UK Defence Secretary Vows to Be First to Send British Troops to Ukraine as Symbol of Peace Major Strategic Shift

In a major statement ahead of the fourth anniversary of Russia’s full-scale invasion of Ukraine, UK Defence Secretary John Healey has declared his intent to be the first British defence minister in history to send UK troops to Ukraine but only once a peace agreement is secured.

Writing in The Telegraph, Healey said this deployment would serve as a clear signal that the war is over and peace has been achieved. He emphasized that 2026 must be the year the conflict ends, and that British soldiers on the ground post-peace would help solidify a stable, sovereign Ukraine in a secure Europe.

Coalition of the Willing & Peacekeeping Mission

The British government and its allies are actively shaping a multinational peacekeeping force dubbed a “Coalition of the Willing” to guarantee Ukraine’s security from future Russian aggression once peace terms are agreed.

Last month in Paris, the UK Prime Minister signed a declaration of intent with Ukrainian President Volodymyr Zelenskyy and French President Emmanuel Macron outlining plans for British troop participation after peace is achieved. A 70-person headquarters element for this mission has already been set up.

New UK Defence Funding

To prepare British forces for such a role, Healey announced £200 million in additional funding aimed at modernizing equipment, enhancing communications, and acquiring counter-drone systems.

Support for Ukraine’s Defence Technology

Separately, the UK is backing the development of a new AI-powered drone interceptor system — “Octopus” — designed to counter Shahed-type drone threats and bolster Ukraine’s aerial defence.

Wider Context

European and international discussions around peacekeeping roles in Ukraine have been ongoing, with multiple countries weighing contributions to a post-war security force. The UK and France are widely expected to lead the ground and air components of this mission.

Healey’s announcement marks one of the most explicit commitments yet from a major NATO country to place troops in Ukraine not as combatants, but as peacekeepers and guarantors of a future ceasefire and stability.
