment cooperation.
The Heads of State instructed the governments, relevant ministries and agencies of the two countries to intensify joint efforts to implement the agreements reached and to take practical measures aimed at developing trade, investment activity and business ties.
TRADE
The Sides underscored the need to further enhance inter-agency cooperation mechanisms, improve the effectiveness of the Kyrgyz-Pakistani Intergovernmental Commission on Trade, Economic, Scientific and Technical Cooperation, as well as the relevant Joint Working Groups.
The Heads of State reaffirmed their readiness to provide comprehensive support for the development of direct contacts between the business communities of the two countries, including chambers of commerce and industry, investment promotion agencies, banking and financial institutions, and to encourage the implementation of joint projects and the establishment of joint ventures.

INDUSTRIAL COOPERATION
The Sides reaffirmed the considerable potential for expanding bilateral cooperation in the fields of mining, agriculture, textile and light industries, the halal industry, healthcare, pharmaceuticals, particularly medical education, regulatory harmonization, vaccine and biological product manufacturing, joint ventures in pharmaceutical production, and facilitation of market access through closer cooperation between the respective drug regulatory authorities, the digital economy, information and communication technologies, tourism, as well as the banking and financial sector.
The Sides further agreed to encourage cooperation between their relevant regulatory and standards authorities, including in the halal sector, with a view to facilitating trade and promoting mutual confidence.
CONNECTIVITY
The Heads of State emphasized the strategic importance of strengthening transport connectivity between Central and South Asia and reaffirmed the importance of the practical implementation of the agreements reached in the fields of transport, logistics and transit.
The Sides reaffirmed their readiness to continue joint work on the effective use of the potential of Pakistan’s seaports, the further development of multimodal transport, the promotion of international transport corridors connecting Central and South Asia, as well as the use of the transit and logistics potential of the Kyrgyz Republic in the interests of ensuring access to the markets of the Central Asian countries and the Eurasian Economic Union.
The Heads of State emphasized the importance of taking additional measures to increase cargo transportation volumes and create favorable conditions for the sustainable operation of transport and logistics routes.
EDUCATION – YOUTH – CULTURE
The Presidents reaffirmed their mutual interest in further developing cooperation in the fields of education, science, culture, tourism, youth exchanges, medical and public health exchanges, including cooperation in medical education quality assurance and professional regulatory collaboration and in strengthening people-to-people contacts between the two countries.
SECURITY
The Heads of State reaffirmed the importance of further strengthening cooperation between the competent authorities in combating terrorism, extremism, illicit trafficking in narcotic drugs, organized crime, irregular migration, cybercrime, as well as other contemporary challenges and threats.
Condemning terrorist attacks in the region and beyond, the leaders reaffirmed that peace and stability in the region are critical for progress and prosperity. They agreed to work together at all forums, including the UN, SCO and OIC to combat terrorism in all its forms and manifestations.
INTERNATIONAL FORA UN, SCO, ECO
The Sides underscored the importance of further coordination and mutual support within the framework of the United Nations, the Shanghai Cooperation Organization, the Organization of Islamic Cooperation, the Economic Cooperation Organization, and other international and regional organizations.
Pakistan highly appreciated and expressed its support for the priorities of the Chairmanship of the Kyrgyz Republic in the Shanghai Cooperation Organization.
The sides underscored the need to continue close coordination during Pakistan’s upcoming Chairmanship of the Shanghai Cooperation Organization and Economic Cooperation Organization.
The Leaders noted that the use of unilateral economic and financial sanctions is contrary to the purposes and principles of the Charter of the United Nations and other norms of international law, adversely affects global food and energy security, and hinders the achievement of the United Nations Sustainable Development Goals.
President of the Kyrgyz Republic Sadyr Zhaparov expressed his gratitude to the Pakistani Side for its support for the candidature of the Kyrgyz Republic in the election of non-permanent members of the United Nations Security Council for the 2027-2028 term. In turn, President of the Islamic Republic of Pakistan Asif Ali Zardari congratulated the Kyrgyz Republic on its election and reaffirmed his readiness to continue close cooperation within the framework of the United Nations.
The Kyrgyz Republic commended the Islamic Republic of Pakistan on its contributions towards advancing international peace and security as the non-permanent member of the United Nations Security Council for the term 2025-2026, and welcomed the unanimous adoption of UN Security Council Resolution 2788 (2025) on “Strengthening Mechanisms for Peaceful Settlement of Disputes” as well as the UN Security Council Resolution 2823 (2026) on accountability for crimes against UN Peacekeepers, as a result of Pakistan’s efforts. The Islamic Republic of Pakistan gratefully acknowledged the co-sponsorship of the UNSC Resolution 2823 (2026) by the Kyrgyz Republic.
Pakistan welcomed the unanimous adoption of the United Nations General Assembly Resolution 80/261, entitled “Peaceful Settlement of Border Disputes”, initiated by the Kyrgyz Republic.
ISLAMABAD MoU
The Kyrgyz Republic commended Pakistan’s mediation efforts for peace and stability in the Middle East, and welcomed in this regard the signing of the Islamabad Memorandum of Understanding (MoU). Both sides expressed the hope that the Islamabad MoU will lay the foundation of lasting peace and stability in the region and beyond.
The leaders emphasized prompt and peaceful settlement of all disputes and resolution of all outstanding conflicts through peaceful means, in line with the principles and purposes of the UN Charter, instead of resorting to unilateralism. They agreed that a secure and conducive environment is necessary to realize the enormous potential of cooperation and connectivity between Central Asia and South Asia.
Pakistan expressed its support for the Kyrgyz Republic’s international initiatives on advancing the mountain agenda and addressing climate change, including the holding of the Second Global Mountain Summit “Bishkek+25” in 2027.
The Kyrgyz Republic invited Pakistan to participate in the VI World Nomad Games, to be held in the Kyrgyz Republic from 31 August to 7 September 2026. Pakistan gratefully accepted the invitation and confirmed its intention to send an official delegation and sports teams to participate in the Games.
The Heads of State expressed confidence that the official visit of the President of the Islamic Republic of Pakistan would contribute to the further strengthening of relations between the Kyrgyz Republic and the Islamic Republic of Pakistan, the expansion of mutually beneficial cooperation, and the prosperity of the peoples of the two countries.
President of the Islamic Republic of Pakistan Asif Ali Zardari expressed his sincere appreciation to the people of the Kyrgyz Republic and to President Sadyr Zhaparov for the warm hospitality extended during the visit and invited the President of the Kyrgyz Republic to pay a visit to Pakistan at a mutually convenient time. The invitation was accepted with appreciation. The dates of the visit will be agreed through diplomatic channels.
