Former Commissioner Liaqat Ali Chatha has apologized for his statement about rigging In Rawalpindi Division. He has admitted before Election Commission of Pakistan in hearing on his allegations that he was pushed by a leader of a political party (PTI) to issue this statement. The leader belongs to Lahore. I was near the retirement and I wanted to secure my future.
This is the mindset and state of mind of the high level bureaucracy of Pakistan. Liaqat spent 32 years at superior services (services so called actually they are authoritarians there) as deputy commissioner and commissioner. His retirement was due on 13 March 2024 when last week he shocked everyone in the country by stating that he had to make the returning officers change the results in all 13 National Assembly constituencies in Rawalpindi division. As expected the next day all Returning Officers rejected his statement.
He recorded statement before the ECP’s investigative committee on 22 Feb 2024.
He  said, ” I was  under huge pressure due to retirement. I did not direct any Returning Officer (RO) or interfere in anyone’s support during the general election of 2024. I never instructed any Returning Officer to show favoritism or intervene in the election process. I was scheduled to retire on March 13, 2024. I had  concerns about potential loss of benefits in the future. I deeply regret my statement and offer a sincere apology to the nation,”
According to his own statement , he developed close relations with the party leader when he was posted in Punjab as provincial secretary. I wanted to safe my future in that party. The party official went into hiding due to involvement in the May 9 incidents, I was in touch with him and also used to assist him secretly.

COMMISSIONER RAWALPINDI ADMITS RIGGING – TRIED SUICIDE – RESIGNS – SEEKS HIS ARREST AND HANGING

The name of the party leader has not been disclosed by ECP but surely it would come on surface soon.
Liaqat Chatta had a covert meeting with the leader of  political party in Lahore on February 11 and was tasked with devising a plan to ‘confirm’ allegations of election rigging, however, concerned about the potential ineffectiveness of the accusations, he opted to conduct an emotionally charged press conference.
The former Rawalpindi commissioner revealed that, according to the political leader, the plan had the backing of a particular party’s top leadership. The press conference was strategically tied to a party’s protest plan.
Chatta admitted that adding the Chief Justice’s name was a deliberate move to fuel animosity among the people. He emphasized never receiving any instructions for rigging from anyone, including the ECP. He extended an apology to all government employees for his rigging allegations.

DRO’s of Rawalpindi Contradict Former Commissioner’s Allegations of Rigging – PPP PMLN Agree to Form Joint GOVs in Center,Punjab,Balochistan

It is the state of the state that is very hard to state – A high level official that is equal to Lt Governor in a sense , is so easy to be used by a second class political person against the whole system of the state. He is so “Innocent” that he does know the consequences of what he utters in the public for the press.
More unfortunate than that for the country and countrymen is …. greedy persons , self centered and selfish are the fish that are stinking the whole pond. He is not one. There are many. They are used by this party or that party , this agency or that agency and the poor of this pure land are casting votes vehemently with trust and hope that their vote is going to change their destiny – How their destiny can be changed when they are being governed by such lunatics as this former commissioner is.
Lets see how the system of justice moves to bring this low level remained posted at high level to book. Merit is no where here. Big guns are just for fun and the rules are for the fools only who still have hopes of something better from all this garbage of filthy and mischievous minds who are playing with the future of the nation.
