President Shavkat Mirziyoyev’s First Address to UNHRC -by- Tazeen Akhtar Islamabad

President Shavkat Mirziyoyev of Uzbekistan addressed 46th UN Human Rights Council session virtually on 22 February in which shared his vision and steps being taken in the country to uphold human rights that include Women, Children, Youth, Citizen, Labor and last but not the least Speech/Press and Religious freedoms as well. Most important thing to note was Uzbekistan participated in this forum for the first time. Uzbekistan achieved status of country of religious liberties , no discriminations whatsoever only a couple of months ago last year 2020 when US State Department removed Uzbekistan’s name from a watch list of countries on religious freedoms. Here Uzbekistan wins another feather in its cap as the first country in Central Asia to secure that position.

In that background, President Shavkat Mirziyoyev’s participation in UNHRC session is not only depicting his nations confidence and pride but it speaks louder about their commitments to the human rights and equal opportunities for all communities living in Uzbekistan. This commitment has been proved in recent past in different measures and decisions taken by the government in accordance with the UN charters and with participation of representatives of UNHRC, especially when “National Human Rights Strategy” was being evolved as mentioned by the President in his address.

This strategy was approved by the President in June 2020. Government elaborates the purpose of the adoption of the National Strategy as to define the main tasks and directions of the state policy on ensuring human rights and freedoms in Uzbekistan as an important and necessary condition for improving living standards and welfare, competitiveness of the state on the world arena, its sustainable development and democratic renewal.

 


Special attention has been fixed to protect women, for example ,gender equality will be ensured and violence in all spheres of public life will be eliminated, Gender Equality Strategy of Uzbekistan for 2021 – 2025 is being worked upon, National Plan of Action for the implementation of UN Security Council Resolution No. 1325 “Women, Peace and Security” has been developed, legal framework for protecting women from domestic violence and implementation of effective measures to ensure gender equality in all spheres of public life, especially in political activities and decision-making are few salient features of this strategy that will certainly go a long way in promotion of women in all walks of life.

Uzbekistan’s allegiance to human rights can be seen in its membership in most of the UN treaties and protocols on the subject. Uzbekistan is a party to more than 80 international human rights treaties, including 6 main UN treaties and 4 Optional protocols, and regularly submits national reports on their implementation to the UN Human Rights Council and treaty committees.

Youth makes more than half of the total population of Uzbekistan and that requires a well thought research towards policy decisions about the future of the country. President Shavkat Mirziyoyev attaches special importance to prepare the youth for their role in building the New Uzbekistan. This year is Year of Supporting Youth in this country as the President rightly mentioned in his address. World Conference on Youth Rights under the Auspices of UN will contribute a lot in defining the what the youth expects from the policy makers and what initiatives are needed to be launched for preparing the youth for the future challenges that they can face when they enter into practical life.

Protection of labor rights in another commendable move of Uzbekistan. The President shed light on measures taken for banning child and bonded, forced labor in his country. The establishment of Children’s Ombudsman will ensure the protection of rights of children in this regard. This will be notable step from Uzbekistan in this year that has been declared as International Year for Elimination of Child Labor.

Awarding citizenship to 50 thousand last year and 20 thousand this year, protection of freedom of speech, development of civil society institutions, encouraging the non governmental organizations, contribution to UN Voluntary Fund for Human Rights and other determinations expressed by the President in his address have been noted as the strong commitment of Uzbekistan for the establishment of more democratic society , that abides by international conventions and treaties and for becoming the most civilized country among the comity of nations.
