Uzbekistan Parliament discusses procedures for maintaining a rating on corruption and justice

Tashkent, Uzbekistan (UzDaily.com) — On 13 August 2020, the committees of the Senate and the Legislative Chamber of the Oliy Majlis on judicial and legal issues and combating corruption held a seminar on “Procedures for maintaining a rating on corruption and justice.”

The seminar was attended by members of the Senate and deputies of the Legislative Chamber, representatives of the Supreme Court, the High Judicial Council, the Anti-Corruption Agency, the Academy of the General Prosecutor’s Office, the Institute of Legislative Problems and Parliamentary Research under the Oliy Majlis, the Center for the Study of Public Opinion and other institutions of civil society, and also media workers

The participants of the seminar were informed about the reforms carried out in the country in recent years in the field of justice and combating corruption, as well as the work done to create legal mechanisms to ensure the true independence of the judiciary and prevent corruption.

It was emphasized that there are still a number of problems awaiting their solution in order to increase the effectiveness of the ongoing reforms.

Today, the judicial system needs a legal system that can meet the needs of our citizens who are well aware of their rights. Therefore, it was necessary to introduce a system of objective assessment of the situation on the ground in ensuring justice and combating corruption, as well as to identify comprehensive measures to enhance the role of people’s representatives in this process.

At a videoconference chaired by the President on June 30 this year, members of parliament were instructed to continue holding meetings on the ground.

It was also suggested to provide a ranking of each region on justice and corruption issues.

During the seminar, opinions and suggestions of representatives of relevant departments on this issue were heard, as well as a methodological guide for maintaining a rating, which was prepared and submitted for discussion by the Institute of Legislation and Parliamentary Research under the Oliy Majlis, was discussed.

The manual contains the procedure for maintaining the ranking on corruption and justice in the regions, sources of formation of the ranking results and a system for evaluating the ranking results.

In the event, which was held in the form of a lively discussion, it was proposed to finalize the manual and form a working group on this issue.

The working group was instructed to improve the manual and submit its final version to the Legislative Chamber of the Oliy Majlis as soon as possible.

The participants in the event were unanimous in the opinion that the new system will serve to further improve the effective mechanism for protecting the rights and freedoms of citizens and ensuring the effectiveness of reforms in this area.
