Tashkent/ Islamabad; Monitoring Desk – At the invitation of the President of the Republic of Uzbekistan Shavkat Mirziyoyev, on 4 October 2021, the President of Turkmenistan Gurbanguly Berdimuhamedov arrived in Uzbekistan on an official visit.
President Shavkat Mirziyoyev met the distinguished guest at Tashkent International Airport named after Islam Karimov.
The President of Turkmenistan Gurbanguly Berdimuhamedov, accompanied by the President of the Republic of Uzbekistan Shavkat Mirziyoyev visited the Independence Square.
The distinguished guest laid flowers at the Monument of Independence and Humanism.
The President of Turkmenistan was informed about the essence of Independence Square. Then, the delegation of Turkmenistan has left for the residence allocated for them.
On October 5, the official welcoming ceremony of the President of Turkmenistan was held at Kuksaroy Residence.
Presidents Shavkat Mirziyoyev and Gurbanguly Berdimuhamedov held a meeting in a contracted format.
At the meeting, the leaders discussed the full range of Uzbekistan-Turkmenistan’s multifaceted cooperation, paying special attention to strengthening constructive political dialogue, enhancing trade-economic and investment partnership, deepening cultural-humanitarian ties.
Over the past four years, mutual trade has tripled and exceeded $400 million. Since the beginning of the year, the trade turnover has increased by another 25%.
The huge potential of cooperation between the regions of the two countries, primarily the border was emphasized.
A high assessment was given to cooperation in the water sector. The parties welcomed the successful holding of the first meeting of the Intergovernmental Commission on Water Management Issues on September 13 in the city of Tashkent.
Views on the regional and international agenda were also exchanged. The importance of holding regular Consultative meetings of the Heads of Central Asian states and the implementation of the agreements reached during the last meeting in Avaza on August 6 this year was emphasized.
The negotiations in Tashkent have become another confirmation of mutual understanding and unity of our countries and peoples, which is especially important today against the background of the events taking place.

The negotiations between President of Uzbekistan Shavkat Mirziyoyev and President of Turkmenistan Gurbanguly Berdimuhamedov continued in an expanded format with the participation of official delegations of the two countries.
The sides emphasized that thanks to joint efforts, the relations of the fraternal countries have reached a qualitatively new level of strategic partnership.
The Heads of State noted with satisfaction the dynamics of the growth of mutual trade in recent years and agreed to use all available resources and opportunities to further increase the volume of bilateral trade.
One of such directions is the expansion and diversification of the range of mutual supplies of demanded products with the creation of trading houses and access to the markets of third countries.
The development of industrial cooperation in various industries, including the assembly of cars, the production of chemical goods, electrical products and household appliances, the production of construction materials, deep processing of cotton fiber and fruit and vegetable products, the creation of logistics infrastructure are also identified as promising areas of cooperation.
The President of Uzbekistan proposed to prepare an appropriate roadmap.
The parties agreed to intensify cooperation in the field of transport and the development of transit corridors. The importance of joint promotion of the Ashgabat Agreement and the expansion of the use of the unique capabilities of Turkmenbashi Seaport was noted.
Joint coordinated efforts in this direction will increase the volume of cargo transportation and create favorable conditions for the disclosure of transit potential.
The importance of the fullest use of the potential of the regions of the two countries was emphasized. An agreement was reached to launch a new mechanism of cooperation – Regional Forums.
Cooperation in the water sector was highly appreciated. The sides welcomed the successful holding of the first meeting of the Intergovernmental Commission on Water Management Issues. The start of the project of reconstruction of Sultansanjar dam of Tuyamuyun Reservoir was noted with satisfaction.
Issues of cooperation in the cultural and humanitarian sphere, which is an important factor in strengthening friendly relations and increasing mutual understanding between the two peoples, were also discussed.
Holding mutual Days of Culture and Cinema, organizing tours of theater and musical groups, meetings of representatives of scientific intelligentsia and other similar events will bring our peoples closer together.
In this context, Turkmenistan’s support for the initiative to revive the legendary Tashkent International Film Festival “Pearl of the Silk Road” was noted.

The President of Uzbekistan stressed that today more than 200 thousand citizens of Turkmen nationality live in the country. They live in peace and harmony, a single friendly family with representatives of all other nations and nationalities that make up the multinational people of Uzbekistan.
“We will continue to create all conditions for them to develop their native language, culture, traditions and customs. I am sure that the Tashkent Park in Ashgabat, created on the initiative of the esteemed Gurbanguly Myalikgulyevich, will become another new symbol of friendship between our peoples”, Shavkat Mirziyoyev said.
It was noted that peace and stability in Afghanistan are the key to the sustainable development of the entire Central Asian region.
“We are ready to continue providing the necessary humanitarian assistance to the Afghan people, actively cooperate with Turkmenistan partners in the implementation of important socio-economic and infrastructure projects in this country”, the President of Uzbekistan said.
The Presidents called for the continuation of a close dialogue and joint promotion of initiatives in the international arena, including within the framework of the United Nations, Commonwealth of Independent States, Organization for Security and Co-operation in Europe, Organization for Economic Cooperation and Development, Organisation of Islamic Cooperation, Cooperation Council of Turkic Speaking States and other international structures.
“The results of today’s meeting will allow us to fill our strategic partnership with new, even more significant practical content, strengthen trust, mutual understanding”, Shavkat Mirziyoyev said.
Following the event, the Presidents instructed the Co-Chairs of the Intergovernmental Commission on Bilateral Cooperation to prepare a roadmap with specific mechanisms for implementing the agreements reached.
The documents signing ceremony was held following the negotiations.
President of Uzbekistan and Turkmenistan adopted a joint statement reflecting the main results of the summit and identifying promising areas for further strengthening Uzbekistan – Turkmenistan strategic partnership.
In the presence of the Heads of State, signed documents were also exchanged between the heads of ministries, agencies and regions of the two countries.
These include an agreement on the establishment and regulation of Uzbekistan – Turkmenistan border trade zone, which provides for the creation of a trade center in adjacent territories, an agreement on increasing the volume of trade and expanding mutually beneficial partnerships between enterprises and companies, a protocol on the organization of the exchange of preliminary information on goods and vehicles transported across the customs border.

The Agreement on simplification of visa procedures for business representatives and the Protocol on introducing amendments to the agreement on mutual travel of citizens of November 19, 2004, will undoubtedly create favorable conditions for entrepreneurs of the two countries and will serve to strengthen interethnic harmony.
Important documents were signed to further enhance cooperation in transport, transit transportation, water-saving technologies, as well as justice, social protection, statistics, quarantine and plant protection, science and culture.
In total, 23 documents were signed during the visit, covering almost all areas of multifaceted Uzbekistan – Turkmenistan cooperation.
At the meeting with media representatives, President Shavkat Mirziyoyev described the negotiations that took place, during which the heads of state considered the entire spectrum of development of cooperation, as fruitful and thorough.
Uzbekistan and Turkmenistan are the closest neighbors, fraternal countries, reliable, time-tested friends and partners.
“I would like to emphasize that we highly appreciate the achieved level of the strategic partnership with Turkmenistan, based on centuries-old friendship, common history and culture, religion, spiritual values and traditions of our peoples. The results of today’s talks have once again demonstrated our sincere desire and unwavering commitment to further deepen cooperation. I would like to emphasize that further strengthening of good-neighborly relations with fraternal Turkmenistan is a priority direction of Uzbekistan’s foreign policy”, Shavkat Mirziyoyev said.
The President of Uzbekistan noted with satisfaction the positive dynamics of the development of Uzbekistan-Turkmenistan relations, especially in the trade-economic sphere. The trade turnover between the two countries has tripled in recent years. Despite the consequences of the pandemic, over the past period of 2021, the volume of mutual trade has increased by twenty-five percent.

In addition, following Uzbekistan – Turkmenistan Economic Forum held during the visit, a solid package of agreements and contracts were signed.
President Shavkat Mirziyoyev stressed that the Agreement signed today on the establishment of a border trade zone, as well as an agreement to replace imports from third countries with competitive products produced in Uzbekistan and Turkmenistan and demand in the markets of both countries, will contribute to the increase in mutual trade.
The main attention was paid to the development of industrial cooperation. The parties agreed to enhance mutually beneficial cooperation and specific projects in energy, agriculture, industry, chemistry, transport and logistics.
Issues of enhancing interregional cooperation were also discussed. The sides agreed that regular direct dialogue between the border regions, as well as the holding of the forum of regions of Uzbekistan and Turkmenistan on an annual basis, will become a new driver for the growth of economic cooperation. The first meeting in this format will be held next year in Khiva.
The Heads of state confirmed the need to strengthen cooperation in transport. Noting the growth in the volume of mutual cargo transportation, the parties agreed to continue to create favorable conditions for the effective use of transport corridors, including through the implementation of infrastructure projects that will strengthen the connectivity along the North-South and West-East lines.
Water and environmental issues and climate change issues are of crucial importance for the economies of the two countries. In this regard, President Shavkat Mirziyoyev noted with satisfaction the beginning of the work of the joint Uzbekistan-Turkmenistan commission on water management issues.

Issues of ensuring regional security became an important topic of bilateral negotiations.
Presidents of Uzbekistan and Turkmenistan exchanged views on the situation in Afghanistan, on which the sustainable development of the vast Central Asian region largely depends.
In this context, the Heads of state stressed the importance of holding Consultative Meetings of the Heads of Central Asian States regularly, as well as the implementation of the agreements reached during the last meeting in Avaza on August 5-6 this year.
The Leaders of the states also agreed to continue a close dialogue within the framework of regional and international structures.
The importance of continuing exchanges between the cultural, scientific and sports circles of the two countries, as well as holding meetings and forums of the youth of the two countries, close cooperation between youth organizations was noted. This will bring the two fraternal peoples even closer together.
The parties agreed to jointly promote the goals and objectives of medical diplomacy by developing a coordinated approach to ensure the security of the peoples of the two countries and the entire region.
President Gurbanguly Berdimuhamedov expressed satisfaction with the results of the negotiations, during which a confidential and constructive exchange of views on a wide range of cooperation took place.
“Uzbekistan is one of the key trading partners of Turkmenistan. The main purpose of the current official visit to Uzbekistan is to demonstrate firm support to the esteemed President, my friend Shavkat Mirziyoyev, as well as the reforms carried out under his leadership in all spheres of state, socio-political and socio-economic life of the country”, the President of Turkmenistan said.
Gurbanguly Berdimuhamedov expressed gratitude to Shavkat Mirziyoyev for the warm hospitality and friendly reception provided to Turkmenistan delegation.

After fruitful talks on behalf of the President of Uzbekistan Shavkat Mirziyoyev, an official reception was given in honor of the visit of the President of Turkmenistan Gurbanguly Berdimuhamedov.
The ceremony was attended by members of the delegations of the two countries, statesmen and public figures.
Representatives of the Turkmen diaspora of Uzbekistan, who arrived from different regions of the country, also took part in the event.
Among them are respected elders, scientists and cultural figures, representatives of the creative intelligentsia, education and healthcare.
They are making their worthy contribution to the development of Uzbekistan and strengthening the centuries-old friendship between the fraternal peoples of the two countries. Many of them have been awarded high state awards.

President of Turkmenistan Gurbanguly Berdimuhamedov, accompanied by President Shavkat Mirziyoyev, visited the Scientific and Enlightenment Complex named after Islam Karimov and laid flowers at the monument to the First President.
This became an expression of respect for the memory of the First President and the embodiment of friendship and cohesion of the peoples of the two countries.
Thereupon, the President of Turkmenistan has completed his official visit to Uzbekistan.
