ISLAMABAD : 03 July 2025 – When the Minister Railway Mr. Hanif Abbasi was claiming to run a train from Pakistan to Moscow Russia, The FIA Anti Corruption circle Islamabad has unearthed a big scam in a subsidiary under the nose of the Ministry of Pakistan Railway.
The Federal Investigation Agency has arrested accused persons namely ;
(1). Syed Najam Saeed, Ex-CEO Railway Constructions Pakistan Limited RAILCOP, Islamabad,
(2). Mr. Muhammad Zubair Hussain, Ex-Controller Finance and Accounts and
(3). Ms. Meh Run Nisa, Ex-Director Commercial & Marketing
These 03 accused have been arrested in FIR No. 37/2025 dated 30-06-2025 U/s 109, 409, 420, 468, 471 PPC r/w 5(2)47 PCA 1947 on the allegations that they in connivance with another accused person namely Mr. Irfan Hameed Khan s/o Abdul Hameed Khan, Chairman of M/s Indus Valley Industrial Junction (IVIJ) prepared/ managed Fourteen (14) fake/ bogus Bank Guarantees of United Bank Ltd. and Bank Al Habib Limited worth Rs. 1 Billion 167 Million,301 hundred thousand ,905/- in favour of different government departments for participation in tendering processes of development projects.
M/s IVIJ received Rs. 1 Billion 64 Million 969 hundred thousand ,160/- as commission from RAILCOP Islamabad in respect of providing said Fourteen (14) fake/bogus Bank Guarantees illegally.
Thus, they caused huge loss to the tune of Rs. 1 Billion 64 Million ,969 hundred thousand,160/- to national exchequer. Tomorrow they will be produced in court for remand. Investigation is underway.
Interestingly, Mr. Najam Saeed is still the CEO of RAILCOP according to the website of the organization. His message and picture is still there. The slogan of RAILCOP on its logo is THINK BIG and the officials not only thought but did the big.
FIA has not shared anything why a lady has been arrested who was serving there as a worker only under the command of CEO. She was bound to obey the orders of the Chief Executive.
The second accomplice org Indus Valley Industrial Junction has no appearance on digital with no website. Its head office is in the same building of RAILCOP at Pakistan Railways Carriage Factory Islamabad.
Here it is worth mentioning that according to the details shared on the website of RAILCOP, the org was going very well under the CEO ship of Mr. Najam Saeed. The administration claims that the org was going in loss but under Mr. Najam it grew well and entered into earning phase.
Railway Constructions Pakistan Limited (“RAILCOP” for short), is a subsidiary of Ministry of Railways, Pakistan and some high officials of Railways are members of Board of Directors at RAILCOP. Headquartered at Islamabad and having regional appearance across Pakistan, engaged in infrastructure sector including Civil Engineering, constructions, innovative engineering, Railway equipment manufacturing like Track fittings & fastenings, track laying and rehabilitations/up gradations, besides real estate development, and other multi engineering fields.
